The scope of the work is mechanical or electrical engineering work for new build, extensions, adaptations and refurbishment. The scope of work typically includes, but is not limited to, • Lot D Mechanical - replacement boiler plant and associated equipment, wiring and controls, and or replacement heating installations to existing buildings. • Lot E Electrical - rewiring of existing buildings. Other specialist installations may be considered within the particular experience and expertise of the particular partner. Typically the work will cover the following sectors and some projects may incorporate a combination of more than one: • Education (including Community & Sport) • Leisure (Libraries & Museums) • Adult/Children's Social Care • Civic & Corporate • Offices • Landscaping, environmental, external works & playing fields The work will be carried out in both urban and rural environments. The framework will consist of the following lots and anticipated number of contractors per lot: 1. Lot D Mechanical - up to six contractors to act as mechanical partners 2. Lot E Electrical - up to six contractors to act as electrical partners. Tenderers responding to this ITT may bid for either or both lots.

Lancashire County Council (the Authority) wishes to establish an open Provider List of Break Time and Short Breaks Providers who are suitable, capable and experienced to deliver the required services. This will greatly improve choice and the ability to meet the needs of children and young people with appropriate services. Short Breaks Services ("the Services") are essential for children with disabilities, their parents and their carers, to ensure better outcomes and to prevent escalation of their needs, where possible. The term 'short breaks' describes services that help adult parent/carers to more effectively provide care for their disabled child by providing them regular breaks The Services commissioned from the Provider List are listed below and will support the Authority in fulfilling its statutory duty to provide a full range of Short Break Services to children/young people with Special Educational Needs and Disabilities ("SEND") which is sufficient to assist their primary carers to continue to provide care or to do so more effectively. The Lots have been developed to cover the range of Services available and have been grouped to align to the service area types and Service User's needs. Applicants are invited to apply for all or any of the following Lots and there is no restrictions for the number of lots they can successful in: Lot 1a Break Time Lot 1b Break Time Plus Lot 2a Day Time Short Breaks 2b Day Time Personal Care Lot 3 Night Time Overnight Short Breaks Lot 4 Intensive Positive Behaviour Support It is intended that the Provider List will remain effect for 5 years, with option to extend on one or more occasions, save that the length of this Provider List Agreement shall not exceed a maximum of 7 years. Service Contracts can be awarded as call-off contracts as detailed within the ITP. This procurement procedure is considered to be subject to the Light Touch Regime under the Public Contracts Regulations 2015. The Provider List is an open list: Applicants can apply to join during its term if the Applicant satisfies the selection, quality and price requirements and is able to deliver the Service as described in the Service Specifications. Evaluations of new Applications will take place annually as detailed in the ITP. The Authority reserves the right to evaluate sooner. Exact Application Evaluation deadlines dates will be communicated via the Sourcing portal as an online discussion or any other format which the Authority stipulates. It is the Authority's intention to evaluate new Applications annually or once 10 new Applications are received, whichever occurs sooner. Lancashire County Council is seeking to establish a Dynamic Purchasing System (DPS) for Cleaning & Facilities Services.

Lancashire County Council (the Council) is in the process of undertaking a review of Direct Payments Support Services. The Council is yet to determine how these services will be commissioned.

This Tender is being published to support the Local Electric Vehicle Infrastructure (LEVI) fund, which is a major UK government initiative, administered by the Office for Zero Emission Vehicles (OZEV), designed to support local authorities in England to roll out electric vehicle public charging infrastructure. The scheme aims to assist residents without off-street parking in transitioning to electric vehicles (EVs). The Authority has been awarded £10,111,000 for the provision of public EV Chargepoints from the Local Electric Vehicle Infrastructure (LEVI) Capital fund, funded by the Office for Zero Emission Vehicles. Additionally, the Authority has secured £400,000 from the LEVI Pilot fund specifically for the delivery of lamppost-integrated Chargepoints. Delivery of the Pilot project has been included as a required element in this tender to ensure there is an integrated and consistent approach to EVI provision. The Authority's contribution towards the works required to deliver the Contract is £10,511,000 which is aggregate sum of the LEVI Capital fund the LEVI Pilot fund as set out above. This Procurement and subsequent Contract is offered and will be delivered as a single lot covering the whole county. The Authority's desire is that installations can be balanced across the more commercially viable and the less commercially viable areas across the county. An experienced CPO with the technical expertise to deliver at the required scale and at pace is vital for a contract of this size. Modelling conducted for the Local Electric Vehicle Infrastructure (LEVI) Strategy link: 'https://www.lancashire.gov.uk/media/945415/the-lancashire-and-blackburn-with-darwen-electric-vehicle-infrastructure-strategy.pdf' supported by forecasts from Cenex and Transport for the North, indicates that Lancashire will require a minimum of 6,200 charging Sockets by 2030. The number of individual units (Chargepoints) will depend on the use of technology, i.e. 7kW or 50kW+, and the number of Sockets per Chargepoint, and will be determined as part of this tender. Looking ahead to 2035, demand modelling suggests that the number of required Sockets will rise to at least 11,000 to accommodate the county's expanding electric vehicle fleet. This forecasting does not form a part of the minimum criteria for this Tender, however, the Authority remains committed to delivering the highest possible level of provision for residents by leveraging both the Local Electric Vehicle Infrastructure (LEVI) fund and private sector investment. References to 2030 and 2035 are aspirational dates only from forecast modelling. The minimum criteria for this Tender has been set out in Appendix 3 of the tender documents, these are available via the Authorities e-sourcing portal Oracle Fusion. The final number of Sockets to be delivered will be determined through the Tender evaluation process. Accordingly, Tenderers are encouraged to submit their most competitive proposals for delivering Electric Vehicle Infrastructure across Lancashire. The Authority is supported by cenex 'Centre of Excellence for Low Carbon and Fuel Cell Technologies' in conducting this procurement.
