The Council has a contract in place for a system for housing, benefits and council tax which commenced in April 2022 and is expiring by the end of March / April 2027. These are key line of business systems which ensure the Council is able to manage the Housing functions and the administration of Revenues and Benefits in an effective and efficient way. The Council seeks to gain a more detailed understanding of the supplier market and range of solutions that may be available. This market engagement will help to clarify its requirements, assesses the market’s capacity and develops our future procurement strategy. Brent Council intends to commission a comprehensive Child Vision Screening Service for reception-aged children (4–5 years) attending mainstream across the London Borough of Brent. The service aligns with UK National Screening Committee recommendations for vision screening in children. This is a market engagement notice for the proposed procurement of the Brent Child Vision Screening Service. Brent Council is undertaking preliminary market engagement to better understand the provider market before determining the most appropriate provider selection process under the Provider Selection Regime (PSR). The Council have prepared a market engagement pack which consists of a draft specification, market engagement information and a separate questionnaire which requests relevant information from your organisation and your capabilities. Brent Council intends to commission a comprehensive Parent and Infant Relationship Service (PAIRS) for young families in the Borough hosted within Brent Best Start Family Hubs. The service aligns with national ‘Giving Every Child the Best Start in Life’ guidance released in 2025. The primary aim of the service is to support families with parent-infant relationship concerns and mild to moderate perinatal mental health needs. The provider will be responsible for: • Planning for how the parents and family can support their own wellbeing and that of their infant. • Assessment of the mental health and emotional wellbeing of the mother and infant, with specific attention to the mother-infant relationship and provision of interventions or referral needed to address any problems identified. • Assessment of family functioning and the impact of this on the mother-infant relationship. • Delivery of short-term interventions that are outcome focused. • Ongoing monitoring of maternal mental health as well as infant mental health. • Linking in with peer support service and signposting families. • Building and maintaining collaborative pathways with Brent Children’s Social Care, Health Visiting, CAHMS and safeguarding services • Working with other providers to develop a diversity of service provision which meets the identified needs of diverse communities using the service in Brent. • Working in co-operation with other types of service to ensure that the pathway to support is more coherent and better co-ordinated. The Council is seeking information and market feedback on modern parking management solutions suitable for the London Borough of Brent. In particular, the Council is interested in understanding the current market offering and the capability of suppliers to provide an integrated cashless parking solution alongside PCN/Notice Processing and Permit Management functionality. The Council is also exploring the potential for collaborative or joint procurement arrangements and would welcome market views on the benefits, challenges, commercial models and procurement approaches associated with such an arrangement. The Council is interested in understanding whether these services are best delivered through a single integrated solution or through separate but interoperable systems. Suppliers are invited to provide information on their current and planned capabilities, solution architecture, commercial models, implementation approach, integration capabilities and experience of delivering parking IT services within the public sector. This PME is intended solely to inform the Council's understanding of the market and the development of its future procurement strategy. Following a market engagement (2026/S 000-065663) published on 13 July 2026, the London Borough of Brent are publishing an Intention to Follow the most suitable provider process. Brent Council intends to commission a comprehensive Child Vision Screening Service for reception-aged children (4–5 years) attending mainstream across the London Borough of Brent. The contract will be for an initial period of 3 years with the option to extend for a further 2 years at the discretion of the Relevant Authority and subject to satisfactory financial and contractual performance. The Council requires the provision of Homecare Services for Adult Social Care and Children and Young People with Disabilities. A procurement will be undertaken to establish both a new Lead Provider contract and a Framework contract of providers. The Lead Provider contracts will be let on a neighbourhood basis to mirror the five integrated neighbourhood areas. The neighbourhoods are as follows: Harlesden Kilburn Kingsbury and Kenton Wembley Willesden It is envisaged there will be 4 or 5 lead providers in each area but this to be is to be confirmed. This would be supported by a framework of up to 10 additional providers. The two contracts will be procured at the same time, as separate lots, within one tender. A separate lot will be procured within the tender for specialists who can provide services to customers supported by Children and Young People’s Services. This lot will have no limit to the number of providers accepted to join this framework. The London Borough of Brent is issuing this Preliminary Market Engagement Notice in accordance with the Procurement Act 2023, to engage with the market ahead of a future procurement for Housing Related Support (HRS) services. In 2021, the Council awarded four Housing Related Support contracts on a 3+1+1 year basis. These contracts were previously managed by Adult Social Care and, following a service review, responsibility for the services will transfer to the Council’s Housing Needs Service. The current contracts are due to expire on 31 March 2027. The Council intends to commission new, outcomes-based Housing Related Support services, with a focus on prevention, independence and sustainable housing outcomes. The Council is exploring an innovative delivery model and is seeking to engage with the market regarding a potential approach involving a social investment-backed design and delivery partner. This partner would work with the Council to design the service model and subcontract delivery to frontline Voluntary, Community and Social Enterprise (VCSE) organisations. The anticipated total contract value is approximately £12.8 million over a four year term with the option to extend for a further two years. The Council is keen to engage the market at an early stage to help shape an outcome-focused service model and inform the future procurement strategy.
