The Council of the London Borough of Waltham Forest ("the Authority") are seeking Tenders from suitably experienced and qualified organisations for the contract for the provision of embedded youth violence hospital workers as part of the Violence Reduction Partnership. The service shall commence on 1st October 2022 and shall continue up to and including 30th September 2023 with an option to extend for any duration up to 31st March 2025 ("the Contract Period"). The provision of embedded youth violence hospital workers within Whipps Cross Hospital forms part of the Violence Reduction Partnership. The Mayor's Office for Policing and Crime (MOPAC) developed a Police and Crime Plan 2017- 2021 whereby keeping Children and Young People safe being named one of the top three priorities adopted by this new proposed plan and investing in a better criminal justice service for London as one of their key commitments. The plan highlighted that there was a need to develop more effective interventions for children and young people at risk of serious youth violence, child sexual exploitation, as well as improving the criminal justice system and effective health intervention. The service currently provided ensures there are embedded youth violence workers within Whipps Cross Hospital. The service targets and specifically assists victims of gang violence within the hospital setting. This is a high-profile programme which is based on offering a pro-active approach to those affected by gang violence. Victims are encouraged and supported to find safer alternatives to the Gang they are within. It is imperative to the safety of these individuals that we have a continuous service in place. The service continues to improve the identification of and reduce factors leading to exploitation of young victims of violence, ensuring they receive the right support at the right time. A key factor is to increase the number of vulnerable young people being supported through appropriate local longer-term interventions with the aim of disrupting the cycle of violence and reducing further victimisation or exploitation. The contract offers services that deliver outcomes relating to education, training and employment, housing, increased health and wellbeing. The total contract value, over the potential two and a half year contractual period, is estimated to be £265,000.00. The estimated contract value per annum is £106,000.00. The Open Procedure is to be used.
