Ordnance Survey require a provider to supply of a range of Personal Protective Equipment and Clothing for the Field Surveying Services teams which include Production Managers, Field Surveyors and Data Collectors. Ordnance Survey’s Field Surveying. OS Field Surveyors and Data Collectors work outdoors, in all weathers and seasons, on active construction sites, by highways and in other urban and in rural environments. Whilst not involved in physical construction activities, they conduct topographic surveys, often during the construction phase of new developments, to capture manmade (and natural) changes in the real world and update our map database. OS require a provider to supply of a range of Personal Protective Equipment, as an additional mitigating factor, to reduce risk when OS staff are working in these environments. These items will be split into “core items” that OS would expect all staff to require, that OS would consider a priority, as well as a number of additional items. OS require products to be available for staff, as and when required by the individual’s needs. The provision is required to be in a timely manner so that OS can provide the required PPE to staff promptly, avoiding delays in providing them with important safety equipment.

Ordnance Survey has a requirement to procure a Geospatial Content Enhancement Services (GCE) Framework to cover the National Cyclic Revision (NCR). The NCR is the process by which OS maintains and updates geospatial data on a cyclical basis across all geographies in Great Britain. As a Public Corporation, OS is committed to achieving Net Zero by 2050 in light with UK Government. OS is also investigating the potential to advance this target date and is seeking to understand what that would look like with respect to earlier offsetting of residual emissions which cannot be further reduced at that time. OS wants to understand what the carbon offsetting market currently looks like, the opportunities for investment, and how integrity and risk management can be achieved. OS are interested in understanding two options for the purchase of carbon credits. Firstly, via direct investment into a carbon offset project, and secondly by contracting with a Managed Service Provider (henceforth denoted MSP). An MSP would have the role of sourcing and managing compliance, risk and integrity of carbon credits on behalf of OS. We are open to understanding more about what this contracted service would look like.

Business travel is imperative to OS as our staff are required to travel for meetings, international projects, events, conferences, office visits etc. OS are seeking a Supplier to provide Travel Management Services. This will enable OS employees to book domestic and international hotel accommodation, flights, and rail travel in accordance with the parameters outlined in the OS corporate travel policy. The provider must have an online booking portal and telephone service. It is imperative that a seamless booking process is offered, with a variety of options (air, accommodation) which are within set budgets and offer flexibility. Booking support in the UK and whist overseas should be available 24/7 as well as credit payment terms. Management information should be possible in order to track spend and trends.

The environmental agenda continues to be a focus for the organisation, with the building strategy being a key component of the ISO14001 certification. The FM provider would play a key role in supporting OS to deliver the sustainability commitments. It is key that the provider shares the OS sustainable aspirations. OS are looking for an FM provider who will act in collaboration with OS, providing assistance, flexibility, advice, guidance and problem solving ability to ensure that the building is running optimally at all times. OS requires a provider that will go above and beyond as part of this provision, using initiative to enhance the service offering, not necessarily be governed by the explicit detail within the contract.

These consultancy resources support with technological development projects within OS. These projects can include geospatial applications, data capture, customer and marketing technologies, software development, testing services, mobile application development, IT security and user experience. Under the current framework, a further competition is undertaken for each requirement to award a call-off contract. Supply of Large Format Camera Systems and Associated Hardware - National Cyclic Revision

Ordnance Survey has a requirement to procure a Geospatial Content Enhancement Services (GCE) Framework to cover the National Cyclic Revision (NCR) and other similar services. The NCR is the process by which OS maintains and updates geospatial data on a cyclical basis across all geographies in Great Britain.

The purpose of the procurement will be to appoint an organisation “the Supplier” to deliver the Data Transformation and Ingestion (DT&I) Service component of the National Underground Asset Register (NUAR). The NUAR Programme is a Government Digital Service (GDS) initiative to build a digital map of underground pipes and cables that will revolutionise the way the different sectors of the economy install, maintain, operate, and repair Great Britain’s buried infrastructure. The NUAR programme delivers underground asset data to thousands of utility users through the Safe-Dig User Interface. This improves the efficiency and safety of underground works by providing secure access to privately and publicly owned location data about the pipes and cables beneath our feet. The digital map, available through the Safe-Dig Interface, gives planners and excavators standardised access to the data they need, when they need it, to carry out their work effectively and safely. It also includes features to keep data secure and improve its quality over time. The NUAR Service is currently in Public Beta across England, Wales and Northern Ireland. It serves the Safe-Dig use case and enables the NUAR Programme to receive valuable feedback on what users need to enhance the service further. It includes data from all the major energy and water providers, major telecommunications companies, as well as smaller providers of these services, transport organisations and local authorities. The DT&I Service provides the interface for all Asset Owner (AO) data entering NUAR, receives AO data, validates and transforms it into the NUAR Harmonised Data Model (NHDM). The data will then be made available for publication into the NUAR database. This procurement will be to appoint a Supplier to deliver the Data Transformation and Ingestion (DT&I) Services which forms part of the NUAR Data Lifecycle. The Supplier will: • Work with Asset Owners to document the specification of incoming AO Data and assist the Authority in information exchanges and discussions with AOs. • Develop and agree the transformation of AO data into the NHDM and document the mapping between the input and output data structures. • Specify and implement a data transformation workflow and system in the specified cloud computing environment. • Configure data validation and transformation for each AOs in scope of NUAR (circa 750 AOs). • Test and prove successful transformation for a dataset from each AO against a defined target. • Be required to transition a proportion of Asset Owners (AO) prior by 1st April 2026 and plan, in consultation with the Authority, for transitioning the remaining Aos. • Validate and transform each dataset provided by an AO during the term of the contract and to work with the AO resolve any data supply and transformation issues and errors to generate a transformed dataset within a specified timeframe. It is intended that the implementation and transition of the services will take place between 15 December 2025 and 31 March 2026. The contract for delivering the DT&I service will commence from 1 April 2026. The initial term of the contract for delivering the DT&I service will be for two years with the option for the Authority to extend the contract annually for a further three years (2+1+1+1). Therefore, if all extensions are taken, the total length of the contract to deliver the DT&I service will be for five years.

The Consumer business are responsible for the Consumer Estate. The Consumer Estate is the collective term used for the Products that are in scope of this procurement. The Consumer Estate is currently, hosted, developed, supported and maintained by a third-party supplier. OS are looking for a Supplier who can transition the existing estate and then provide engineering and test resource to work with our OS Product Management Team to iterate and enhance the products in the Consumer Estate (as defined above), so we continue to meet the needs of our customers. We are also looking for this Supplier to host, support and maintain the Consumer Estate.

The NGD contains the authoritative data that describes the geography of Great Britain. Capturing, maintaining, and improving NGD data is key to the OS public task. To ensure the quality and accuracy of the NGD, Ordnance Survey has an ongoing requirement for the capture and maintenance of core Geospatial Data. These core data directly support the NGD, as well as other key OS products and services. Using bespoke planning and editing tools, and detailed capture specification, real-world geospatial data changes are captured across all the geographies of Great Britain. Alongside key data improvement activity this continuous geospatial revision ensures that OS data remains up-to-date, accurate, and relevant for all OS customers.
