London and Quadrant Housing Trust - Cermaic Wall Tiles Supply Only 2026 - 2030
This procurement relates to the supply of Ceramic Wall Tiles, covering both New Build and Major Works programmes.
The estimated total value of the Framework Agreement over the four-year term is £3,523,648, comprising Lot 1 (New Build) and Lot 2 (Major Works).
The Framework Agreement is for the supply of goods only. Products must be supplied directly to L&Q by manufacturers, and submissions from distributors, wholesalers, resellers or other intermediary organisations will not be accepted.

Competitive Flexible Procedure - Manufacturer Framework to Supply Sanitaryware
• Establish a compliant multi lot framework that delivers value for money, quality, and continuity of supply. The framework will be divided into the following lots, Lot 1 New Build(Supply Only and Lot 2 Major Works/Refurbishments (Supply Only). L&Q intends to appoint a minimum of two suppliers but reserves the right to appoint more or fewer depending on the outcome of the procurement.
• L&Q intends to procure the Framework using a three-stage Competitive Flexible Procedure comprising Stage 1 - Selection Questionnaire (PSQ), Stage 2 - Invitation to Tender (ITT), and Stage 3 - Negotiation and Best and Final Offer (BAFO), followed by contract award. A minimum of the top three ranked Tenderers from the ITT stage will ordinarily be invited to participate in the BAFO stage; however, L&Q reserves the right, at its sole discretion, to invite any number of Tenderers to this stage.
• As part of the BAFO stage, L&Q may require Tenderers to participate in clarification meetings, interviews, presentations, demonstrations, and/or site visits to further evaluate proposals and inform the final assessment. The meetings may take place face to face or virtually online. Details of any such activities, including the evaluation approach and scoring methodology where applicable, will be communicated to Tenderers in advance.
• L&Q also reserves the right not to undertake Stage 3 - Negotiation and Best and Final Offer (BAFO) and may proceed directly to contract award following Stage 2 - Invitation to Tender (ITT) where it considers this to be appropriate.
• Ensure commercial certainty and added value, requiring fixed pricing for a minimum of 12 months from Framework commencement, delivery of social value equivalent to 1% of the end of year contract value, and the inclusion of plot based rebates where applicable.

L&Q Mobility Lifts Servicing & Maintenance
This Contract covers the provision of inspection, servicing, maintenance, repair and associated works for:
• Domestic Mobility Lifts and Lifting Equipment, and
• Passenger Lifts located within communal residential buildings
across London & Quadrant’s property portfolio.
These asset groups have distinct operational, technical and risk characteristics:
• Mobility equipment supports individual residents, often within their own homes and frequently involving vulnerable users
• Passenger lifts serve multiple residents and the wider public, typically operating in high-traffic communal environments where uptime and public safety are critical
Contractors are required to deliver a service model that is proportionate, responsive and tailored to each asset type.
Contractors shall service and maintain (non-exhaustive):
A - Domestic Mobility Equipment
• Slings, Bathing Equipment, Electric Beds, Hoists, Platform lifts, Stairlifts, Through Floor Lifts and other domestic lifting / accessibility equipment
B - Passenger Lifts
• Traction Lifts (geared and gearless), Hydraulic Lifts, Machine Room Less (MRL) Lifts, Firefighting/Fireman's Lifts and Goods Passenger Lifts
These assets may vary in:
• Age
• Manufacturer
• Technical Complexity
• Usage intensity
L&Q North West (NW) Servicing & Maintenance of Active Fire Assets
This contract covers the statutory servicing, maintenance, remedial works, and associated support services for Active Fire Safety systems across L&Q's North West housing portfolio.
The contracts are intended to ensure that all applicable fire safety systems remain compliant, operationally effective, and supported by auditable evidence at all times, thereby contributing to the L&Q's overarching objective of keeping residents, staff and buildings safe.
he contracts cover all Active Fire Safety assets installed within the Employer's portfolio, including:
• Existing operational stock
• New build handovers
• Assets transferred into the portfolio during the contract term.
Services include:
• Planned servicing and maintenance in line with statutory and compliance requirements
• Reactive and emergency attendance following faults, failures, or alerts
• Out-of-hours response for life-critical systems
• Remedial works arising from:
o Planned servicing inspections
o Reactive reports via L&Q's call centre
o Notifications from the Fire Safety Team or Neighbourhood Housing Leads
o Fire Risk Assessment (FRA) actions
o Other inspection programmes or projects (E.G. EWS1, AOV programmes)
Asset servicing frequencies vary by system type and are defined by the applicable British Standard, manufacturer guidance, and L&Q's compliance plan.
Asset volumes are indicative and may vary during the contract term. No minimum volume guarantee is provided. Contractors must maintain sufficient capacity to accommodate reasonable portfolio change.
