Jubilee Line Train Stock Saloon CCTV System Obsolescence Project
The Jubilee line 96TS (1996 Train Stock) CCTV system is experiencing high failure rates due to a combination of unavailability of replacement components due to obsolescence and environmental damage, such as water ingress and dirt accumulation.
An engineering assessment of the current system has been undertaken to understand the extent of obsolescence, component, and wiring condition as well as standards and legislation requirements. Conclusions from this work confirmed the need for a maintenance and/or replacement project that will seek and deliver the most suitable mid- and long-term solution to address the issues.
As a result, the following options have been enlisted to be taken forward into early market engagement as part of the feasibility stage process and market capability assessment.
Option 1: Maintain the existing system until the end of fleet life (2045) by repairing the existing cameras and DVRs and/or sourcing alternate cameras and DVRs to fit on failure.
Option 2: Replacement of existing saloon CCTV hardware (cameras and DVRs) for the entire fleet, utilising existing coaxial cabling. Newly installed cameras and DVRs with improved functionality up to the limits of the existing train cabling.
Option 3: Replacement of existing saloon CCTV hardware with modern digital and ethernet based systems utilising the ethernet backbone implemented in a new / recent project.
After the feasibility stage the preferred solution will be progressed to tender with the intention of implementing it on all of London Underground's 63 Jubilee Line 96TS fleet of trains.

Jubilee Line Train Management System, Passenger Information System and Saloon CCTV Turnkey System Replacement Project
Given the age of Jubilee line 96TS (1996 Train Stock), several systems are now experiencing obsolescence which impact the fleet's maintainability and day-to-day availability. The aspiration is for the fleet to operate, with an acceptable level of Reliability, Availability, Maintainability and Safety (RAMS), until replacement in approximately 2045.
To address these obsolescence issues, London Underground (LU) have mobilised a project to develop and implement a sustainable solution.
A 'Make vs. Buy' analysis is required to establish the optimal means of project delivery. To date, project development has assumed and have been engaging the market, on a 'Make' scenario for the individual systems, whereby LU procures replacement systems from 3rd parties and deliver their integration across the fleet at an in-house production facility.
This Market Engagement Exercise however, seeks to assess market appetite and capability to deliver the 'Buy' scenario, where a supplier is contracted to deliver a 'Turnkey' programme of works to address all the systems of concern as provided in the scope below - which itemises the Core / Extended scope systems and their respective Preferred solution. The Preferred solutions were determined as part of an LU completed optioneering work.

8: De- Icer Controller - Obsolescence Treatment (Repair)
This 'Buy' option assumedly, will require the supplier to complete all aspects of the design, prototyping, manufacture, installation and testing & commissioning of the replacement systems across the fleet (in full) at their facility. Such option could be preferable to LU if the approach, costs and delivery timelines proposed by the suppliers present better value in comparison to the "Make" option and current internal estimates.
The outcome of the Early Market Engagement will output the preferred modality for project delivery, to be progressed to tender with the intention of implementing it on all of LU's 63 Jubilee Line fleet of trains.

09TS Victoria Line Supply of Vertical and Lateral Dampers
This is a goods only requirement estimated to be circa £559,345 for the supply of 1480 vertical and 729 lateral dampers to support the 09TS Victoria Line Heavy Overhaul Project Lift (HOPL) project. Planned delivery schedule is forecasted to start in May 2026 and end in April 2028. The overhaul will be carried out by the depot engineering team.
Wheel Slide Protection (WSP) Box replacement for Central line
This procurement will deliver the redesign and supply of modern replacement electronic cards for the Wheel Slide Protection (WSP) Control Unit and the Traction Brake Encoder and Decoder, eliminating obsolescence and restoring units currently Beyond Economical Repair back into operational service
Overhaul of Jumpers for S Stock Metropolitan Line Fleet
This procurement covers the overhaul of the Jumper system on the London Underground Metropolitan line trains, required to renew the jumper system compliance and to support the fleet overhaul activities.
The jumper systems which are bespoken to the Metropolitan line fleet, are used to electronically link adjacent cars, enabling seamless and integrated transfer of power and communication signals throughout the train. They have not been replaced since the fleet's introduction, approximately 16 years ago, hence are now due for overhaul in line with the train maintenance regime.
The scope comprises both parts and labour services
92TS Supply of Visual Display Surrounds for Central Line Improvement Programme (CLIP)
This tender is for the supply of Visual Display (VD) Surrounds for the 1992 Tube Stock (92TS) as part of Central Line Improvement Programme (CLIP) delivery. The VD Surrounds enclose the displays that provide real-time travel information to passengers during their journey. The existing panels will not be compatible with the new displays and therefore need replacing

This Preliminary Market Engagement is issued by London Underground Limited (LUL) for the 1992 & 1996 Tube Stock (92 TS & 96TS respectively) towards Design and Manufacture of Saloon Door Panels for Jubilee, Central, Waterloo and City lines & Jubilee lines.
This document was created to help evaluate market and develop an efficient route to the market to explore the best options to procure new door panels. A new requirement for the S Stock fleet which consists of two fleet types, S8 fleet and S7 fleet. The S8 fleet serves only the Metropolitan line. The S7 fleet serves the Circle, District and Hammersmith & City lines.
The Scope of Work (SoW) is to overhaul the saloon passenger seating cushions, Tip-up assembly and armrest pads which is to be delivered as part of the S Stock passenger seating overhaul scope.
To meet the current overhaul periodicity, the seat and backrest cushions (all seat types) require a new design. The new design will be designed and manufactured by a seat manufacturer implementing TfL requirements.

London Underground is looking to improve the current level of security on the 09TS fleet on the Victoria Line by addressing the on-train CCTV System ongoing reliability and obsolescence issues.
Focusing on a complete system replacement including:
Replacement of DVRs and cameras with new & redesigned modules.
Replacement of all wiring with high speed ethernet including inter car connectivity.
Wireless capability in the DVRs meaning data can be accessed remotely.
Gangway and Inter-Car Barrier Overhaul for London Underground S Stock (Circle, District, Hammersmith & City and Metropolitan line) Fleet
The Gangway and Inter-Car Barriers of the London Underground S Stock (Circle, District, Hammersmith & City and Metropolitan lines) fleet of trains are overdue for replacement / overhaul according to the Vehicle Management System.
An engineering assessment has been undertaken to evaluate the current condition of the Gangways and Inter-Car Barriers. A specification report has been produced as a result and we are progressing this for early market engagement for better understanding of market interest, capacity and input to help shape appropriate commercial and technical strategy for deploying the project.
On conclusion of market engagement, the overhaul solution based on the specification, is intended to be progressed to tender with the objective of implementing it on all of London Underground's 192 S Stock fleet of trains
Passenger Information system (PIS) replacement on the Victoria Line
Transport for London (TfL) is exploring a full replacement of the Passenger Information System (PIS) on the Victoria Line to address obsolescence and improve long term supportability. With this exercise TfL would like to understand supplier capability and delivery approaches for a modern PIS that is like for like with the existing physical design and installation arrangement.
