LNER is looking to procure a new solution with the ability to provide LNER customers and on train staff with high-quality Wi-Fi on LNER's fleet of 65 trains:
The current fleet encompasses 43 x 9 car trains carrying up to 615 passengers and 22 x 5 car trains carrying up to 302 passengers. There will be additional 10 trains with similar numbers to the 9 car trains in the future.
The requirement covers the provision and installation of relevant hardware, delivery of end-user service and provision of data backhaul, also including authentication and data capture.

London North Eastern Railway (LNER) is undertaking pre-market engagement to understand which suppliers can provide and support an integrated ticketing and revenue protection ecosystem across onboard and station environments.
The anticipated scope includes:
• Onboard mobile ticketing and revenue protection software for Train Managers and Revenue Protection Officers, including eTicket validation, ticket issuing, offline payment validation and revenue protection workflows.
• Station ticketing capability, including fixed ticketing positions and mobile station-based ticketing for Travel Centres and other station environments.
• Frontline hardware estate and accessories, including handheld devices, scanners, payment devices, printers, charging equipment, docking stations, peripherals and associated lifecycle management.
• Integration between onboard equipment, ticket scan data and revenue protection applications, including the data needed to support Unpaid Fare Notices, Travel Irregularity Notices, reporting, audit trails and exception management.
• Integrated payment processing services capable of supporting secure online and offline transactions, reconciliation, refunds, disputes and commission handling where applicable.
• Implementation, transition, support and maintenance services, including service desk, incident management, device management, software updates, cybersecurity, reporting and continuous improvement.
The purpose of this engagement is to understand market capability, delivery models, potential lotting, dependencies, risks, commercial models and innovation opportunities before any procurement route is finalised.
The Electronic Ticket Validation Database (eTVD), Enterprise Reservation Systems and the separate Hitachi/onboard train-light data software development requirement are outside the scope of this market engagement and will be considered separately."
Procurement of Bulk Fuel Supplies for London North Eastern Railway Limited
London North Eastern Railway Limited (hereinafter LNER) is running this procurement for bulk fuel supplies for its Clayhills Depot in Aberdeen, which supports LNER's operational and engineering activities in the North of Scotland, under the competitive flexible procedure pursuant to sections 19 and 20 of the Procurement Act 2023.
The estimated annual volume of product is 6,200,000 litres - Product Specification: Gas Oil to BS EN590 Diesel for use in UK Railway vehicles. Dyed for off road purposes.

FPA Consulting Limited (hereinafter referenced as FPA) has been employed by LNER to act as procurement consultant and advisor to LNER for this procurement. In the event of a contract award, the successful Bidder will enter into a direct contract with LNER and not FPA.
LNER proposes to enter into one contract with the successful Bidder for a 12-month period from 1st April 2027 with contract extension options for a further period of 12-months followed by 12-months giving a maximum potential period of 36-months.
LNER App and Website Development, Support and Maintenance (RM6190)
LNER is undertaking preliminary market engagement to help inform the procurement strategy, contract scope and specification for for its retender of the LNER Website and Mobile App support, maintenance and development contract
LNER intends to utilise the GCA Open Framework RM6190 Lot 5 https://www.gca.gov.uk/agreements/RM6190 for a further competition.
