The scope of this DPS is to cover all future Transport requirements that the Council procures and is segmented into different categories of transport. Providers will need to register for each transport category they are interested in. The Council will only advertise opportunities for each type of transport to those Providers registered for each category.
The categories of transport are as follows:
- Education and Social Care
- Public Transport Bus Network
- Demand Responsive Transport
Interested Providers should refer to the specifications found in Schedules A - C for details as to the requirements of the future contracts. These documents are provided in a draft state and final versions will be issued to Providers when specific requirements are called-off from the DPS.
The initial DPS period is for 8 years (96 months) and can be extended perpetually by period(s) of up to 8 years (96 months). The Council reserves the right to close the DPS at any point.

Millenium Lodge - Environmental Sensing System
Millenium Lodge is a pathfinder 28 bedded Local Authority Secure Children’s Home, it is designed around the learning taken from visits to all secure children’s homes in the UK as well as the secure estate in Norway. The home will provide care for the most traumatised, vulnerable children in our society whilst catering for children placed through the Youth Justice System and children placed on Welfare Grounds.
LCC is considering the instalment of an in-room environmental sensing system across 28 children’s rooms within the secure unit. Any requirement would be for the provision of the system hardware, guidance and support of installation (which will be carried out by the LCC contractor responsible for the build) system configuration, guidance, training and support for staff in the use of the system, operational support and maintenance of and updates of the system.
The Council needs to establish how to balance the imperative to keep children safe with the equally important duty to preserve dignity, privacy, and relational care. Children placed in secure settings are among the most vulnerable in the care system, and as such, any intervention, particularly one involving human monitoring, must be held to a higher ethical and practice threshold than would apply in other contexts.
The rapid uptake in the adoption of new technologies has generated a growing concern around privacy, transparency, inclusion, and confidentiality. Within inpatient and custodial settings, there has been intense scrutinization around the use of restrictive and intrusive practices, for example, camera-based monitoring systems
Lincolnshire County Council- Financial Accounting Valuations
Lincolnshire County Council manages a substantial and diverse property portfolio consisting of both operational and non-operational assets, including schools, offices, fire stations, libraries, investment properties, land holdings, surplus assets and leasehold interests. The portfolio comprises approximately 850 assets with a total accounting value of around £796.4 million, making it one of the Council's most significant corporate resources and a key component of its balance sheet. The portfolio is subject to a range of statutory valuation and financial reporting requirements, including rolling asset valuations, investment property valuations and IFRS 16 lease accounting valuations.
The Council is required to maintain up-to-date property valuations to support statutory financial reporting and ensure compliance with the CIPFA/LASAAC Code of Practice on Local Authority Accounting, International Financial Reporting Standards (IFRS), and the RICS Valuation Standards ("Red Book").
The Council currently operates a five-year rolling valuation programme, under which a minimum of 20% of assets are revalued annually. In addition to cyclical revaluations, the Council may require a range of specialist valuation services to support year-end accounting requirements, including impairment reviews, investment property valuations, component accounting assessments, IFRS 16 lease valuations, reviews of assets held for sale, and ad hoc valuations arising from acquisitions, disposals and changes in asset use.
To ensure continued compliance with statutory accounting requirements and to provide sufficient specialist capacity and resilience, the Council intends to outsource the valuation of its property portfolio to an appropriately qualified and experienced provider. The appointed provider will be responsible for delivering valuations and associated reporting in accordance with relevant accounting and professional standards, providing robust and auditable valuation information to support the preparation of the Council's annual Statement of Accounts.
The successful provider will work closely with both the Corporate Property and Finance teams to deliver valuation services within prescribed reporting timescales and provide clear supporting information, including asset lives, residual values, land and building apportionments, component valuations, fair value assessments and valuation narratives where required
All practitioners in Lincolnshire who work with or have direct contact with Children or Adults must have access to current national legislation and statutory guidance, alongside local policies and procedures and best practice guidance, to enable them to safeguard Children and Adults. This includes staff within Lincolnshire County Council’s (LCC) Children’s Services, Adult Services, and professionals from partner organisations and sectors, such as Police, Education, Health and the Voluntary and Community sector.
LCC therefore requires access to an online manual to host and manage policies and procedures on behalf of Children’s Services, Adult Services and the Lincolnshire Safeguarding Children Partnership (LSCP) as well as a range of safeguarding and regulatory manuals to support multi agency access to legislation, practice and policy guidance across Lincolnshire.
This service is a critical resource for practitioners across Lincolnshire, ensuring access to up-to-date legislative, statutory and practice guidance that supports safe, effective and compliant service delivery.
The services which are being procured as part of this Procurement are the removal of deceased person(s) from their place of death, or where they lie, under the Coroner’s jurisdiction directly to a mortuary or a place specified by the Coroner to allow for Coroner investigation. All arrangements must recognise the sensitive and distressing situations involving removal of the deceased. The deceased must be removed using suitable equipment and appropriate manual handling techniques ensuring no further damage to the body occurs or distress to relatives and bystanders.
LCC - Provision of Dry Mixed Recycling (DMR) Services
Lincolnshire County Council are seeking to procure services for the collection, haulage, processing, handling and sale of DMR from July 2027.
The overall aims of the project are:
(a) to minimise the quantity of DRM stored at Collection Points to reduce the risk of fire and prevent delays to WCA deliveries of DRM; and
(b) to reduce Contamination within DRM; and
(c) to maximise the quantity of DRM hauled per Load from the Collection Points to reduce the frequency of journeys and the consequential impact on traffic networks and the environment; and
(d) to minimise the environmental impact of its obligations to dispose of DRM, both in its handling and in maximising application of the waste hierarchy to its treatment; and
(e) to minimise the health and safety risks involved in its obligations to handle and dispose of DRM; and
(f) to maximise the value of the DRM; and
(g) to increase the social value of its obligations to handle and dispose of DRM; and
(h) to take advantage of any new or improved technologies, processes or practises; and
(i) to promote effective household practises to maximise the Clients' recycling rates; and
(j) to achieve a resilient and robust Service for the Client for the meeting of its obligations to dispose of DRM; and
(k) to achieve a flexible service for the Client in the event that household collection methods change in the Contract Period, for whatever reason.
