The Department for Work and Pensions introduced the Crisis and Resilience Fund from 1 April 2026. The Fund provides local authorities with funding to support households experiencing financial hardship or an unexpected financial shock and to help residents build longer-term financial resilience. Southwark Council is developing a hub-and-spoke model to support the delivery of the Resilience Services and Community Coordination elements of the Fund.
The Council is considering commissioning a Hub Delivery Organisation (HDO) to provide a central and accessible route into financial-resilience support for Southwark residents. The Council will retain responsibility for administering Council-managed crisis and housing-related payments, determining eligibility, making formal decisions on applications for financial assistance and submitting formal management-information returns to the Department for Work and Pensions.
Further information about the emerging HDO service model, the areas being considered, local delivery and accessibility, case management, reporting, and the indicative contract value and duration is set out in the accompanying Draft Service Specification.
The final scope and delivery model have not been determined. Therefore, the Council is carry out a Preliminary Market Engagement (PME) where respondents are invited to use the information provided via the portal, see engagement process description further down in this notice. Respondents are requested to use both documents when completing the questionnaire and should clearly state any assumptions made in their responses.

A borough-wide contract for a period of five (5) years, commencing February 2027, with an estimated total contract value of £1.771m excluding VAT. Replacement and Refurbishment of Air Handling Units and Building Management System for the Leisure Centres
The London Borough of Southwark (LBS) is undertaking a project to replace and refurbish some of the existing Air Handling Units and Building Management Systems across five of its Leisure Centres (Dulwich Leisure Centre, Camberwell Leisure Centre, Peckham Pulse Leisure Centre, The Castle Leisure Centre and Surrey Docks Water Sports & Fitness Centre). The goal of the project is to replace the Air Handling Units with modern energy efficient systems and upgrade the Building Management Systems with the latest systems that will integrate better with the newly upgraded mechanical and electrical systems upgrade being delivered within the leisure centres most particularly the new air sourced and water sourced heating systems. Southwark Council is undertaking Preliminary Market Engagement (PME) to inform the development of its upcoming procurement for a Development Partner that will be responsible for designing, delivering and operating 100% affordable key worker housing across two sites at Rotherhithe New Road and 25 Cherry Garden Street.
This engagement aims to understand current market capability, ability to meet the delivery model, innovation opportunities and commercial considerations to support the design of a proportionate and competitive procurement procedure under the Procurement Act 2023.
This notice does not formally commence a procurement process. Participation in the PME is voluntary and will not confer any advantage or disadvantage in any future tender.
Scope of the Requirement
The council intends to procure a Development Partner to undertake (indicative scope):
• Appointment of a full design team to develop the design of the Key Worker Housing sites through RIBA stages 2 to 4.
• Construction of the Key Worker Housing blocks on both sites.
• Operation and Management of the Key Worker Housing blocks for the duration of the lease via a Registered Provider.

The final scope may be refined following PME.
The successful supplier will be required to deliver the Authority's Legal Case Management System (LCMS).
The scope may include, but is not limited to, the following areas:
- the procurement and implementation of a new SaaS-based legal case management system designed to streamline case tracking, improve document management, and enhance overall operational efficiency within the legal services department;
- a cloud-hosted solution, the new system will provide secure, remote access, reduce IT infrastructure costs, and enable automatic updates;
- this platform will replace outdated processes, offer better integration with existing applications, and support LEXCEL compliance requirements, ultimately empowering legal teams to manage cases more effectively and deliver improved services to stakeholders.
The successful supplier will be required to deliver planned, reactive, statutory, and compliance-led Hard Facilities Management services across the Authority’s estate.
The scope may include, but is not limited to, the following service areas:
• Mechanical and electrical maintenance, including heating, ventilation, air conditioning, power, lighting, and associated systems.
• Building fabric maintenance, repairs, minor works, and general building services.
• Plumbing, drainage, water hygiene, and legionella control activities.
