The Maritime and Coastguard Agency (MCA) is seeking an experienced and innovative supplier to design, deliver and install modular buildings at remote Coastal Rescue Station (CRS) locations across the UK. These buildings will enhance welfare and operational facilities for His Majesty's Coastguard (HMCG) teams.

The requirement is for the repair, alterations and fit out of a new CRS unit and repair and redecoration of the existing adjoining CRS unit.

The Maritime and Coastguard Agency (MCA) is establishing a Dynamic Market for the provision of specialist technical, operational, scientific and advisory services in support of maritime, offshore energy, environmental response and security-related activities. The Dynamic Market is intended to provide a flexible and compliant commercial mechanism to enable Contracting Authorities to procure multidisciplinary services in both planned and time-critical scenarios. This includes, but is not limited to, support for incident preparedness, response, stabilisation, recovery and post-incident assurance. Services to be delivered under the Dynamic Market may include technical advisory, operational delivery, engineering support, scientific analysis, regulatory guidance and specialist consultancy. Requirements may arise in complex, high-risk and multi-agency environments, including maritime salvage, offshore intervention, well control, pollution response and other emergency or contingency situations. The Dynamic Market is designed to support integrated and multidisciplinary delivery, allowing suppliers to provide services either as standalone technical specialists or as part of coordinated delivery teams, depending on the nature of individual requirements. Suppliers may participate individually or as part of consortia where appropriate. The scope is deliberately broad and non-exhaustive to allow for evolving operational requirements and emerging risks. Services may be required across the UK, as well as in support of the UK’s Overseas Territories and Crown Dependencies, where delivery conditions may involve additional logistical complexity and specialist capability. The Dynamic Market will remain open throughout its duration, enabling new suppliers to apply for admission at any time, subject to meeting the applicable selection criteria. Admission to the Dynamic Market does not guarantee work; suppliers will be invited to participate in call-off competitions based on capability, availability and the specific requirements of each procurement. While government-wide commercial agreements exist, the Dynamic Market has been established to provide access to specialised capability not fully addressed through existing centralised routes, particularly where rapid mobilisation and operationally integrated delivery are required.

The Maritime and Coastguard Agency (MCA), on behalf of His Majestys Coastguard (HMCG), intends to procure a future Fleet Management service to support its nationally dispersed and operationally critical vehicle fleet. HMCG is the UKs only national maritime emergency service, responsible for coordinating search and rescue operations, and relies on a diverse fleet of vehicles and associated assets to maintain operational readiness across coastal mainland locations and remote island communities. The proposed procurement will seek a supplier capable of delivering an integrated, end tobend fleet management solution. This is expected to include the day to day management of vehicles, planned and reactive maintenance, MOT compliance, and breakdown and recovery services, delivered on a 24 hours a day, 365 days a year basis. The service must ensure high levels of fleet availability, reliability and responsiveness to support time critical emergency operations. Due to the geographically dispersed nature of the HMCG estate, including remote and hard to reach locations, a key requirement will be the ability to deliver consistent service coverage across the United Kingdom. The successful supplier will be expected to utilise a combination of national capability and local supply chain networks, including engagement with small and medium sized enterprises, to ensure resilience and continuity of service in areas where infrastructure may be limited. The future service model is expected to incorporate digital fleet management solutions, including user facing systems and management information capabilities, to improve operational oversight, enhance user experience and support data driven decision making. The provision of robust performance management, customer satisfaction measurement and continuous improvement mechanisms will be essential components of the requirement. Certain fleet related activities are anticipated to remain outside the scope of this procurement, including the procurement and registration of vehicles, fit out and installation of emergency equipment, and tyre provision, which are currently managed through established internal processes. This procurement aims to secure a flexible and scalable solution that supports the long term sustainability and effectiveness of HMCGs fleet operations. It will also seek to leverage innovation across the fleet management sector, including the use of technology and data to improve efficiency, resilience and environmental performance. The Maritime & Coastguard Agency (MCA) is an Executive Agency of the Department for Transport. The MCA is responsible throughout the UK for implementing and developing the UK Government’s maritime safety and environmental protection policy. That includes co-ordinating Search and Rescue at sea through His Majesty’s Coastguard 24 hours a day, and checking that ships meet UK and international safety rules. The MCA work to prevent the loss of lives at the coast and at sea, to ensure that ships are safe, and to prevent coastal pollution: Safer Lives, Safer Ships, Cleaner Seas. The MCA plays a unique role within Government in discharging the UK's statutory hydrographic obligations under the United Nations’ Safety of Life at Sea (SOLAS) Convention. The MCA funds, manages and delivers the UK Civil Hydrography Programme (CHP). The CHP is a multi-million-pound MCA-led Government initiative to prioritise, survey and map UK waters in order to keep UK nautical charts and publications current, safe and fit for purpose.

The C2 Programme (C2P) is conducting early discovery to understand the operational, technical, safety, and organisational requirements for the next generation of MCA’s mission‑critical command-and-control capability. The programme aims to improve resilience, interoperability, situational awareness, and support for front-line search and rescue operations. No decisions on scope, architecture, delivery model, or procurement approach have been taken.
