The London Borough of Harrow and the London Borough of Barnet, are seeking to put in place a joint Framework Agreement in order to appoint one or more service provider(s) to deliver services on their behalf. Bulk Printing and Mailing Services for The London Borough of Harrow
London Borough of Harrow requires a service provider with relevant experience and ability to demonstrate sufficient capacity for the processing, production, collation, printing, enveloping, mailing and delivery of both personalised and non-personalised documents relating to but not limited to Council Tax, Business Rates, BID's (business improvement districts), Council Tax Support, Housing Benefits (including Housing Benefit Overpayments) and Parking Notices. The Council is looking for potential service provider to be awarded a contract for a period of 48 months contract with the option to extend for a further 24 months at the discretion of the Council.

We understand that requirements as scope may evolve or expand over time, and we are committed to providing flexibility in our purchasing approach. Therefore, we would like to include an option in the tender / specification to purchase additional/similar services if needed or new requirement a where the scope needs to be determined, where appropriate.
The option for additional/similar services has been included within the existing budget at £60,000 pa and will allow us to extend the scope of the contract beyond the initial requirements outlined in this tender. This provides the opportunity to address any emerging needs or explore related services that may arise during the contract term.
Furthermore, we emphasize our willingness to work collaboratively with the selected provider. We value a strong partnership and recognize the importance of ongoing communication and cooperation to ensure the successful delivery of services. We will engage in open dialogue with the provider to assess the suitability of any additional/similar services and determine the most appropriate approach.
By including this option and fostering a collaborative relationship, we aim to enhance the effectiveness and responsiveness of the procurement process while meeting our evolving needs.

The work to be carried out refers to the control of all vegetation growing within the affected hard surface areas identified by the Council, which includes maintaining around 457.4km of carriageways, 935.1 km of footways and 935.1km of channels. The London Borough of Harrow is inviting tenders for the provision of a Fleet Bodyshop Repair Service in the London Borough of Harrow to work on its municipal fleet of around 352 vehicles including Cars, Minibuses, LCV's, HGV's and Plant Equipment.

The Council, through this contract, aims to:

The Supplier will be required to repair all types of vehicles and plant equipment for the Harrow vehicle fleet.

Service Providers will be required to ensure that employees comply with the requirements of the law relating to London Taxi and Private Hire and (the "Act") Public Hire Vehicles (London) Act 1998.

Short Breaks for Children and Young People with Special Educational Needs and Disabilities
Short breaks provide children and young people (5 - 18 years) with the opportunity to access a range of enriching activities such as afterschool clubs, holiday playschemes, arts, crafts, sports, community outreach, where they can spend time away from their parent/carer and spend time with their peers. Caring for a child or young person with a disability is exhausting and can put even the strongest relationships under strain. Short breaks provide parents/carers with the opportunity to have a 'break' from their caring responsibilities and to spend time with partners and other members of the family. The service will be available to children and young people between the age of 5-18 living in the London Borough of Harrow who have a disability, as defined under the Equality Act 2010.

The London Borough of Harrow (the Authority) is seeking to appoint a supplier to undertake the provision of Environmental Enforcement across the borough for the issuing of Fixed Penalty Notices (FPNs) in relation to littering and public spaces protection orders (covering dog fouling, street drinking, spitting, etc).
The Supplier shall deploy Environmental Enforcement Officers to conduct proactive patrols, issue Fixed Penalty Notices (FPNs) for environmental offences, and support prosecutions where required.
Officers must operate to high professional standards, ensure proportionate enforcement, and provide the Council with secure data and regular reports on performance, demographics, payment rates and complaints.
The service aims to improve the public realm, ensure compliance with environmental legislation and protect vulnerable residents by applying enforcement fairly and responsibly.
The Council has clear requirements for how vulnerable adults would be treated and in particular fixed penalty notices should not be served on minors.
The London Borough of Harrow has been unable to link the previous notices to this Tender Notice due to the Pipeline Notice referring to a Competitive Flexible Procedure. Since Market Engagement was carried the Council decided that an Open Procedure for an Open Framework was more suitable.

Home and reablement care relates to the provision of regulated care and support services in the community that enable adults and young people to remain living in their own home and meet their assessed social care needs and outcomes along with maintaining their autonomy, independence, skills and abilities, and personal identity.
