The London Borough of Waltham Forest is inviting applications from suitably qualified and experienced Suppliers to be appointed under a Dynamic purchasing system ("DPS") for the provision of specialist professional services.
The DPS is divided into 20 lots as detailed further in the procurement documents and will be accessible for use by UK Public Sector Bodies (and any future successor organisations) which includes Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies and Local Authorities. The Provision of Services to deliver 'A Path to a Net Zero Waltham Forest'
The London Borough of Waltham Forest is seeking to commission a provider to deliver services to support our net zero ambitions. The work will require expertise analysing carbon emissions and modelling findings, and the ability to develop and deliver strategies and solutions that reduce carbon emissions, offset carbon, and adaptation work, including an evidence-based action plan, both carbon and financially costed, to support the Council's ambitions to achieve net zero by 2030 in its operations and borough wide. The Council aims to lead the way, but collaboration and engagement are crucial, and the Action Plan must be written with residents in mind, communicated and visualised simply and clearly, and aligned with the Council's Climate Emergency Behaviour Change strategy.
Provision of Embedded Youth Violence hospital workers as part of the violence reduction partnership
The Council of the London Borough of Waltham Forest (“the Authority”) are seeking Tenders from suitably experienced and qualified organisations for the contract for the provision of embedded youth violence hospital workers as part of the Violence Reduction Partnership.
The service shall commence on 1st October 2022 and shall continue up to and including 30th September 2023 with an option to extend for any duration up to 31st March 2025 (“the Contract Period”).
The provision of embedded youth violence hospital workers within Whipps Cross Hospital forms part of the Violence Reduction Partnership.
The Mayor’s Office for Policing and Crime (MOPAC) developed a Police and Crime Plan 2017- 2021 whereby keeping Children and Young People safe being named one of the top three priorities adopted by this new proposed plan and investing in a better criminal justice service for London as one of their key commitments. The plan highlighted that there was a need to develop more effective interventions for children and young people at risk of serious youth violence, child sexual exploitation, as well as improving the criminal justice system and effective health intervention.
The service currently provided ensures there are embedded youth violence workers within Whipps Cross Hospital. The service targets and specifically assists victims of gang violence within the hospital setting. This is a high-profile programme which is based on offering a pro-active approach to those affected by gang violence. Victims are encouraged and supported to find safer alternatives to the Gang they are within. It is imperative to the safety of these individuals that we have a continuous service in place.
The service continues to improve the identification of and reduce factors leading to exploitation of young victims of violence, ensuring they receive the right support at the right time. A key factor is to increase the number of vulnerable young people being supported through appropriate local longer-term interventions with the aim of disrupting the cycle of violence and reducing further victimisation or exploitation. The contract offers services that deliver outcomes relating to education, training and employment, housing, increased health and wellbeing.
Lot 1: The Lot 1 provider will lead on managing a food distribution service from a central distribution hub, with the aim of increasing and coordinating the supply of good quality food to community food providers in Waltham Forest.
Lot 2: The Lot 2 provider will lead on shaping a new strategic approach to food distribution in Waltham Forest and piloting new interventions within the community alongside our local food partners, with the aim of developing a more sustainable system of food support and supporting residents on their path to full food autonomy.

The total contract value, over the potential two and a half year contractual period, is estimated to be £265,000.00. The estimated contract value per annum is £106,000.00. The Open Procedure is to be used.

Provision of Snagging and Defects Customer Care Services for Sixty Bricks Limited
We are seeking an experienced residential specialist customer care provider to manage the 12 month defects and liability period across a number of Sixty Bricks new build residential schemes located in Waltham Forest. The provider will also be required to deliver a snagging service to ensure that the properties have been completed by the contractor to a high standard and in line with any warranty bodies requirements.
The provider will manage the entire defects management and customer care process from the developers build complete snag stage through to 12 months from practical completion of each unit to include all administrative processes/formal requirements. The provider will act as the single point of contact for private and Shared Ownership residents and will be accountable for accurately recording and effectively communicating identified defects to Equans, SBL's contractor, who are responsible for the resolution of defects within agreed timescales. The customer care service provision is required on a 24-hour basis across multiple channels, including resident self-service. The provider will deliver regular reporting and generally support SBL to achieve high levels of satisfaction amongst the specified residents and customers.
Waltham Forest Families and Homes Hub Service Model
The London Borough of Waltham Forest is seeking to commission a provider to design the service model for our new local Families and Homes Hub, due to open in April 2024, underpinned by research into the real experiences of service users, staff, the council's strategies and best practice from elsewhere. The research will focus on designing the new service model to optimise integrated working for the benefit of service users.
Waltham Forest council have embarked on an ambitious programme of change. A key facet of this change relates to the way data is used and this is underpinned by the planned migration of reporting to Power BI from platforms such as Business Object and SSRS.
We know that supporting our staff to improve data literacy will allow them to explore innovative and exciting solutions and test them with confidence, tackling the right challenges for our residents in the process.
Subsequently, WF have established a partnership with Multiverse and have launched the Data Academy, a fully funded programme; pitched at various levels of accreditation, to build in-demand skills and networks across the council, which will equip employees with the ability to conduct improved data analyses, interpret data, and identify priority areas for intervention.
Alongside this, the HR & Organisational Development team are in the process of commissioning various levels of excel training which will be available to all staff.

As we transition towards a data self-service model and prioritise reports for migration, we want to take a 'whole systems' approach and ensure that staff across the council,; are provided with the appropriate upskilling opportunities. We believe that there are two areas of focus. Generic PowerBI training for the majority of staff at all levels and more technical training for our data professionals who will build and deploy self-service reports and dashboards and conduct data analysis to support the organisation to monitor performance and make data driven decisions.
This will help cement the cultural change required in the realm of data analytics and equip employees with the appropriate knowledge, skills and behaviors to ensure the planned transition is successful.
We want to further supplement the current learning opportunities available and envisage a phased and long-term approach to upskilling council staff in the use of Power BI by Power BI experts and would like to invite bids from reputable providers who have with a track record of successful delivery in this area.
Initially, our main objective is to ensure key staff from each of our 5 Directorates can master the basics of creating Power BI reports with a view to progressing into more advanced skills in this area over time.
We anticipate mixed cohorts, prefer classroom-based training and would likely tailor the content according to our specific requirements and local needs. We are also considering taking a 'train the trainer' approach so would welcome submissions from providers who can offer this delivery option.

Waltham Forest Council is seeking to commission an experienced market or social research contractor, with expertise in employee engagement, to run an employee survey, and parallel piece of qualitative work, to explore the views, experiences and needs of all our staff.
We anticipate to kick-off this project with the awarded provider week commencing 22 August 2022, with fieldwork being carried out for six weeks between 3 October and 11 November 2022. The project overall will likely conclude towards the end of January 2023.
We plan to carry out this full staff survey every 2 years, with internally delivered 'pulse' surveys to continue being run in the intervening years. Subject to the agreement of both parties, we would like to reserve the option to extend this contract to include our 2024 survey in addition to this one.
Key outputs for this project include:
- Twice weekly updates on response (by Directorate and grade) throughout the project.
- Headline results (weighted if appropriate) at the end of fieldwork.
- A full draft report and a final detailed full report in electronic format (content to be agreed upon during project) - featuring both the qualitative and quantitative research findings.
- A separate report for each Council Directorate comparing their results to the overall Council results. There are four Directorates.
- Individual service area dashboards (where numbers are large enough) providing service results, compared to Directorate and overall Council results.
- Cross-tabulated weighted data tables (explanatory variables to be agreed during project).
- A presentation / workshop session for the Council's Senior Management team.
- Separate presentations for each Directorates' management teams.
- Raw data supplied in CSV format.
Contract for the Provision of Professional Services to support the development of an Affordable Workspace Study
