The Authority has a need for assurance vetting of Ocean Tankers under contract to the Authority, either directly, or obtained by fuel Suppliers for delivery to the Authority’s sites under the Authority’s fuel supply contracts. The Authority has two ships on long term charter, which provide the majority of the Authority’s fuel transport requirement. These ships will require annual TMSA. The Authority also takes some fuel consignments under Delivery Duty Paid (DDP) conditions. Under DDP, the supplier of the fuel is responsible for delivery, which normally involves that company chartering a ship on the spot market. The Authority therefore requires an expert provider of vessel risk evaluation services to provide a vetting service. The estimated contract duration for this requirement is 5 years and will run from Februrary 2027 until February 2032.

INTRODUCTION
The Ministry of Defence (MOD) (‘the Authority’) is seeking to commission a high quality, accessible and comprehensive Defence Healthy Child Programme (DEFHCP). This will be broadly aligned to the United Kingdom (UK) National Healthy Child Programme (UK HCP) but with key adaptations to meet the specific needs of Defence and its overseas population. The DEFHCP will deliver a 0-19 prevention and care system in partnership with Defence Primary Healthcare (DPHC), Defence Medical Command (DMedC), education, welfare and community services for eligible family members (EFMs) based overseas. The aim is to have an integrated, accessible, and responsive midwifery and specialist community public health nurse(s) (SCPHN) support service that delivers a coherent prevention and early help programme for children, young people, and their families living overseas to improve outcome and reduce inequalities. This will strengthen the governance and assurance of overseas healthcare.
Healthcare coordination, delivery and funding for Defence overseas’ populations differs from that which would normally be expected in the National Health Service (NHS) and / or public health programmes in the UK. The DEFHCP is intended to be a programme that is very closely integrated with the primary care system delivered by DPHC Overseas (DPHC(O)), more so than would be normal practice in the UK. This vision is aligned to a more enhanced version of an aspiration in the Governments 10 Year Health Plan and the recent update to public health nursing commissioning guidance , which calls for the inclusion of 0-19 services in neighbourhood health centres to facilitate the clear benefits of co-location and close working relationships between healthcare partners.
AIM
The DEFHCP aims to deliver a single point of access to clinical public health services providing community midwifery and SCPHN 0-19 services for the overseas population. The aim is to support parents and families through preconception, pregnancy and child development thus improving health outcomes and ensuring that those at risk are identified at the earliest possible opportunity.
CYBER
The Authority has a duty to protect itself from Cyber threats and now we extend this to Contractors. As an extension of the Government’s Cyber Essentials Scheme the Authority, working together with Industry and other Government Departments, have developed a more robust Cyber Security Model, under the umbrella of the Cyber Security Model 4 (CSM4). All prime Contractors must have the cyber security controls specified in DEF Stan 05-138 v4 (Cyber Security for Defence Suppliers), as appropriate to the cyber risk specified in the Contract.
The Authority has conducted a Cyber Risk Assessment (CRA) to determine the CRP applicable to this requirement and has determined it to be Level 1 - Foundation (Reference: RAR- BEFPJNK) as defined in DEF Stan 05-138. To do business with the MOD you must have the cyber security controls required as shown above. The mechanism for demonstrating compliance is through completion of a Supplier Assurance Questionnaire (SAQ). This process must be conducted online in accordance with the guidance provided by CSMv4 on the Gov.UK website. If the Contractor is unable to meet the required CRP requirements it will be required to provide, and have approved by the Contracting Authority, a Cyber Implementation Plan (CIP) to demonstrate an alternative approach to meeting the requirement.

British Gurkas Nepal White Fleet Vehicle Replacement
British Gurkha’s Nepal (BGN) current vehicle fleet requires replacing.
The north of Nepal is dominated by the Himalayan Mountain Range; this region is sparsely populated and requires reliable vehicles with off road capabilities. The middle band of the country is hilly and more densely populated, including the two largest cites, Kathmandu and Pokhara where two of BGN’s camps are situated. The southern strip of the country, bordering India, is comparatively flat but again, densely populated. Both regions also require transport capable of traversing in off road conditions, particularly in the monsoon season. Roads throughout Nepal often lack tarmac, including in population centres. The road quality varies drastically from tarmac to potholed dirt tracks. There is a requirement for 4 x 4 vehicles to ensure BGN can meet its outputs across all geographic regions.
The new fleet should comprise of the following:
1. 8 x Passenger conveying 4x4.
2. 10 x Closed cab goods conveying 4x4.
3. 2 x Open dual cab goods conveying 4x4.
4. 3 x Ambulatory 4x4.
5. 1 x Combination Van.

Strategic Air Transportable Isolator-UK2
Further to the previous market exploration for High Consequence Infectious Disease (HCID) Medical Evacuation (https://www.gov.uk/government/news/market-exploration-high-consequence-infectious-disease-medical-evacuation) conducted in 2021, the Ministry of Defence through UK Defence Innovation is running a request for information from industry in order to develop the understanding of the market for Air Transportable Isolators (ATIs).
This pre-market engagement seeks to:
• Verify if information received from previous engagement is still valid;
• Determine if there is sufficient market capability, capacity and interest;
• Identify suppliers who have an existing ATI product / have a design for an ATI product that requires development;
• Assist in understanding if the existing requirements are feasible;
• Provide key information in supporting the approach to any future procurement, including designing an effective competitive procedure.
This does not act as pre-qualification, and nothing submitted in this engagement will limit the opportunity to engage in any follow-on procurement process.
The Deployable Air Isolator Team (DAIT), is a joint Department of Health and Social Care and MOD asset to transport patients with suspected or confirmed High Consequence Infectious Disease (HCID). The current ATI provides the capability for global strategic Aeromedical Evacuation (AE) of a patient with a HCID.
Defence requires a resilient, assured and interoperable next-generation Strategic ATI to maintain interoperability with NHS, improve and update military equipment and to enhance supply chain resilience. This will provide Global Strategic Aeromedical Evacuation from Point of Injury/Illness back to UK NHS High Level Isolation Units (HLIU), including permissive and austere environments.
The following are the overarching requirements, which are subject to change:
• Threat context –HCID (Definitions include: UKHSA, WHO, Level 4 biological threats, and novel/unidentified pathogens) requiring full isolation, including airborne, droplet and contact transmission risks to aircrew, medical personnel, aircraft and population.
• Platform / domain – current Royal Air Force strategic fixed wing aircraft (with potential for future airframes and NATO partner platforms) with onward ground transfer via specialist ambulatory systems.
• Key metric 1 - Full containment of HCID (Level 4) pathogens (airborne/contact) throughout transfer.
• Key metric 2 - Achieve Release to Service and certified airworthiness on current and future strategic AE platforms.
• Key metric 3 - Enable full clinical care including operation of ventilators, monitors, and other Electrical Medical Equipment.
• Key metric 4 - Enable seamless end-to-end patient transfer from aircraft to NHS HLIU.
• Key metric 5 - Sustain independent operation for minimum 48 hours.
Please note that at this stage the funding and timescales are not approved and are very rough estimates.
