T130 - Disposal and/or Recycling of Water Treatment Works Residuals
This Contract is for the following Services:
• Collection, transportation/haulage and final disposal and/or recycling of approximately 25,200 tonnes per annum of residuals/sludge cake from NI Water and NI Water Alpha Water Treatment Works (WTW), as detailed at section 2 of this Specification.
• Recycling of residuals/sludge cake, where possible, via a fully compliant environmentally certified recycling route(s) or disposal at a Northern Ireland Environment Agency (NIEA) approved and certified Disposal Site.

The following are the services a Supplier must provide to TAUWI (water industry telecoms group), covering meetings, spectrum management, telecoms support, governance, and administration. The Supplier will act as a technical, regulatory, administrative, and strategic partner to TAUWI—managing radio spectrum, supporting telecom operations, ensuring compliance/security, and coordinating industry collaboration.
Meetings & Governance
• Attend and support TAUWI and Technical Working Group (TWG) meetings (in-person and remote).
• Provide briefings to the Chair, agendas, minutes, logistics, and newsletters.
• Organise venues, communications, and member engagement.
• Publish a quarterly TAUWI newsletter summarising activities.
Spectrum Management (Core Function)
• Manage radio spectrum allocated by Ofcom for TAUWI members.
• Cover services such as:
o Frequency planning and allocation (PBR, telemetry, RMR, etc.).
o Licensing support and compliance.
o Interference investigation and resolution.
o National Frequency Plan and related frameworks.
• Support transition to digital radio systems and coordination with regulators (UK & international).
• Provide technical advice, site visits, and planning tools.
Telecommunications Support
• Advise members on telecom systems, licences, and emerging technologies.
• Provide updates on regulatory changes and opportunities.
• Maintain awareness of health & safety requirements for telecom sites.
• Arrange training/presentations on safe working practices.
Security & Data Protection
• Maintain an industry-wide strategy for cyber and telemetry security aligned with NCSC, Ofcom, and NIS Regulations.
• Provide a secure data repository with:
o Encryption (in transit & at rest)
o Access controls and MFA
• Ensure compliance with GDPR/Data Protection Act 2018.
• Maintain cyber certifications (e.g., ISO 27001, Cyber Essentials Plus).
Stakeholder Engagement
• Maintain relationships with Ofcom, DEFRA, BIS, Water UK, and other bodies.
• Represent TAUWI on industry groups (e.g., BRIG, FWILF).
• Liaise with technology suppliers and industry forums.
Financial & Licence Administration
• Collect and manage licence fees and member contributions.
• Pay Ofcom fees and manage trust accounts.
• Provide financial reporting and advise on funding needs.
• Maintain transparent accounting and audit access.
Systems, Data & IT Requirements
• Maintain software, modelling tools, and databases for spectrum planning.
• Ensure:
o Data backup and disaster recovery
o Accurate records (licences, spectrum, infrastructure, etc.)
• Keep TAUWI website and systems up to date.
Windfarm & External Applications
• Process windfarm applications that may affect telecom systems.
• Notify impacted members and maintain a windfarm register.
• Offer optional enhanced interference analysis services.
Reporting Requirements
• Provide:
o Quarterly performance and activity reports
o Reports for TWG and Executive Committee
o Annual report for all members
• Failure to meet service levels can lead to contract termination.
Ancillary & Optional Services
• Respond to telecom consultations on behalf of TAUWI.
• Organise workshops and innovation activities.
• Support legal advice procurement when needed.
• Offer optional member-paid services (e.g., enhanced windfarm assessments).
Compliance & Quality
• Maintain:
o ISO 9001 (quality management)
o Cybersecurity certifications
• Ensure qualified key personnel (consultant, contract manager, admin).
Transition & Implementation
• Supplier must be fully operational by agreed start date.
• Provide resources, communication plans, and mobilisation activities.
Northern Ireland Water (NI Water) intends to undertake a procurement for the establishment of the IF109 Integrated Partnerships Framework (IF109). The future framework is being developed to support delivery of NI Water's capital investment programme and will succeed the existing IF105 Integrated Partnerships Framework, which is due to expire in May 2028. The framework is intended to support delivery of the PC28 investment programme and future regulatory periods whilst securing the capacity, capability, flexibility, value for money and resilience required to deliver NI Water's future capital programme.
The IF109 Integrated Partnerships Framework is expected to support a range of works and related services including programme and project management, design, engineering, construction, commissioning, and other supporting or ancillary activities necessary to support the successful delivery of NI Water's capital investment programme.
The framework is intended to support delivery of NI Water's future investment priorities, including regulatory compliance, service improvement, resilience enhancement, environmental performance and long-term sustainability objectives.
The IF109 Integrated Partnerships Framework is currently expected to comprise four lots covering Minor Civil Pipelaying Works, Minor Civil Works, Minor MEICA & Process Works, and Major Civil, MEICA & Process Works. Together, these Lots are intended to support the delivery of projects ranging from small-scale network investment and rehabilitation activities through to large-scale, complex, multidisciplinary capital programmes across NI Water's water and wastewater asset base.
NI Water is currently developing the procurement strategy, commercial model, lotting structure, appointment methodology, supplier allocation arrangements and delivery arrangements for the framework. Consequently, aspects of the future framework and procurement approach remain subject to further development and ongoing market engagement activities.

T162 - Supply, Maintenance and Support Services of Blackline Safety Gas Detection Monitors and Draeger Breathing Apparatus
NI Water wish to appoint Contractors for the supply, maintenance and support services for gas detection monitors and breathing apparatus. This Contract will be split into three lots; Lot 1 – Supply and Maintenance of Blackline Gas Detection Monitors, Lot 2 – Supply and Maintenance of Draeger Breathing Apparatus and Lot 3 – Hire of a Health and Safety Technician required for maintenance of range of Health and Safety equipment. Suppliers are permitted to submit a tender for each lot.
Supply and Delivery of Hydrated Lime for Potable Water Treatment
Supply and delivery of Hydrated Lime for the Potable Water Treatment Process to sites across Northern Ireland.
NI Water’s current contract for supply and delivery of Hydrated Lime will end in December 2026. NI Water are seeking to understand products on the marketplace and gauge interest in participation in a tender process.
T193 - Supply and Delivery of Hand Tools, Power Tools and Ancillaries
NI Water wish to appoint two suppliers to supply and deliver hand tools, power tools and
ancillaries. The hand tools and ancillaries required under this contract includes, but is not
limited to, the following: hammers, saws, screwdrivers, ratchets, wrenches, spanners, oils,
lubricants and batteries. The power tools required under this contract includes, but is not
limited to, the following: cordless drills, cordless angle grinders, cordless impact drivers,
cordless jigsaws, angle grinders, extension leads and replacement batteries. Please refer
to the tender documents for further information on the goods and services required under
this contract.
NI Water operates within an increasingly challenging environment marked by ageing infrastructure, tightening regulatory expectations, climate‑related pressures, and rising customer expectations around reliability and service quality. Leakage reduction is a core strategic priority with performance closely scrutinised by the Utility Regulator and NI Executive stakeholders.
The current processes and systems used to manage leakage rely on disparate datasets, manual workflows, and legacy tools that limit NI Water’s ability to analyse, target, and manage leakage effectively. NI Water intends to procure the development of a replacement Leakage Management System (LMS), aligning with NI Water’s strategic objectives, by delivering modern, data‑driven leakage capability that enhances performance, improves insight, and strengthens operational and regulatory outcomes.
The LMS will enable NIW‑bespoke reporting, targeting and data‑analytics to support operational decision‑making and long‑term water resource planning. It also provides flexibility through the ability to “bolt‑on” supplier modules as leakage best practice evolves, ensuring alignment with future operational and regulatory requirements.
This contract will have an initial term of 5 year followed by 3 optional extensions of 3 years each.
T172 - Supply, Maintenance, Modifications and Hire of Generators
This Contract is for the supply, maintenance/repair and modifications of fixed and mobile generators. This Contract requires the following services: - Fixed generator on-site installation, maintenance and repair work carried out by suitably qualified and trained staff; Fixed and mobile generators off-site repair carried out by suitably qualified and trained staff; Mobile generators installation, maintenance and repair work carried out by suitably qualified and trained staff; Supply and installation of spare/replacement parts for generators; Supply, installation, mechanical and electrical maintenance and commissioning of mains and generator air circuit breakers by an approved OEM Engineer; G99 Generator interface protection; Provision of generators and associated equipment hire.
The provision of services for export and marketing of electricity generated from NI Water's renewable energy assets within the Single Electricity Market (SEM).
