Scope of Procurement Northern (NTL) has 34 class 323's with 17 of these transferred from West Midlands Railway which are required to be brought in line with Northern's branding. The core aspect of the tender will be for 17 trainsets (51 vehicles) to be refreshed in line with NTL's specifications. The relevant specifications which can be provided upon request prior to the tender going live are (copies of these can also be found within the planned procurement notice issued above); PBMP2835 NTL Class 323 Interior Refresh - Issue 1D3 SoFPB23022-002-Northern CL323 Schedule of Finishes-Draft 3 In addition to the 17x trainsets the tender will provide an option for 2x additional class 323 trainsets which NTL are looking at bring onto lease as to cover timetable requirements whilst various other fleets are being taken out of service for repair works outside of the scope of this tender. NTL cannot guarantee that these 2 units are going to go through refresh however NTL asks that bidders provide an optional price should these units be refreshed.

Northern is intending to award a contract for the ongoing support, and maintenance of Ticket Vending Machines (TVMs) at locations across its operating network. Northern Trains Limited manages a total estate of 305 car parks with 72 sites currently charged. Up to 40 sites have been identified as potentially suitable for Automatic Number Plate Recognition enforcement based on size, design, occupancy and turnover. Northern will seek to introduce ANPR and at the same time will tender for back office services, a permit system and a digital payment platform.

NTL will be going to market for the procurement of Total Facilities Management (FM) Services across our Network of Stations, Engineering Depots and Beneficiary locations. This project is a collaboration between Norther Trains Limited, TransPennine Trains Limited and XC Trains Limited with the aim to procure driver training simulators to deliver ETCS (European Train Control System) driver training within the abovementioned train operating companies. As part of this project we are looking to purchase 56 portable Driver Training simulators, which is broken down into a requirement for each train operating company: 32 for NTL, 16 for TPT & 8 for XC. There is also a requirement to for the ongoing maintenance of the simulators. NTL, TPT & XC are looking to establish a framework agreement as part of this procurement, under which each company will be able to call-off their specific requirement, however, the specific procurement route has not been established yet and may be subject to change.

Northern is intending to initiate a future procurement process for the supply of Personal Protective Equipment (PPE) required to support safety-critical working across its rail operations. Following the publication of the RAIB report into the Salisbury Tunnel Junction collision of October 2021 and a further collision in October 2024, where two Cl. 158 TfW units collided on the Cambrian line, Northern has begun to assess the case for installation of variable rate sanding (VRS) on the class 158 fleet. VRS systems apply sand to the railhead at a rate proportional to train speed maintaining the optimum 7.5g of sand per metre of rail, improving the wheel/rail interface adhesion far more than current SFRS systems. VRS has demonstrated that safe train stopping distances can be achieved irrespective of the railhead adhesion. Northern's 158 fleet consists of 53 units (Eight of these are three car units and 45 of these are two car units).

Northern Trains Ltd intends to establish a supply agreement for the supply of Spare parts required to support the ongoing maintenance and operation of its class 323 & 170 fleets. The OEM for these fleets is Alstom (previously Bombardier for the 170s) and therefore legacy supply chains and associated floats are linked with the original train builder. This supply will cover the supply of a range of parts necessary for business-as-usual maintenance activities, aligned with scheduled maintenance plans, examination profiles, and operational requirements. Additionally, the agreement will support the supply of parts required for unplanned or ad-hoc repairs, including those necessitated by damage or vandalism incurred while in passenger service.
