The London Borough of Harrow (the Authority) is seeking to appoint a supplier to undertake the provision of Environmental Enforcement across the borough for the issuing of Fixed Penalty Notices (FPNs) in relation to littering and public spaces protection orders (covering dog fouling, street drinking, spitting, etc). The Supplier shall deploy Environmental Enforcement Officers to conduct proactive patrols, issue Fixed Penalty Notices (FPNs) for environmental offences, and support prosecutions where required. Officers must operate to high professional standards, ensure proportionate enforcement, and provide the Council with secure data and regular reports on performance, demographics, payment rates and complaints. The service aims to improve the public realm, ensure compliance with environmental legislation and protect vulnerable residents by applying enforcement fairly and responsibly. The Council has clear requirements for how vulnerable adults would be treated and in particular fixed penalty notices should not be served on minors.
