Newark and Sherwood District Council (NSDC) is seeking to form a contract with one Contractor suitably qualified and experienced Property Safety and Compliance Check Contractor (PSCC/C) to deliver essential health, safety, statutory and regulatory compliance checks across all domestic properties under its management to be delivered under a Three-Star Contract which is a Fully Inclusive Service, Maintenance, Repair and Compliance Contract. The Contract shall operate on a fully inclusive basis whereby the PSCC/C shall be responsible for the inspection, servicing, maintenance, repair and continued operational performance of all heating and hot water systems included within the Contract throughout the Contract Term. The contract will also require the successful PSCC/C to provide operational support to NSDC's Remedial Repairs and Void Management functions, where required and in accordance with the requirements set out within the specification. The Contractor will be responsible for ensuring compliance with all relevant legislation, industry standards, Approved Codes of Practice (ACOPs) and manufacturer requirements, whilst maintaining accurate records, certification and audit trails. Services shall be delivered in a resident-focused manner, adhering to NSDC's access procedures and safety requirements. The Contract places a strong emphasis on quality assurance, safety, asset longevity and evidence-based compliance, requiring robust reporting, digital documentation and performance management throughout the Contract Term. The Contractor will work collaboratively with NSDC to support tenant safety, regulatory compliance and the effective management of the Council's housing assets. Further information about the work requirements can be obtained in the tender documentation within this tender pack. Contract Term and Duration The contract commencement date is: 1st April 2027. The Council propose to enter into one Contract for an initial period of four (4) years with the preferred supplier, with an option to extend for a further period of one (1) year, subject to an annual review by the Council. Any proposed extension is subject to satisfactory performance by the supplier and in accordance with the Council's business requirements. Please note: that extension options are not in any way guaranteed. Contract Terms The Contractor will operate under the conditions of the JCT Measured Term Contract 2024 including Volume 2a. Contract Value The total contract value for this procurement is £7.4m excluding VAT. Nottinghamshire County Council (the Council) is seeking tenders, on behalf of Newark & Sherwood District Council (the Council) (NSDC) , NSDC are seeking to form a contract with one Contractor. The works comprise of the following: • Replacement of existing lighting within the Market Place • Installation of new pop up electrical power points within the Market Place • Repair and maintenance of the existing porphyry setts within the Market Place • Replacement of existing stone with new York Stone to create a new alfresco dining area • Localised repair works as required The contractor shall allow for all labour, materials, plant, access equipment, testing, certification, waste disposal, protection, temporary works, attendance and supervision necessary to complete the works. Under the Procurement Act 2023, this contract is designated Regulated Below Threshold -Works procurement and, in accordance with PPN Action Note 005 (Feb 2025) is being reserved for Nottinghamshire, Lincolnshire and Leicestershire bidders. This reservation has been approved in order to: • Support local recruitment, training and skills which is likely to generate demonstrable economic benefits within the local area, e.g. local supply chain spend, employment etc • Market analysis indicates there are an adequate number of local contractors able to deliver the requirements and the reservation will not unduly reduce competition or increase risk. • Ensure a responsive service in the case of emergency works. Bidders are required to be local as defined below and evidence of the eligibility of the successful bidder will be required prior to contract signature: 1.2.1 Eligibility Requirement An organisation which is based or established within the designated area and carries out substantive business operations from that location. Term Definition Designated Area The County of Nottinghamshire, Leicestershire and Lincolnshire. Substantive Business Operations A demonstrable and ongoing business presence within the area, evidenced by business premises, employees, management, operational activities, or service delivery undertaken from that location. A registered office alone does not constitute substantive business operations. Evidence which may be required shall include: o Business premises owned or leased within the area; o Employees based within the area; o Operational depots, workshops, warehouses, or offices within the area; o Local management or administrative functions; o Delivery of services from the local location; o Business rates, utility bills, lease agreements, or other documentary evidence demonstrating an established operational presence.
