The London Fire Commissioner is undertaking a Preliminary Market Engagement (PME) exercise to inform the development of a future procurement strategy for the provision of specialist urban firefighting training facilities and associated support services. The purpose of this engagement is to better understand current market capability, capacity, commercial models and potential delivery approaches capable of supporting London Fire Brigade's Modern Firefighting Strategy Phase 2 programme. The Brigade anticipates delivering advanced operational firefighting training to approximately 4,800 operational firefighters and 200 officer observations over a three-year ( one year with option to extend by a further two years subject to funding) programme commencing in Q1 2027. We are particularly interested in engaging with organisations capable of providing some or all of the following: - Specialist live fire training facilities. - Carbonaceous fire behaviour training environments. - Advanced fire behaviour and tactical firefighting facilities. - Basement fire training facilities. - Tactical ventilation training facilities. - Fire compartments capable of venting gases and smoke to atmosphere. - Temperature monitoring and environmental monitoring systems. - Residential accommodation. - Catering and welfare facilities. - Structural firefighting PPE and associated laundering and maintenance services. - Operational support infrastructure, including equipment storage and breathing apparatus support services. LFB's current preference is to explore a model whereby London Fire Brigade instructors design and deliver the training, whilst the supplier provides facilities, accommodation, catering, welfare, PPE and logistical support services. However, suppliers are invited to provide feedback on alternative delivery models that may improve value for money, resilience, innovation or operational effectiveness. As part of this engagement, suppliers are invited to provide feedback on: - Market capability and capacity. - Mobilisation requirements. - Commercial and contractual models. - Pricing structures and key cost drivers. - Capacity and resilience risks. - Sustainability and social value opportunities. - Innovation and emerging technologies. - Any aspects of the proposed requirement that may impact competition or market participation. This engagement is not a Call for Competition and does not form part of any formal procurement process. Information gathered will be used solely to inform the future procurement strategy, commercial approach and specification development. Title: Specialist Multi-Agency Operational Training Venue 1. Introduction This document is issued as part of a Preliminary Market Engagement (PME) exercise by The London Fire Commissioner. better known as the London Fire Brigade (LFB). The purpose of this engagement is to identify organisations capable of providing a specialist training venue to enable LFB trainers to conduct training exercises for the Metropolitan Police Service (MPS) and the London Fire Brigade (LFB). This notice is issued for information and market engagement purposes only. It is not a call for competition, does not constitute a procurement exercise, and does not commit the Authority to commencing any future procurement. 2. Background The Smoke-Filled Environment (SFE) training programme is a multi-agency working agreement between the MPS and the LFB, for LFB to provide a series of weekly training depending on LFB and MPS availability, for safety critical smoke-filled environment training to MPS officers. This is a specialised training which can only be carried out in specific secure training environments with smoke rooms and specialist buildings designed and built to be used to train officers to respond in smoke filled environments. Information gathered through this engagement will assist the Authority in understanding market capability, refining its requirements, and determining the most appropriate procurement strategy. 3. Scope of Requirement The training requires a secure, purpose-built environment capable of accommodating specialist firefighting and tactical police training. The training facility should provide accommodation and catering facilities for 15 to 25 officers which can vary depending on MPS availability. 4. Information Requested The Authority is seeking information from interested organisations to complete Table 1 accessed via the InTend portal (https://sell2.in-tend.co.uk/blpd/publictenders) to provide a training venue that can satisfy the following minimum operational requirements.

Scope of Services The maintenance services required will include, but will not be limited to:  Doors - Powered and manually operated vertically and horizontally moving appliance bay doors - Revolving and powered entrance doors and speed lanes - Automatic door-closing devices associated with appliance bay doors  Vehicle Control Systems - Vehicle access control systems (excluding wider access control systems unless included in scope) - Traffic (vehicle) barriers - Hydraulic traffic bollards  Gates - Powered and manually operated gates (vehicle and pedestrian)  Roller shutters  Drill tower grills and shutters  Minor works - Any other maintenance services the Commissioner may reasonably request during the term of the Agreement. Any such additions will constitute a formal Change.  Planned and Reactive Maintenance Requirements - The Supplier will manage and deliver Planned Preventative Maintenance (PPM) schedules for all service areas throughout the duration of the Agreement. - The Supplier will provide a 24/7/365 reactive maintenance and emergency call-out service.
