MOPAC: Independent Delivery Body for the Community Scrutiny Transformation Programme (MOPAC 1225)
The model of Community Scrutiny of the Metropolitan Police and the proposed structure of set-piece tasks and meetings has two main operational levels that the Community Scrutiny Independent Delivery Body (CSIDB) will be expected to carry out:
1.Deliver and support borough‐level scrutiny activity by co-ordinating panels, managing volunteers, evidence, relationships and follow‐up.
2.Pan‐London integration drawing together local insight to identify patterns and ensure scrutiny findings influence both MOPAC’s oversight and the MPS’s organisational learning, policy and supervision.
This contract will have an initial 2 year term at a value of £2,391,122 with the option to extend for a further two one year periods at a value of £1,200,000 per annum, exercised at the discretion of MOPAC.
The potential total value will be £4,791,122.

MOPAC: VAWG -Support for victims of tech enabled VAWG
This service will be required to:
Provide specialist support for victims and survivors of tech-facilitated VAWG (TFVAWG) that is unavailable elsewhere. Support must reflect the different risk profiles at different life stages.
Assist professionals, trusted adults and families to respond effectively to TFVAWG, such as through advice and consultation, practice resources, workforce development and specialist guidance
Ensure London’s response keeps pace with rapidly evolving technology and forms of TFVAWG.
Drive continuous improvement in London’s response to TFVAWG through evaluation and evidence generation to turn insight into better policy and practice.
The service must be delivered via a consortium. The consortium must:
Have one lead provider.
Have a VAWG specialist element which spans all forms of VAWG including TFVAWG.
Have specialist tech expertise.
Be able to deliver all key programme elements.
Be able to mobilise quickly within given timeframes.
Have a robust safeguarding framework.
Be anti-racist and anti-discriminatory.
Be a London living wage employer.
Be able to work pan-London.
The initial contract term is 3 years with a potential contract value of £6,000,000 plus a potential one year extension with a value of £2,000,000. This would total 4 years (2027-2031) at £8,000,000 ex VAT.

Economic Independence for Victims and Survivors of Violence Against Women and Girls (VAWG)
The project will provide support to victims and survivors of VAWG in London to improve their economic independence. It will do this in three ways:
Support for the London workforce to improve their capability in recognising economic abuse; and helping victims and survivors to recover from economic abuse.
Direct support for victims and survivors of VAWG to economically re-stabilise following abuse.
Direct support to victims and survivors of VAWG to re-build their economic independence via education, training and employment.
We will accept applications from single organisations; we also welcome partnership/consortium applications due to the different elements of the project.
Organisations/partnerships/consortiums must:
