Passenger Transport Services for London Borough of Newham
The London Borough of Newham (‘the Council’) intends to establish an open framework for the provision of passenger transport services. The provision is primarily for children with special educational needs and disabilities (SEND) – for home-to-school and return journeys. Journey types will include a mix of multi-passenger routes, and some single-passenger routes. The provision will operate primarily within the London Borough of Newham and surrounding boroughs. The provision will include a range of vehicles – cars, multi-purpose vehicles, and minibuses – with wheelchair accessibility where specified by the Council. Passenger assistants will form a part of the requirements.
The current bought-in provision has the following passenger and route summary:
* There are approximately 150 passengers, across approximately 50 routes, across a variety of vehicle configurations.
* Approximately 45% of routes are single passenger.
* The majority of routes carry three or fewer passengers.
* A smaller proportion of routes accommodate higher passenger numbers of up to nine.
Please note that the number of passengers, routes, and configuration of routes is subject to change, related to the nature of the services and other factors.
The Council also operates an in-house provision for passenger transport – and it is anticipated that an increasing amount of provision will shift in-house over time.
