The services are accommodation based specialist mental health supported living and residential\r
care services for residents who experience a severe and enduring mental illness, such as psychosis and moderate/ severe depression. They enable people with eligible mental health needs to maximise their rehabilitation when moving along the pathway from hospital or other care setting to independent living in their own home. The redesign and procurement of the\r
pathway proposed would enable people to be suitably accommodated closer to home within the least restrictive setting whilst preparing for independent living.
2. This contract is to deliver a legal case management system to replace the current onsite server based system (Prescient+) with a software as a service ("SaaS") based system which is located in the cloud.
Contractor to deliver Water Systems (Legionella Control) Monitoring, Testing, Servicing and Associated Remedial Works for the control and prevention of Legionella.
The contract period will be for 48 months from an estimated start date 01/02/2023 with option to extend for a further two periods of up to 36 months each.

The providers will work closely with a variety of council officers and health partners in order to deliver the service, this can include (for example), Bright Start, special educational needs and disabilities (SEND) team, safeguarding, finance and the Family Information Service (FIS). Multi-disciplinary working is essential for delivering outcomes for children and their
families.
This procurement was conducted in accordance with the Public Contracts Regulations 2015, under Chapter 3 Section 7 Social and Other Specific Services (known as the light touch regime). Under Regulation 76 the council is free to establish a procedure, provided the procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers). The procedure was based on the open procedure.
The providers will need to have a strong governance structure in place and a finance team which is able to understand the complexities of various funding streams from the council and Department for Education. This contract is funded through a mix of core council funding, parental contributions and Dedicated Schools Grant funding from the Department for Education. The budget is subject to annual review to take into account changes in the government subsidy and levels of participation which may fluctuate on an annual basis.
Framework agreement for the provision of Nightly Purchased Accommodation.

The estimated value of the nightly paid temporary accommodation contracts that may be awarded by Islington Council under the framework agreement is estimated at between £0 and £52m over the forty-eight (48) months period.

The provision of fifteen (15) residential care home beds for older adults with alcohol misuse and mental health care needs. The residential care service will be based in the borough and rated at least 'Good' by the Care Quality Commission (CQC).
Borough-wide annual inspection and testing and, where needed, repair of lightning protection equipment primarily located in Islington Council residential blocks, community centres and reception centres.
The council requires an IDVA service which will advise and support all survivors of domestic abuse to meet their needs including health, autonomy, resilience, and stability. The IDVA service will also work to improve the safety of survivors and their children and aim to prevent further harm taking place.
The service will provide one-to-one support to survivors, co-ordinating multi agency provision
and providing practical solutions as well as emotional support, and will:
meet the needs of and provide services to all survivors, including LGBT and male survivors
demonstrate anti-racist values through actions and through accountability to Black, Asian and minoritised survivors through accountability, collaboration, inclusivity, and intersectional representation

To enable us to do this we require a service provider who is knowledgeable about the impact of VAWG on diverse communities, experienced in delivering domestic abuse services and who will work innovatively to meet the needs of survivors.
The contract is for the provision of care and support at an established supported living service at Dingley Road. The ten people residing at the scheme will have a low to moderate learning disability but may have additional needs.

The programme sets out to make the best use of technology to accelerate channel shift from traditional, and costly, channels such as a face to face and telephone to digital by making it the channel of choice whilst always considering access to services for those that are digitally excluded. To achieve this, the Council needs to invest in redesigning all our digital, telephone and face to face channels.

Islington Council - Community Wealth Building has a number of sites across the corporate estate with Building management Systems (BMS) systems managed by various suppliers. There is a opportunity from the Energy Opportunities Fund to upgrade all BMS systems to a IQ4 Trend system and have this managed by one supplier. This will mean a cost saving to the council both in terms of service delivery and a energy saving working towards Islington's Carbon Zero target in 2030.
There will be benefits to the cost of managing BMS servicing and repair by using a single contractor.
With more accurate oversight and visibility of controls and sensors it will be possible to reduce energy consumption and still keep a high level of thermal comfort for staff and residents.

This service will provide high quality, inclusive early education and childcare to children under
five years old. Providers must have previous recent experience of delivering Ofsted-registered,
high quality early education and childcare to meet the minimum requirements for this tender and
will need to evidence this.
The provider will have a sound knowledge of working within the Early Years Foundation Stage
Framework and contribute to the outcomes as identified within the specification.

The provider will understand and adhere to all safeguarding and child protection requirements
as set out by the London Safeguarding Children's Board and comply with local safeguarding

The council has an existing lease contract for its corporate laptops which expires 30th August 2023. The new contract will provide continued technology support for staff and enable continued access to the council's digital systems.
It is necessary to replace the current laptop estate with new devices which provide improved energy efficiency and other productivity enhancements that come with Windows 11. The new contract will deliver approximately 5,120 new laptops on a 4-year lease agreement.
