This is a further extension to the Council's Dynamic Purchasing System (DPS) for Supply of Temporary Accommodation. The authority is extending the validity of this existing DPS for a further 33 month period starting from 12th May 2026 until 23 February 2029. Please note that organisations can apply to join the Council's DPS at any time during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply. The London Borough of Newham intends to re-procure an online platform that will provide accessibility data on local venues/amenities, which will be free to access for all residents. The provider will be required to assess each venue/amenity and publish their findings online in accessible formats and appropriate languages. The information should be published on a website that is free to access and does not require people to register or download an App in order to access it. The type of venues/amenities to be assessed will include, but are not limited to, - Public transport - Shops & markets - Pubs, clubs and other hospitality venues - Museums, parks and gardens - Cinemas & theatres - Tourist attractions - Sports and leisure facilities. The venues/amenities to be assessed/reviewed will be agreed on an annual basis with the Council. The assessments must be conducted by trained surveyors and must consider, as a minimum, the following aspects of each venue/amenity, as appropriate. - Physical accessibility, including doorways, ramps and level access - Accessible toilet facilities including gender inclusive toilets, stoma friendly toilets and baby changing facilities - Sensory accessibility such as assistive listening and audio description - Parking - Accessible public transport links - Neurodiverse-friendly spaces - Assistance dogs (and other animals). London Borough of Newham is undertaking a recommissioning review of its short breaks offer for children and young people with Special Educational Needs and Disabilities (SEND). The Council is seeking to engage with current and prospective providers, voluntary and community sector organisations and other interested stakeholders to help inform the future design and procurement of short breaks services. The purpose of this engagement is to: •Share the Council's emerging commissioning intentions and service model. •Gather feedback on the proposed service structure and delivery approach. •Understand market capacity, innovation, and opportunities for collaboration. •Explore how providers can support the delivery of positive outcomes for children, young people, and their families. •Inform the development of any future procurement process. The Council is exploring a tiered short breaks model, comprising a combination of specialist and targeted provision that responds to individual needs. The model is intended to promote inclusion, independence, wellbeing, community participation, and positive outcomes for children and young people. The requirement is for children's welfare/social care services (CPV 85311300-5 and/or 85300000-2), which are classified as Light Touch Services. The estimated contract value of £1.7m exceeds the current Light Touch threshold of £663,540 (including VAT) and is therefore subject to the Procurement Act 2023 provisions applicable to above-threshold Light Touch Contracts.

The London Borough of Newham is looking to commission a new Voluntary, Community and Faith Sector (VCFS)-led befriending and navigation service, to complement our existing Best Start Family Hubs offer. This service should be flexible and accessible, supporting Newham families from pregnancy to age five. We are particularly interested in commissioning a model with multi-channel access, for instance with a telephone helpline and additional options such as text, WhatsApp, web-based or other virtual channels. At this stage, we want to test the market on a model that could act as a trusted first point of contact for parents and carers, particularly during out of hours periods such as evenings and weekends when other services are less available. The intention is that the service would combine informal emotional support, 'a listening ear', with practical advice, including signposting and referrals. The overall aim is to reduce isolation, build parental confidence, engage seldom heard groups, and support families to navigate local services and systems. This service will utilise a peer support approach that reflects Newham’s diverse communities, recruiting and training local volunteers to deliver elements of the offer. We would expect the service to connect closely into the Best Start Family Hubs network, enabling warm handovers and ongoing light-touch support until families are successfully linked into wider provision. Alongside the core phone offer, we are also interested in how providers might use outreach, community engagement and digital channels to extend reach, particularly to underrepresented groups who may not access traditional services.
