Extension of existing Dynamic Purchasing System (DPS) for the Supply of Temporary Accommodation
This is a further extension to the Council's Dynamic Purchasing System (DPS) for Supply of Temporary Accommodation.
The authority is extending the validity of this existing DPS for a further 33 month period starting from 12th May 2026 until 23 February 2029.
Please note that organisations can apply to join the Council's DPS at any time during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply.
If an organisation admitted to the DPS ceases to satisfy the Council's selection requirements it is likely to be excluded or suspended from taking part in any competition.
If an admitted organisation fails one of the grounds for exclusion during the validity of the DPS the Council may be required to remove the supplier from the DPS.

This Dynamic Purchase System has a total estimated value of £714,600,000 excluding VAT (the estimated value of this extension is £396,000,000 excluding VAT) covering the period from its establishment in 2020 to the end of the period of its validity.
For the avoidance of doubt, those providers that are already on the existing DPS do not need to respond to this contract notice as they are already admitted.

This removal service forms a critical element of the wider parking enforcement operation, directly supporting the Council's statutory duties in traffic management, road safety, congestion mitigation, and air quality improvement. Effective removal and enforcement activities help ensure the free movement of traffic, encourage modal shift towards walking and cycling, and contribute to the borough's economic resilience. The current contract is nearing expiry, necessitating re procurement to maintain continuity of service provision across the borough. In addition, this renewal contract will allow other local authorities to use contract services.
The key outcomes for this service will focus on deliver an improved customer experience through clear communication, timely responses, and full transparency, while ensuring the prompt removal of abandoned, obstructive, or nuisance vehicles to maintain safety and traffic flow. Effective enforcement against persistent offenders will support fairness and compliance by targeting vehicles with multiple unpaid Penalty Charge Notices, and urgent cases affecting emergency access, vulnerable road users, or critical movement routes will be prioritised to enable swift intervention where risks are greatest.
Passenger Transport Services for London Borough of Newham
The London Borough of Newham (‘the Council’) intends to establish an open framework for the provision of passenger transport services. The provision is primarily for children with special educational needs and disabilities (SEND) – for home-to-school and return journeys. Journey types will include a mix of multi-passenger routes, and some single-passenger routes. The provision will operate primarily within the London Borough of Newham and surrounding boroughs. The provision will include a range of vehicles – cars, multi-purpose vehicles, and minibuses – with wheelchair accessibility where specified by the Council. Passenger assistants will form a part of the requirements.
The current bought-in provision has the following passenger and route summary:
* There are approximately 150 passengers, across approximately 50 routes, across a variety of vehicle configurations.
* Approximately 45% of routes are single passenger.
* The majority of routes carry three or fewer passengers.
* A smaller proportion of routes accommodate higher passenger numbers of up to nine.

The Council also operates an in-house provision for passenger transport – and it is anticipated that an increasing amount of provision will shift in-house over time.
