The Moorfoot Catalyst site is one of the identified priority areas which is situated in a distinctive gateway location into the city centre, inside the ring road (St Mary's Gate) and to the south of The Moor and Fitzwilliam Gate, bookending Sheffield's primary retail core. The area has been identified by Sheffield City Council (SCC) and Homes England for a major residential-led mixed use regeneration project.
The scope of the proposed procurement opportunity includes the former Wickes (Plot 1) and the Moorfoot building, associated public realm and Moor Retail (Plot 2) as part of a first phase of development (‘Phase 1’).
Homes England wishes to reserve the option to extend the procurement to include further plots within the Catalyst Site yet to be assembled.
This notice references an estimated value of £300m (exclusive of VAT) this is deemed to be the higher end of the estimated Gross Development Value (GDV) of Phase 1 at this stage. This value is an indicative GDV and is subject to change. As no VAT treatment has been established both inclusive and exclusive VAT figures are the same.

Broad Marsh (‘the site) comprises around 11 acres of brownfield land within Nottingham City Centre. The site is around c. 0.2 miles north of Nottingham Train Station and c. 0.3 miles south of Nottingham Council House.
The site is formed of three components:
• The former College
• The former NCP car park
• The former Broad Marsh shopping centre
Homes England purchased the site in March 2025. Since then, Homes England is delivering on a package of enabling works to include site surveys, demolition of the remaining structures, and concluding key site due diligence, to prepare the site for development.
Homes England is now considering appointing a Master Development Partner to prepare and deliver a master plan for the site, secure planning permission/s, and bring forward a multi-phase mixed use development, which delivers commercial value and social impact.

Homes England is issuing this pipeline notice for a potential works contract at Ifield, phase 1.
Phase 1 comprises two sections of work. Phase 1A is a kilometre long, two-lane road with segregated cycle and pedestrian routes, which facilitates access for the construction by others of a 6/8FE Secondary school, alongside full utilities for housing development. Utilities require a substation and foul water pumping station alongside other diversions and connections. There is also works as regards public realm, including public transport hubs, surface water drainage, and attenuation.
Phase 1B is a 2-kilometre-long dual carriageway with dedicated bus lane and segregated cycle and pedestrian routes. The scope also includes flood compensation, surface water drainage, and attenuation. The route includes the crossing of a statutory water course and flood zone via a ~33m long bridge which is ~30m wide.
Another organisation may be managing this procurement on behalf of the contracting authority, this will be confirmed in future notices.
