Orbit Group and Orbit Homes are planning to go to market for a Materials Framework. This framework will be for the manufacture (where applicable) supply and delivery of direct build project specific plotted materials. It is intended to provide a resilient, compliant and value‑for‑money supply route that supports project specifications, cost control, project build programs, certainty and quality across a significant and sustained pipeline of new build and regeneration activity. Suppliers appointed to this framework will be expected to support Orbit's objectives around reliability of supply, technical compliance, sustainability and continuous improvement, working in partnership to help deliver safe, affordable and high‑quality homes for Orbit customers.
This procurement supports the delivery of the Orbit Homes Strategy 2030, which sets out a focused, sustainable and financially robust approach to new housing delivery and regeneration across the Orbit Group. The strategy aligns Orbit Homes more closely with the wider Group's objectives and long‑term financial plan recognising the need to respond to challenging market conditions, planning reform, and increasing pressure to deliver high‑quality, energy‑efficient affordable homes.
The closed framework will comprise of the following Lots and run over 4 years. Potential suppliers will be invited to tender for any of the lots listed below.
Lot 1- Facing Bricks, Brick Arches and Brick Specials
Lot 2- Thermal and Concrete Blocks
Lot 3- Timber Joists and Trusses - design, manufacture, supply and delivery
Lot 4- Thermally Broken Lintels and Steel
Lot 5- Soffit, Fascia, GRP and Cladding - design, manufacture, supply and delivery
Lot 6- Stone Cils manufacture, supply and delivery
Lot 7- Internal Doors and Linings
Lot 8- First and Second Fix Timbers
Lot 9- Ironmongery
Lot 10- Staircases
Lot 11- Garage Doors
Lot 12- Small Plant Hire
Lot 13- Forklift Hire
Lot 14- Fuel - Construction use only
The estimated lot values will be made clear when the tender is launched which is anticipated to be July to September 2026. The ordering model will be a mix of mini competitions and direct awards.

Compass House and Southpoint - Defective Building Remediation
Orbit Group Limited are looking to appoint one contractor to act as Principal Designer (CDM and Building Regs) and Principal Contractor to complete designs and works to two blocks containing 88 properties in Bexhill on Sea.
Orbit is publishing this notice to facilitate early engagement with potential providers. It relates only to pre-procurement market engagement in accordance with the Procurement Act 2023. It will be used to gauge interest and to help Orbit decide what procurement procedure to adopt. It is not a Call for Competition.
Works are likely to include:
Flat Roof Replacement
Installation of cavity barriers to external walls
Re-rendering external walls
Replacement Glazed screens
Replacement balconies
Fire compartmentation works
Due to the nature of the works Orbit intend to gain planning permission for the works prior to procurement. Works include a mix of Orbit owned properties and leasehold properties.
Orbit will prepare layout drawings to RIBA stage 3 and indicative detail designs to allow the contractor to bid on the works.
Orbit expects that prior to starting the works the Contractor will be given opportunity to complete all required assessments, co-ordination and design prior to finalising their proposals.

Assistive Technologies (Warden Call and Other Solutions)- Market Engagement

Orbit is undertaking a strategic review of its Warden Call program and operating model to identify opportunities for long-term partnerships that deliver enhanced value, innovation, efficiency, and customer outcomes.
Orbit have a total of 69 schemes currently using a variety of warden call systems across the Midlands and South and East. regions. Out of the 69, 45 systems are grouped analogue systems which will require upgrading. The remaining 24 schemes have within the last 5 years been upgraded to a digital system and although they will not require any immediate upgrade work.
The scope of the programme is to be confirmed through market engagement but may include the following:
• 24/7 Emergency Alarm Service for customers within their homes
• 24/7 - Fire Alarm monitoring including customer properties and communal fire system
• 24/7 - Door Entry System
Orbit plans to run a procurement exercise in 2026/27 in accordance with the Procurement Act 2023. This will lead to the appointment of partners to deliver assistive technologies to Orbit's homes in the Midlands, South and East of England.
The planned start date for the new contracts is 1st April 2027. Orbit will conduct a Competitive Flexible Procurement in accordance with the Procurement Act 2023 to appoint contractors, and this is currently programmed to commence in Q3 2026, with the contracts being awarded by December 2026.
All notices will be published via the UK Government's Find a Tender Service in accordance with public procurement procedures.

Objectives
In preparation of the procurement Orbit is carrying out this engagement with the aim of holding discussions with providers to support the development of their future strategy with regard to Assistive Technologies (Warden Call and Other Solutions).
Orbit's objectives with regard to Assistive Technologies (Warden Call and Other Solutions) are, provisionally, to:
• Customer at the Heart - Customers influencing the design of services, tender evaluation, and contract performance oversight.
• Lasting Legacy - Social value embedded as a core component of the model, ensuring long-term benefits for our Customers and Neighbourhoods.
• Specification Improvements - Ensure the contracts support standardising specifications in line with the Development directorate to ensure improved value for money, and consistency in repairs and maintenance in the future.
Format & Timing of the Engagement
Orbit have considered the market's resources, the time and cost of engagement and the prevention of barriers to participation. Orbit have decided that the format of the engagement will be:
1. An expression of interest and provision of information by contractors who wish to participate via the portal- please ensure you complete the questionnaire and via the messaging function upload your response.
2. Individual one to one meetings with participants, held over MS Teams calls, the agenda of which will be the points shown below 'Section 2: Subject Matter'.
Orbit will allow sufficient time for participants to prepare for and participate in the engagement. An outline timeline for this Market Engagement process is detailed below:
