THIS IS NOT A CALL FOR COMPETITION Soft Market Test for Dementia Support Service at the Dementia Resource Centre. Background: The DRC was first commissioned by PCC on 2nd February 2014. The service is currently provided by a single provider who delivers a specialist service supporting people living with Dementia and their carers and families, it provides expertise in Dementia as a resource for Council Officers and professionals across the city and contributes to the development of Peterborough as a Dementia friendly city. The aim is to help people to improve the quality of life of people living with Dementia and their carers, supporting them to live at home and independently in their own communities for as long as is possible and to prevent avoidable escalation of need. Currently the following activities for the core offer at the DRC: - Information, advice and guidance pre-and post-diagnosis - a 'one-stop shop' for Dementia. - A range of activities that are attractive to different groups and complement one another. - Activities that stimulate cognition. - Providing activities that meet the changing needs of service users at different stages of the disease. - Drop in facilities over 5.5 hours per day 3 days per week minimum - Supporting carers in line with the Council's Carers' Strategy - Providing one to one advice and support via an appointment system - Improving links and pathways to wider carer services to include providing information about services, self-help and support groups and ensuring that carers are involved in the treatment of individuals, as far as this is possible and appropriate. - Providing a range of activities and support. - Promotion and awareness raising of the DRC services and Dementia as a whole within Peterborough The successful provider will be expected to run the DRC out the premises provided rent free by the Council; it currently operates on the ground floor of 441 Lincoln Road. However, work is underway to relocate the service to Paston Farm Community Centre in Paston. This is scheduled for Summer/Autumn 2026 so should be complete for the contract's inception. The new space will provide a similar floor plan to what is in place in 441 Lincoln Road. At this time, it is anticipated the Contract will commence on 01st April 2027, with a 3+1+1 term.

Peterborough City Council is seeking to procure a specialist landscape contractor to undertake the dredging and restructure of three ponds in the Peterborough area. The three sites are as follows: • Cherry Orton Road. • Debdale Pond. • Stanground/Tenter Hill Pond. The successful bidder will be required to undertake the following actions: • De-silting of each pond and silt to be spread over the respective sites. • Re profiling of each pond. • Litter removal, noting that the log piles in the area must not be disturbed. The intended outcome of this activity is to increase biodiversity by maintaining the three sites as mosaic habitats of scrub, open water and marginal vegetation areas as breeding, feeding and hibernating areas for Great Crested Newts and other amphibians. The service will need to be carried out between the dates of 1st November 2026 -31st January 2027. The timing of vegetation removal in and around Great Crested Newt breeding sites must be carefully timed, and so the timings will need to be strictly adhered to by the successful contractor.

PCC intends to procure a Community Navigator and Well-being service, which aims to maintain and improve the health, wellbeing and independence of eligible adults in Peterborough. The service delivers an early intervention and prevention approach that focuses on people and their community's capacity to self-care and manage as the first option. The objective is to reduce the risk or deterioration of the person and subsequent increased reliance on statutory services. This service is part of a larger programme, the Front Door Reviews and Community Offer "which aims to deliver cost reductions and better long-term outcomes by supporting people through reviews and initial care/support planning, focusing on needs that can be met without formal care both at first contact and review. The Service will contribute to the Prevent, Reduce, and Delay agenda in a whole system approach contributing to reducing untimely and inappropriate use of Health and Social Care services. The contract will be for 2+1 years. The services are deemed within scope of the Light Touch Regime, however the contract value is below the relevant threshold.

This includes target hardening measures to ensure victims of domestic abuse are able to stay in their own homes, when safe to do so. The bullet points below covers support for victims of domestic abuse through enhancing security measures at their own home to increase protection against perpetrators and enable victims to stay in their own homes. • The service is for the provision of support to approximately 175 people, around the enhancement of security measures in the homes of those who have been subjected to domestic abuse, and the perpetrator no longer lives in that home, in Peterborough. The providers of the scheme must: • Proactively source and receive referrals from Peterborough Independent Domestic Violence Adviser (IDVA) Service, Cambridgeshire Constabulary, Cambridgeshire Victim and Witness Hub and other specialist Domestic Abuse and Sexual Violence Services in accordance with the Data Processing Agreement. • Prioritise referrals for high-risk victims of domestic abuse that have been or will be heard at MARAC (Multi-Agency Risk Assessment Conference) • Respond to referrals, with an initial contact, within 2 working days and a suitable appointment to complete works within 7 days • Provide victims with the knowledge to keep themselves safe and reduce the chance of repeat victimisation. • Install (and fund where appropriate) physical security upgrades, where necessary, as a way of providing practical and emotional reassurance. • The security measures offered should be reasonable, practical, necessary and appropriate according to the safety needs of victim/survivors and the conditions of the property. • As a minimum, the security measures applied must be to recognised British Standards and must comply with means of escape from fire requirements. • Highlight where additional needs have been identified, and work with specialist domestic abuse services to signpost/refer victims to appropriate support and/or community services. • Maintain details of all contact with victims and gather feedback from victims in line with the outcome monitoring requirements. • Develop and maintain effective links with partner agencies and other agencies (statutory and third sector) who support victims of domestic abuse.

The Cambridgeshire and Peterborough Combined Authority (CPCA), alongside Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) have been allocated £5,437,000 of public sector money from the Local Electric Vehicle Infrastructure (LEVI) fund. The aim is to secure additional private sector funding to enable the delivery of a high number of additional electric vehicle infrastructure (EVI) across the area, above and beyond what could be delivered with just LEVI funding alone. It is anticipated that the contract will focus on providing EVI in residential areas that have limited access to off-street parking. This may be a combination of delivery of infrastructure within communal residential car parks as well as on-street charging spaces. It is anticipated that most of the charging infrastructure will be standard (-7-22kW). Rapid charging and public car parks operated by the local authorities will not be included within the specification, however, there may be separate opportunities with each council in due course.

Mechanical and Electrical Framework Aimed at supporting effective management and maintenance of our assets, this framework will ensure statutory compliance, safety, value for money, consistent service delivery, and improved asset performance. It will cover areas such as heating, ventilation, air conditioning, refrigeration, boilers, water systems, renewable energy, fire safety, electrical safety, security systems, and more. Repairs and Maintenance Framework This will provide a comprehensive and auditable approach to reactive repairs and maintenance for council-owned and managed assets. The focus will be on timely and efficient response, improved consistency, enhanced transparency, reduced asset downtime, and alignment with our broader asset management strategy. Covered areas include multi-trade maintenance, brickwork, carpentry, plastering, painting, flooring, glazing, roofing (under £25k), drainage, fencing, clearances, removals, and passive fire works (under £25k). The framework will be split down into smaller lots, encouraging all contractors to tender for there specialist areas, or provide a wider delivery by applying for multiple lots.
