This is not an invitation to tender. Havering currently has circa 200 Ukrainian Refugees, around half of whom are women and half of whom are children. There are also circa 250 asylum seekers housed within a contingency hotel, all of which are adult males. One of the priority health needs for this cohort, is the provision of a mental health and wellbeing support service. This cohort tends to display symptoms of PTSD, depression and anxiety at levels far greater than the general population. This is often due to the severe trauma they have experienced or witnessed before arriving in the UK but can sometimes be due to what they experience whilst here. Asylum seekers and refugees are some of the poorest and most marginalised in society, arriving in a new country and navigating the healthcare landscape can be challenging, being able to travel to health & wellbeing services located throughout the borough can become an impossible ask for many as they simply do not have the financial means to get to all available services. There is also a significant lack of understanding and trust in mental health services amongst this cohort and a subsequent reluctance to seek mental health support. This is principally due to how mental health is often perceived in their countries of origin, which tends to still elicit a fearful response when reference is made to referring into our mental health services. This has led to extremely poor uptake and engagement with existing mental health services amongst asylum seekers and refugees. A number of asylum seekers have indicated that they also fear seeking such support may negatively impact their asylum applications. Unlike neighbouring boroughs, such as Redbridge and Waltham Forest, Havering does not have a mental health service that is bespoke for refugees. Like most London boroughs, we are seeing an increase in the number of asylum seekers and refugees. A specialist asylum seeker and refugee mental health service is therefore needed to provide parity between Havering and neighbouring boroughs, but also, the skilled expertise of clinical psychologists that are trained to deal with such cases is a current gap in service provision for Havering. Having an outreach element is vitally important to the service we are looking to launch, as we want our clinical psychologists to be on site, operating from locations that are easiest for asylum seekers and refugees to access. This removes the transport barriers that currently act as blockers to accessing wider mental health services, allows clinicians to be seen to build trust and rapport with our asylum seekers and refugees, so that they feel better able to access services and can better understand the support available. Smoking remains the leading preventable cause of premature mortality and ill health with the biggest inequality impact amongst people with severe mental illnesses (SMI). Smokers with SMI are more nicotine dependent, more likely to develop smoking-related illnesses and die, on average, 10 - 20 years earlier than the general population. Smoking has been identified as the single largest cause of the life expectancy gap within this group with estimates of 50% of deaths in people with SMI attributable to smoking (Callaghan, 2014). The Stop Smoking Service for people with Serious Mental Illness will be a pilot service for 18 months. This is expected to be an innovative service providing a range of interventions to maximise opportunity for people with SMI to either quit smoking or reduce the number of cigarettes smoked. We recognise that one provider may not be able to provide all the elements required for this service as detailed below and we therefore encourage collaboration between providers especially where one provider has more experience in one area such as group support sessions for people with SMI. We would therefore like to hear from potential providers interested in exploring a new approach to delivering this service either on their own or in conjunction with another provider. LBH has partnered with health to seek a provider to deliver a preventative offer for people with Autism and LD to reduce demand on statutory services. This contract will be a total length of 3 years with a possible 1-year extension. This must be an all-age offer to complement our recently published All-Age Autism Strategy 2023-25. We are looking to commission a preventative contract to reduce demand for statutory services for Autism and other related conditions. It is envisaged that the service will be split into a pre and post-diagnostic offer to mirror the clinical ASD pathway to ensure a holistic approach to an individual's diagnosis journey. This will include developing professional working groups to escalate cases to prevent crisis interventions and monitor demand with various health colleagues. Havering Council is seeking expressions of interest from suitably experienced and competent Providers as it looks to commission a supported accommodation service that will support adults with mild to moderate learning disabilities to improve their independent living skills and resilience. It is intended the opportunity will be published in February 2023 with a contract start date of 1st December 2023. This is not an invitation to tender. Providers will need knowledge and experience of providing supported accommodation services with a deep understanding of the needs of people with learning disabilities. It is intended the service for tree maintenance will be procured this year with a contract go-live summer/autumn 2023. The Council is considering a 5 year contract with a 2 year extension option. The London Borough of Havering has an established Complex Placements Framework Contract that uses a dynamic purchasing system to commission care and support packages for people with either a single or combination of learning disabilities, mental health needs, physical disabilities, sensory disabilities and other complex vulnerabilities (e.g. autism spectrum disorder). Complex Placements Services will tailor to customers' individual needs, including developing and maintaining their physical, intellectual, emotional, social and independent living skills. The support they receive should deliver positive outcomes and aim to achieve the personal goals of customers, as identified in the customer's support plan. A Dynamic Purchasing System (DPS) is a completely electronic system used to purchase commonly used goods, works or services. The DPS is divided into categories of services commonly sometimes referred to as lots. From 1st March 2023, Lot 2 of the Havering's Complex Placements Framework Tender will be utilising the requirement stated in the Lot 2, tender documents for short term respite placements. Short term respite placement opportunities will be available for providers to submit their applications in the near future.
