Leeds Stop Smoking Service (LSSS) will be delivered in the community and will engage and support people who smoke to stop smoking. This Service will focus on delivering support for people who smoke with, or at risk of developing a common mental health illness and /or a long-term physical health condition (the priority group) and within that, will prioritise working with groups and in areas of the city where smoking rates are higher than average for the city.

Leeds Building Services (LBS) are responsible for the delivery of Flooring Supply & Fit across Leeds. The Council intends to appoint one contractor to each lot. Leeds City Council’s internal service provider (ISP) for construction and repair works, Leeds Building Services (LBS) and Civic Enterprise Leeds (CEL) are responsible for the supply of Locks and Keys. Leeds City Council are looking to appoint one contractor to support this service requirement. The contract will run for an initial 36 months, with an option to extend the contract by an additional 12 months, The estimated annual contract value is up to £310,000, with a total estimate contract value up to £1,240,000. The procurement will be conducted as an above threshold tender in line with the Procurement Act 2023. The contract is expected to cover the supply of locks, cylinders, keys and associated components for external doors across a range of building types, which may include residential properties and other Council-owned assets. Technical Requirements All products supplied must comply with relevant British Standards, Secure by Design principles and any applicable industry standards, including the NHF Schedule of Rates (Version 8) and the Council’s own specifications. For external doors, lock and cylinder requirements include: • Secure by Design (SBD) approved products. • British Kitemarked cylinders. • TS007:2012 3-Star rated cylinders. • Cylinders tested to BS EN 1303:2015. • Sold Secure Diamond (SS312) accreditation. • Multi-point locking mechanisms compliant with applicable standards. • Locking systems tested to PAS 24 and stamped as Secure by Design where required. • Multi-point espagnolette locking systems where applicable. • Double profile cylinders with a minimum of five pin tumblers. • Anti-bump functionality as a minimum requirement. • Nickel-plated brass cylinder finish. • Large thumb-turn cylinders where required to support accessibility and ease of use. • A minimum of three keys supplied with each cylinder. • Security chains for front entrance doors where applicable. Key Systems The Council may require a range of keying arrangements, including: • Standard keyed systems. • Keyed alike systems. • Master key and sub-master key systems. • Restricted or patented key systems to provide enhanced key control and security. Existing Key Systems Some locations operate suited key systems and managed access arrangements. Contractors should be able to: • Supply replacement cylinders keyed into existing suites where required. • Provide replacement keys. • Maintain key integrity and security. Existing Locking Systems The Authority currently uses a number of existing lock and key systems which suppliers should be capable of supporting or providing compatible alternatives where appropriate. These include: • Suited Mul-T-Loc cylinders including: o Size 8 padlocks o Size 10 padlocks o L13 cylinders o L20 cylinders o L600 cylinders • Yale 1862 lock cylinders. The Authority cannot guarantee volumes. Historical demand indicates several hundred lock and key transactions per annum across a wide range of lock types and security systems. Leeds City Council is looking to appoint a suitable contractor for the supply, installation and refurbishment of a shipping container/other container solution to replace an existing modular classroom at Seacroft Grange Primary School which is no longer fit for purpose. The new unit will form a single storey building and will provide up to 32 additional school places. This procurement will also include the re-provision of existing SEN accommodation and 3 general teaching spaces

Leeds City Council is looking to commission a citywide Neighbourhood Reablement service to be delivered by CQC registered Homecare providers. This will be a transitional, temporary service, primarily for people who are clinically fit for discharge from hospital, but who need a short period of outcome focussed, reabling support to maximise their independence and reduce or remove the need for a long term care package.

Leeds City Council’s internal service provider (ISP) for construction and repair works, Leeds Building Services (LBS) are responsible for installing Specialist Flue Systems in line with Gas Safety Regulations. This will involve the design, supply, installation and commission of bespoke flue systems including pressure testing. The contractors will be expected to survey, design, supply components, install and commission bespoke chimney/flue systems for combustion appliances (mainly natural gas but may on occasion include heating oil and wood pellet fuelled appliances). Each installation will be unique to the individual site. The overall contract may include some maintenance and repair work to existing flue systems. A typical installation project will include: 1. Site survey of proposed location with details of proposed appliances. 2. Provide a design compliant with BS EN 13384. 3. Supply and install components. 4. Commission system to BS EN 15287. To include a positive pressure test where the flue is P1 pressure or above. (This will be the case in the majority of projects). Leakage rates to be less than the maximum permissible listed in IGE UP/10. Provide pressure test result certificate. 5. Supply and fit flue notice plate, including the designation of flue as described by BS EN 1443. 6. All design, install and commissioning with due regard to Gas Safe technical bulletin 163. Expected exclusions. Some services may not be provided by the specialist contractor including: 1. Removal of redundant flues at the site. 2. Installation of condensate drainage pipework. Leeds City Council are looking to establish a multi-supplier framework (up to three suitably qualified contractors) with mini competition call-off arrangements. The Framework cannot guarantee a minimum volume or value of works and requirements will arise on an ad hoc basis. The procurement will be conducted as a below threshold tender in line with Leeds City Councils Contract Procedure Rules (CPRs) and the Procurement Act 2023.
