Following a successful Round 1 application to The National Lottery Heritage Fund, funding has been secured for the ‘Development’ phase of Reimagining Margam Castle. This project runs until February 2028.
Funding has been granted for specialist consultancies and resources to develop a Round 2 application to The National Lottery Heritage Fund, if successful this will unlock the full grant. Neath Port Talbot County Borough Council invites Tenders from suitably qualified and experienced organisations to provide Construction Project Management Consultancy Services.
Development Phase (RIBA 2-3) will run from the consultant’s appointment to February 2028.
Delivery Phase (RIBA 4-6) is anticipated to run from either a) Spring 2028 or b) Summer 2028
to a) end 2031 or b) Spring 2032 [dates (a) assumes a November 2027 Round 2 application
and dates (b) assumes a February 2028 application – end dates incl. defects rectification].
This appointment includes a break clause; continuation to the Delivery Phase will depend on performance, obtaining all required permissions and consents, and a successful Round 2 pass.

Holiday Playworks for Neath Port Talbot County Borough Council
Neath Port Talbot County Borough Council is seeking to procure a suitably experienced provider to deliver a programme of high quality, inclusive staffed play sessions for children and young people during school holiday periods across Neath Port Talbot.
The Service will be funded through the Welsh Government Holiday Playwork Project grant and will run over a two year contract period from July 2026 to March 2028, with funding of approximately £52,000 (excl. VAT) per annum.
Provision must be delivered during Easter, Whitsun, Summer, October and February school holidays (with potential for weekend sessions where need is identified) and include qualified playworkers, free access for children and the provision of healthy food or snacks at every session.
The programme will support the Council’s Play Sufficiency priorities by promoting wellbeing, development and social play, reducing holiday hunger and actively targeting inclusion of children from rural areas, deprived communities and those with additional learning needs, alongside robust safeguarding, food safety, monitoring and Welsh Language Standards compliance.

Open Framework for Domiciliary Care Services for Older and Disabled Persons
Neath Port Talbot Council (the “Council”) invite tenders from quality domiciliary care providers for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes.
The Framework will establish a pool of suitably qualified and experienced providers to deliver high-quality, person-centred domiciliary care services to individuals in their own homes and is being procured as a ‘light touch’ framework and therefore not obliged to follow all the obligations contained within the Procurement Act 2023.
The Tender will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term.
The scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care
Call-off arrangements under the Framework are expected to be undertaken through a brokerage-led allocation process, whereby individual care packages are matched to providers based on meeting essential criteria. The Framework will not guarantee any volume of work.
The procurement is being developed within the context of the Social Services and Well-being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals.
Social value will form a fundamental component of the procurement and subsequent contract delivery. Providers will be expected to demonstrate how they will contribute to wider social, economic and environmental outcomes in addition to core service delivery, including supporting prevention, strengthening communities and contributing to sustainable and fair local economies.
