Norfolk County Council (NCC) has a statutory duty to improve and protect the health and wellbeing of children and young people, with the Healthy Child Programme (HCP) contributing to the national framework that underpins these responsibilities. As a core component of the public health system, the HCP focuses on prevention and early intervention, supporting children and families from pregnancy through to adulthood. By offering help as early as possible, the programme aims to improve long-term health, wellbeing and developmental outcomes, reducing the likelihood of more complex needs arising later in childhood. To support the delivery of these services, NCC is undertaking a procurement exercise and is inviting suitably qualified and experienced applicants to submit offers. The procurement is being conducted under regulation 11 of the Provider Selection Regime (PSR) in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 (the Regulations). However, it includes a small element-specifically the digital health provision-which falls outside the scope of the PSR and is therefore classified as a mixed procurement. The Contract will have an initial term of 4.5 years, with options to extend, at the Council's discretion, for a further period of up to 60 months to a maximum overall term of 9.5 years. It is anticipated that the Contract will be awarded on 1 April 2027, with service delivery commencing on 1 October 2027. The anticipated total value of the contract over its lifetime is approximately £164,350,000. This Framework will be split into Lots. Contracts awarded under the framework may have a maximum total duration of 5 years. No contract awarded from the framework will be permitted to extend beyond 10th January 2036.

Norfolk Museum Services is seeking to appoint a single supplier for the provision of Ambient, chilled, frozen foods and Vegetables, fruit and salads. Please note on the 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received – these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that “once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification”. The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Norfolk County Council are currently scoping requirements to establish a multi-provider framework which will have a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to the Council and to the people of Norfolk using a structured learning package. This notice is drafted on the basis of establishing a closed framework with a duration of 4 years. However, the Council is considering establishing an open framework and the final agreed approach will be reflected in the published Tender Notice. It is fully expected that provision under the framework will be split into Lots. At this stage the Council are finalising the lotting strategy to achieve the best possible service provision across the County while taking into account the outcome of the Local Government Review (further details follow). Norfolk County Council is seeking to replace its existing framework agreement for education connectivity which is expiring. Norfolk County Council has a requirement for partners to supply and install broadband connectivity suitable for education environments, in line with the Department for Education Digital and technology standards for schools and colleges. The Framework Agreement will be open to all educational establishments to purchase from within the East of England, including Norfolk, Suffolk, Cambridgeshire, Essex and Lincolnshire. The scope of this Framework Agreement includes the supply, installation, management, maintenance, technical architecture, system design and project management associated with the provision, and end of contract decommissioning of the services. Level 2 Sexual Health Service (STI Testing and Treatment) - South Norfolk/Breckland Locality Norfolk County Council Public Health intends to commission a community-based Level 2 Sexual Health Service within the South Norfolk/Breckland locality. The proposed service will build upon existing Primary Care-based sexual health provision and expand the scope of delivery to include the assessment, testing and treatment of symptomatic but uncomplicated sexually transmitted infections (STIs). The service is intended to improve access to local sexual health services, particularly within rural and geographically dispersed communities, whilst supporting integration with existing Norfolk sexual health pathways and referral arrangements. The service has been developed in response to identified local need and will focus specifically on the South Norfolk/Breckland population. Providers expressing an interest should therefore be able to demonstrate an appropriate delivery model, geographical footprint, workforce capacity, clinical capability and governance arrangements necessary to deliver the service across the required locality. The proposed contract term is four (4) years with an indicative annual contract value of approximately £103,500, representing an estimated total contract value of £414,000 over the full contract term. The contract is expected to operate on an activity-based payment model. This procurement is being undertaken under Direct Award Process B of the Health Care Services (Provider Selection Regime) Regulations 2023 Interested providers should be able to demonstrate: · Appropriate clinical capability to deliver a Level 2 Sexual Health Service. · Sufficient workforce capacity and resilience. · Robust clinical governance and safeguarding arrangements. · Experience of delivering sexual health and STI services. · Ability to provide accessible services within the South Norfolk/Breckland locality. · Integration with existing sexual health pathways, laboratory services and referral arrangements. The Authority notes that alternative sexual health provision already exists elsewhere within Norfolk and therefore this opportunity is specifically focused on addressing the needs of the South Norfolk/Breckland locality. Norfolk County Council (NCC) proposes to procure an Occupational Therapy, Inclusion and Participation Service, which will form part of Norfolk's zone based, multidisciplinary Experts at Hand model. 'Experts at Hand' is designed to transform how support for children and young people with SEND is delivered, by bringing specialist expertise directly into mainstream early years, primary, secondary and post-16 settings. By embedding 'expert roles', such as occupational therapists alongside setting staff, and wider professionals. The offer supports earlier identification of need, strengthens workforce confidence and capability, and provides timely, evidence-based support within everyday learning environments. The Experts at Hand offer will support mainstream settings across early years, primary, secondary and post-16, to better identify and meet the needs of children and young people with emerging or identified SEND needs. It will provide dedicated professional expertise tailored to the needs of individual children and young people, through observation, assessment, and identifying appropriated targeted support to help more children and young people flourish within their settings. The contract is anticipated to start 4th January 2027 up to 31st March 2029 with an anticipated contract value of £3,383,930 excluding VAT.

There are no tender documents at this stage - this is purely to allow expressions of interest and to inform all of market engagement. Norfolk County Council intends to procure a new framework to deliver day opportunities (both hub-based and community/outreach) for approximately 2,170 adults with additional needs arising from mental health conditions, learning disabilities, autism, and/or physical disabilities. This will supersede all previous contractual arrangements for Day Services/Life Opportunities for these groups including the existing Life Opportunities Framework, introducing a single framework for adults with additional needs delivering across all specialisms. Scope of the Future Procurement The forthcoming framework, Life Opportunities for Adults With Additional Needs, will: • Cover community opportunities and support for adults (18+) with additional needs primarily due to mental health conditions, learning disabilities, autism, and/or physical disabilities. • Include hub-based day opportunities and outreach‑based delivery. • Focus on outcomes related to wellbeing, independent living skills, community connection and employment support. • Align costs across the market for similar delivery through built in price mechanisms. • Replace session-based funding with a person‑centred hourly payment model. • Contain robust terms and conditions to ensure quality and safeguard service users. This framework will not include domiciliary care or older people’s day services, which are commissioned separately.
