Homes England are issuing this notice in relation to the construction of Brookleigh Primary School, located to the north of Burgess Hill within the County of West Sussex. The school site forms a parcel of land within a wider development at Brookleigh (also known as Northern Arc). Brookleigh is intended to deliver 3,500 homes, as well as other non- residential uses including the school. The anticipated start on site is January 2028 with a 19-month construction period, with the school ready for the start of the Autumn term September 2029 and the outline scope of works is to include the following; • Primary School building incorporating classrooms, halls, studios, dining and kitchen area, learning resources (including library), staff and administration areas, storage areas, toilets, front of house and back of house areas, etc. • External Works including hard and soft landscaping, sports pitches, canopies, boundary walls, etc. Outline planning consent for Brookleigh was granted in October 2019 (reference DM/18/5114) and Resrved Matters decision May 2026 (reference DM/25/2640) . Wychavon New Town is being advanced as a strategic, masterplanned development of significant scale within Wychavon District, with current proposals centred on delivering around 10,000 new homes alongside a substantial range of supporting uses. The scheme is planned to include a series of neighbourhoods supported by up to five primary schools and at least one secondary school, as well as early years provision. In addition to residential development, the new town is expected to provide a strong commercial and employment offer, including dedicated employment land, business space, and local centres incorporating retail, food and drink, and community services. Green infrastructure is a core component, with extensive open space, parks, and active travel routes integrated throughout the development. To achieve this, Homes England requires the assessment, planning, design, delivery, ownership and maintenance of reliable utility infrastructure that meets the needs of the new town. This opportunity will only be suitable for registered providers who hold an active IDNO license issued by OFGEM. Please refer to procontract for further details contained within the questionnaire. There is no previous pipeline notice for this opportunity as detail around who the Contracting Authority (CA) would be was unknown, this is now agreed and the CA is Homes England. All dates and costs within this notice are indicative and can be subject to change.

The works involve delivering archaeological mitigation across Northstowe Phase 3A, specifically within sub-phases 3A1, 3A2, 3A3, and 3A5. The appointed contractor will be responsible for all tasks required to complete archaeological investigations, manage interfaces with the wider project team, and support the discharge of Planning Condition 45 for Phase 3A.
