Description
Nuclear Restoration Services Ltd (NRS) is undertaking preliminary market engagement, in accordance with the Procurement Act 2023, in relation to the potential future procurement of the design, manufacture and testing of plant and equipment for a waste Transfer Corridor, in support of the decommissioning of the legacy Shaft and Silo ILW storage facilities at the Dounreay Site, Caithness, Scotland.
This Prior Information Notice (PIN) is issued for information and engagement purposes only. It does not commence a procurement procedure and does not represent any commitment by NRS to award a contract.
Background and Site Context
The Dounreay Site represents one of the most complex decommissioning environments in the UK nuclear estate, combining legacy experimental facilities, constrained site conditions, and long term high hazard activities within a live, regulated nuclear site.
The Shaft & Silo programme is expected to span multiple years and will require a breadth of requirements including Plant and Equipment for newly constructed facilities. NRS is exploring the ability to contract design and delivery of Plant and Equipment for a newly constructed Transfer Corridor, as part of the overall programme of works
Indicative Scope
Indicative requirements may include engineering design, manufacture and testing, operational and maintenance manuals, and delivery for the Plant and Equipment. There may also be a requirement for post-FAT storage. These requirements will enable waste to be safely transferred from the Silo to a new Shaft waste processing facility via a new Transfer Corridor, directly supporting their construction and commissioning.
Note: The construction of facilities including the Transfer Corridor, and the installation of the plant and equipment, are outside of this procurement.
The scope and delivery approach remain under development and may change.
Nuclear Restoration Services Limited (Dounreay) are undertaking refurbishment work within the D1310 Laboratories. A Contractor is required to undertake refurbishment and commissioning activities.
The business requirement is for IT professional services support to an integrated suite of system tools that provide management information to the Project Controls, Asset Management, Finance and Programme Integration functions.
Design, build, test, installation and commissioning of a new Local Effluent Treatment Plant to treat liquid waste from the Wet Silo to ensure compliance with site discharge limits. These requirements will ensure that Site can process waste from the Wet Silo, directly supporting hazard reduction on site.
Work to prepare the construction site footprint to accommodate future construction. Progressive ground clearance and levelling, piling and installation of foundations, spoil waste management. Supply and installation of two new substations and cabling to support future facilities. These requirements will ensure that the site is prepared in advance of the start of the main construction.
Work to prepare the Silo structure and demolish adjacent structure D9882, to enable the future construction of the D3310 Wet Silo retrieval facility.
MArket engagement details to follow
Activities will include concrete coring to install new service penetrations into the Silo roof, diversion of existing monitoring and control services via the penetrations, removal of the existing Silo roof pugs and installation of replacement shielded plugs, resealing of the Silo roof.
Asset Management of Plant and Equipment for Shaft & Silo
Implement an asset management strategy to ensure that procured plant and equipment is maintained in a safe and secure state. This will include obsolescence management, storage and care and maintenance of plant and equipment over an extended period and provision of a facility and services to pre-assemble and test equipment prior to shipping to site for installation. These requirements will ensure that existing plant and equipment is available for Site instllation.

Shaft and Silo Process Cell including Shaft Retrieval Crane
The design, manufature, testing and delivery of bespoke mechanical handling plant and equipment to retreive, size reduce and separate solid and sludge intermediate level wastes within a remote, shielding cell. These requirements will enable waste to be retrieved from the Shaft and processed into 200L drums for onward charactersiation and final packaging.
