MyEnds 3.0 is an evolved version of the flagship VRU MyEnds programme which will run from April 2027 until March 2029. This new iteration will allow us to implement key learning from the MyEnds programmes and strengthen the key components of the overall programme design, optimising innovation with more targeted strategic alignment. Background to Current Service : The MyEnds programme utilises a hyper-local approach to address needs in neighbourhoods across the capital that are most affected by high and sustained levels of violence. The core model endorsed by the VRU for this programme is based on the empowerment of communities, recognising the critical role and collective impact community stakeholders have in local violence reduction initiatives. This is achieved through the delivery of key activity strands, including strengthening local partnerships, young people and community participation, capacity building of the grassroots sector, and the delivery of locally informed interventions. Evidence shows that a community-led approach, by those who know their area and its challenges best, is the most effective way to prevent violence. MyEnds provides communities with the tools and resources to deliver their own prevention measures. This includes support networks for parents and carers, after-school activities, youth work in neighbourhood youth clubs, mentoring and targeted support interventions. Service Requirements The VRU Area Prioritisation Tool, previously used to identify areas for the 2019 MyEnds pilot and MyEnds 2.0, has been refreshed with updated data and metrics to identify eligible locations for MyEnds 3.0. The tool identifies ward-level areas that have consistently ranked within the top 15% of London wards across a range of violence and public health indicators between 2021 and 2026. Based on this analysis, the 16 boroughs containing the highest-scoring wards have been shortlisted as eligible for the programme. The VRU is seeking community-based organisations or consortium bids led by a lead provider to deliver the programme across these boroughs. This service will be required to: Provide specialist support for victims and survivors of tech-facilitated VAWG (TFVAWG) that is unavailable elsewhere. Support must reflect the different risk profiles at different life stages. Assist professionals, trusted adults and families to respond effectively to TFVAWG, such as through advice and consultation, practice resources, workforce development and specialist guidance Ensure London’s response keeps pace with rapidly evolving technology and forms of TFVAWG. Drive continuous improvement in London’s response to TFVAWG through evaluation and evidence generation to turn insight into better policy and practice. The service must be delivered via a consortium. The consortium must: Have one lead provider. Have a VAWG specialist element which spans all forms of VAWG including TFVAWG. Have specialist tech expertise. Be able to deliver all key programme elements. Be able to mobilise quickly within given timeframes. Have a robust safeguarding framework. Be anti-racist and anti-discriminatory. The contracting Authority (the "Authority") in relation to this notice is the Mayor's Office for Policing and Crime ("MOPAC"), on behalf of the Metropolitan Police Service ("MPS") and wider UK policing organisations. The Authority is undertaking a procurement for the managed services to support, operate, maintain and enhance an existing Digital Public Contact ("DPC") platform and associated services. The Unified Services Procurement ("USP") platform provides access to critical national public capability, through which members of the public access policing services digitally across England and Wales. The USP supports the delivery of public-facing digital services across participating policing organisations, and enables members of the public to report incidents, provide and receive information, and access policing services through secure and accessible digital channels. The USP enables each force to deliver a range of nationally consistent online services to the public, whilst maintaining their distinct own local identity. The Authority is not seeking to procure an end-to-end replacement platform. The procurement is focused on the effective operation, support and ongoing evolution of the existing capability, including the delivery of enhancements, new functionality and associated service improvements throughout the contract term. The Authority's priority for this procurement is to deliver (under a single contract) a run and maintain service in a more efficient manner for its stakeholders and end users. The procurement will consolidate and enhance existing delivered services, thereby streamlining delivery, modernising key components, and strategically positioning the USP platform to support significant policing reforms and future service evolution. The DPC programme is guided by the following key strategic imperatives: 1) Policing Reform: adapting to significant structural changes, including potential force consolidation and the formation of a National Police Service ("NPS"). For further details, please refer to the 'From local to national: a new model for policing' white paper. 2) Digital Transformation and Artificial Intelligence ("AI"): embracing AI to enhance public contact through AI-based reporting, AI analysis, conversational AI, and intelligent assistance. 3) Identity and Personalisation: moving towards authenticated, personalised, and context-aware services, leveraging user accounts (with user authentication via GOV.UK One Login) for tailored experiences. 4) Channel Convergence: achieving a consistent and unified experience across web, chat, and voice channels for "first contact" with policing. The core service delivery for the USP primarily involves the provision and maintenance of the DPC platform current capabilities, specifically the following core services: 1) Website Front End and Public Digital Channels: provision of the public-facing digital channels that support access to policing information and services, comprising the Single Online Home ("SOH"), Police.uk and the National My Police Portal ("NMPP"). SOH provides the primary digital front door for policing, enabling crime and incident reporting, access to advice and guidance, neighbourhood policing engagement, and performance information through a consistent, locally branded user experience. Police.uk provides the national policing website and aggregation layer, supporting consistent access to information and services across force boundaries. NMPP provides a secure, authenticated portal through which users can track cases, receive updates and communicate with officers, enabling ongoing two-way digital engagement between the public and policing. 2) Chat Services and AI-Assisted Engagement: offering chat services and developing AI-based solutions for natural language reporting, triage, and guidance. 3) Website Supporting Services: the operational and technical services that sit behind the public-facing website and forms experience, enabling transactions to be processed, monitored, secured and delivered to policing systems. 4) Integration and Data Exchange (iHub): facilitating data exchange between public-facing services and force/national systems, using a Standard Data Model. 5) StreetSafe and Analytics and Insights Services: providing various dashboards for demand, usage, and performance metrics. 6) Open Data: managing and publishing open data about crime and policing (data.police.uk) and local neighbourhood information. 7) Operator Assist and Management Assist: these services introduce AI-enabled capabilities to support policing operations. Operator Assist focuses on real-time support for contact centre staff, including analysis of live calls and provision of guidance. Management Assist focuses on post-event analysis, generating insights from recorded data. In addition to the core services outlined above, Bidders will be requested to provide separate pricing for a range of optional services which the Authority may choose to utilise during the contract term to support future enhancements and wider DPC transformation. Bidders will be required to show their capability in this area. The Bidder that submits the most advantageous tender will also have the potential to deliver project and change work, based on delivery of the Core Services, at the Authority's sole discretion. The existing DPC platform leverages a mix of technologies. Key tooling includes Optimizely Digital Experience Platform ("DXP") for website content management, a bespoke React-based forms engine for public data capture, and an AWS integration platform. The NMPP is built on AWS, utilising GOV.UK One Login for authentication and GOV.UK Notify for communications. Chat Services use Cisco Webex Engage or locally provisioned products. For analytics and monitoring, tools such as Power BI, Google Analytics 4, Splunk, and Azure Sentinel are in use. Development is supported by Azure DevOps, and Cloudflare provides essential security and edge services. While this landscape reflects our current environment and does not require re-platforming at this time, specific components may necessitate modernisation during the contract term. The Authority published a Preliminary Market Engagement ("PME") Notice for this opportunity on 12 May 2026 (updated 15 May 2026) reference: Notice identifier: 2026/S 000-045079. PME was subsequently conducted in the form of: • Market briefing event (with open question and answer session) on 9 June 2026; and • Market Sounding Questionnaire. The Authority's outputs from the PME are available in the PSQ data room and can be accessed following completion and signature of mandatory Non-Disclosure and Ethical Walls Agreements following your registration of interest in the procurement. Since 2014, City Hall has invested in embedding youth workers into London’s hospitals, first in the four Major Trauma Centres (MTCs), and subsequently (in 2018) in eight of London’s Accident & Emergency (A&Es) Units. Since 2023, this programme of work, referred to collectively as hospital-based youth work (HBYW), has been overseen and managed by the VRU, although VRU investment in HBYW extends back to its establishment in 2019. Prior to the VRU, this programme and investment had been overseen and managed by MOPAC within City Hill, aligned to the Mayor’s Police & Crime Plan (PCP). The HBYW programme represents a violence reduction initiative, heavily aligned to the VRU’s own violence reduction strategies, most notably: the trusted relationship between a young person, and their youth worker, as well as the concept of place, reaching young people where they are, and, in this case, leveraging a reachable moment in the lives of young people to break patterns of violence and harm. Indicative Contract Value: £4,633,792 ex VAT for the initial contract period, with a potential extension value of up to £4,633,792. Contract Duration: January 2027 – March 2029 (27 months), with the option to extend for a further 24 months. Service Delivery Period: April 2027 – March 2029, with the option to extend to March 2031 Description of the service The purpose of embedding these youth workers is to support children and young people who have been impacted by violence and exploitation; youth workers are there to offer a relatable stabilising presence in crisis or distress, and help young people cope and recover from the trauma of physical or mental injury and disrupt future patterns of violence and harm The service engages young people aged 11–25 who present at Major Trauma Centres (MTCs) and Accident & Emergency (A&E) departments as victims of violence or exploitation, or who are identified as being at risk of future harm. Youth workers provide emotional and practical support, advocacy, and form part of a broader safeguarding response, working alongside clinical and community partners to help young people access appropriate services and support. Support offered typically at the point of presentation may extend beyond that of the hospital, and into the community. Target audience The VRU expects the Service to proactively identify, assess, and engage, young people, aged 11-25, who present at MTCs and A&Es with injuries resulting from violence. The following eligibility criteria will apply to the young people offered the Service. A young person: Will present at one of the specific MTCs or A&Es within the scope of this service, AND; will be aged between 11 and 25 years of age; Additionally, a young person: will have been, or will be suspected as having been, the victim of interpersonal violence, OR; will have been, or will be suspected as having been, the victim of exploitation, OR; will have been, or will be suspected as having been, the victim of sexual assault, OR; will have been, or will be suspected as having been, the victim of Child Sexual Exploitation; and, or where a suspected safeguarding issue has arisen. This list is not intended to be exhaustive, and the Provider(s) will be expected to use their professional judgment, sometimes in collaboration with hospital staff, to identify forms of vulnerability that warrant intervention. The commission is structured into four geographically based Lots, and whilst the principles of delivery will remain the same across all hospitals, it is important that the successful bidder(s) demonstrate(s) a strong understanding of, and connection to, the local communities and systems in which their allocated hospitals are situated. The VRU also encourages bids from partnerships and consortia, in recognition that different organisations may bring particular strengths, and local relationships and expertise across different geographical areas within a Lot. Bids may therefore be submitted by a single organisation, consortium, or partnership. Whilst the final Lot structure remains subject to approval, the commission will comprise of four Lots. The VRU intends to invest in services across 10 hospital sites. The specific outcomes which the VRU are seeking through this provision include, but are not limited to: Supporting young people to access positive opportunities and support. Disrupting cycles of violence and reducing violence and harm. Ensuring that children and young people feel and are safe. Reducing hospital (re)admissions/attendance. Reducing offending / severity of offending.
