Network Rail is looking to procure an end-to-end Virtual Accessibility Tours service for a baseline portfolio of 250 designated railway stations across Great Britain. The proposed service would include station surveys, LiDAR scanning, panoramic imagery, creation of accessible interactive virtual tours and supporting digital assets, publication support, testing, accessibility assurance, implementation, training, ongoing support and maintenance, content updates and future re-scanning services. The current delivery assumption is that, following a planned contract award in early February 2027, the first 100 station tours would be delivered, accepted and operational by June 2027, with the remaining 150 completed by October 2027. The purpose of this preliminary market engagement is to obtain supplier feedback on the draft requirements, the deliverability of the proposed timetable and the suitability of a fixed-price commercial model where the station composition and sequencing may change.

Our current systems were installed between late 2013 and mid-2015 and are nearing end of life. Network Rail currently has 73 instrumented tracks at 28 locations. The purpose of this notice is to gather information from the market on available technologies, system capabilities, delivery approaches and potential implementation models that could inform future procurement.
Network Rail is developing an Access and Use Policy that will set out how Great British Railways (GBR) will make decisions regarding access to GBR infrastructure for train operations. GBR will record these decisions in a new document called the ‘Infrastructure Capacity Plan.’ Network Rail is seeking a data management solution that could enable GBR to manage the train service specification data that will inform, feed into and support the Infrastructure Capacity Plan. GBR will require a data management solution to store and manage train service specification data, supporting the objective of establishing and maintaining a published Infrastructure Capacity Plan. The solution will also need to hold data about proposals to amend the Infrastructure Capacity Plan, and to manage change controls and auditing of the data. The solution should also support a clear relationship between service specification data and detailed train schedule data, enabling users to understand how proposed and approved specification changes relate to individual train schedules in the timetable and data held in other operational systems. For clarity, GBR will be responsible for developing and maintaining the Infrastructure Capacity Plan, including populating, editing and governing the data held within the solution. The supplier would be expected to provide the data management capability, not to own or determine the underlying train service specification decisions. Network Rail is developing this capability to support future GBR readiness and requires suppliers to consider both immediate implementation needs and long-term operational requirements. Successfully planning and delivering maintenance, enhancements and renewals works to the infrastructure is the key to running a safe, reliable and efficient railway, serving customers and communities. Network Rail is seeking information from the market to support the next evolution of its Remote Condition Monitoring capability, currently known as RADAR. Remote Condition Monitoring is a strategic asset-management capability that enables Network Rail to monitor the health, condition and performance of railway assets remotely, supporting a shift from manual, inspection-led maintenance towards proactive, insight-led intervention. The current RADAR capability has evolved over more than 25 years and is business critical, but the wider estate includes legacy and alternative systems operating in parallel, creating complexity, cost, integration and resilience challenges. The future platform, referred to as RADAR 3, is intended to consolidate and modernise this capability, support national-scale asset condition monitoring, and provide a foundation that can scale into the future Great British Railways operating model. This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations system application comprising licences, support, and minor configuration. The purpose of this PME is to engage with the supply base and request information relating to platform, software and managed service capabilities available in the market for large-scale, enterprise Remote Condition Monitoring. The purpose of this Framework is to provide specialist safety and assurance services across the Northwest and Central Region. These services support compliance with Commission Implementing Regulation (EU) No 402/2013 of 30 April 2013 on the Common Safety Method for Risk Evaluation and Assessment (CSM REA), as amended and applied in Great Britain and as invoked by the Railways and Other Guided Transport Systems (Safety) Regulations 2006 (as amended), the Railways (Interoperability) Regulations 2011 (as amended), and all associated Network Rail and rail industry standards and guidance.
The Rail Systems Alliances are Track Work contracts formed as partnerships between Network Rail and one or more suppliers. The scope predominantly includes the design and construction of track works on plain line track and switches and crossings (points). Associated work covers survey, site investigation, development, design, and installation works, including drainage, formation, ballast, sleeper, slab, and rail works, along with associated traction power, signalling, and minor civil engineering works such as signal/traction power foundations, level crossings, platform works, and cable troughing routes. The current alliance partnerships are due to end in May and June 2029. Network Rail is seeking to appoint suitable supplier(s) to continue the delivery of Rail Systems and associated work for the Control Period (CP) 8 and 9 programmes, the estimated start date for mobilisation is mid 2028, with go live in mid 2029. Network Rail intends to establish a multi-lot framework for the delivery of geotechnical and civil engineering works across the Wales and Western Region. The framework will primarily support rock cutting remediation, earthwork drainage improvements, and burrowing management activities, delivered through a design-and-build approach. To address the rail industry problem of train over speeding and the resulting risks, Network Rail has set up a Speed Management Programme with industry collaboration and oversight. The SMP aims to develop a Speed Management System (SMS) that enables real-time, in-cab information for Permanent (including junction speeds), Blanket, Emergency and Temporary Speed Restrictions (PSR, BSR, ESR, TSR), thereby reducing the risk of overspeed incidents, improving safety, operational efficiency, and supporting network management. To enable that, the SMS proposes a creation of the National Speed Database (SDB) which is the single version of the speed restrictions truth providing real-time warranted data to the industry. As per predefined boundaries of the programme, the Railway Undertakings (RU) will install and maintain their own Speed Display System (SDS), be it an existing Driver Advisory System (DAS), Train Control Management System or another device. The broadcast of speed restriction information will conform to a national standard to ensure interoperability with the RUs chosen system and any future deployment of ETCS. As part of the Speed Management Programme, Network Rail intends to procure a supplier to develop and deliver the National Speed Database (SDB). The SDB will act as the industry's authoritative source for speed restriction information and will support the provision of real-time speed restriction data to railway stakeholders through a nationally standardised interface. This exercise is intended to gather market insight, assess supplier capability and inform Network Rail's procurement strategy, requirements development and future tender approach for the delivery of this solution. Network Rail have electrified the Great Western route with two major programmes; Crossrail West and Great Western Electrification Programme. These two programmes of work have both constructed new substation assets with associated equipment that the routes need to maintain.
