This invitation to tender is from the London Borough of Camden who are seeking to award a contract for the provision of the Adult Social Care (ASC) Co-Production and Lived Experience Involvement Service for people drawing on Care and Support. Co-production and lived experience involvement enables people who draw on care and support to work in partnership with the Council to shape, design and improve services. Current provision, delivered by The Advocacy Project through the Learning Disabilities Experts by Experience (EbyE) service (also known as Synergy) and mental health co-production within the Reach Out Camden (ROC) Alliance, expires on 31 March 2027. Recommissioning provides an opportunity to establish a more consistent, equitable and visible approach across ASC. Stakeholder engagement has highlighted the need for clearer pathways, meaningful influence, improved accessibility, and wider participation, particularly from seldom-heard groups. The new offer will cover people with learning disabilities (aged 14+), autistic people, adults receiving homecare, extra care, residential and nursing services, and people with mental health needs, with tailored engagement pathways for each group. The service will embed lived experience across governance, quality assurance, commissioning and service improvement through a mix of paid and voluntary roles, using an accessible, relationship-based approach. The contract will be for a period of 60 months commencing on 1st April 2027 until 31st March 2032.

The Contract is for the delivery of statutory and preventative Young Carers services across Camden and Islington. Young Carers are children and young people between 5 - 17 who provide some care for a parent or other family member who may have a physical or learning disability, long term illness, mental ill health or drug and/or alcohol problems. Children and young people as carers have the right to be given a choice, be treated as an individual, be given appropriate and co-ordinated support from the relevant agencies and be given the option to participate in the planning and delivery of services. The contract initial term is 36 months with a permitted extension of up to 24 months at the sole discretion of the Councils.

The contracts will be for a period of 5 years commencing on 1st June 2027 with a break clause at the end of the second year of the contract or at any time thereafter, at the sole option of the Council. The Council intends to appoint two operators to provide dockless bike hire (DBH) concession services in the London Borough of Camden. The contracts will give permission to operate DBH services in the borough. The services covered by this tender documentation are split into two Lots as follows: Lot 1: Two contracts to be awarded, for shared access to operate in the Borough. Lot 2: A single contract to be awarded, for access to operate in the full capacity of the Borough, where only one compliant tender is received. The Camden Rough Sleeping Hub provides mixed gender accommodation for people rough sleeping in Camden. The council intends to commission a service to provide immediate safe shelter for people verified as sleeping rough in the borough and to ensure they engage positively with service offers, such as health & wellbeing, financial resilience and move on, to provide a route away from rough sleeping. The current contract is fully funded through a grant from the Ministry of Housing, Communities and Local Government. The primary aim of the RSH is support the reduction of rough sleeping across Camden by supporting moves into stable accommodation, including Camden's Adult Pathway. The service is delivered 24 hours a day, 7 days a week. The service provides low threshold access to bedspaces so people can move off the streets rapidly. Move on time is targeted at up to 28 days (3 months for people with No Recourse to Public Funds). Referrals primarily come from Camden's Outreach Service. The London Borough of Camden are seeking to award a contract for the provision of the Young People's Supported Accommodation Pathway - Mixed Support service. This service contract is for young people aged 16–25-year-olds who require accommodation and support who are: • Children Looked After aged 16-17 /those for whom the local authority has a duty to accommodate • Care experienced 18-25 • Unaccompanied and separated children (UASC) The aim of the Pathway is to ensure that the young person completes each stage of the Pathway, where applicable, in readiness to live independently. The Young People’s Supported Accommodation Pathway – Mixed Support will have a minimum of 15 units. Please refer to Schedule 6 - Property Offer for further information. Suppliers who do not have a minimum of 15 units available at the tender stage should not submit a bid. We are re-tendering this contract as we were unable to appoint when the service contract was previously advertised.
