Market Engagement: Strategic Central and Bureau Platform (SCBP) procurement The Home Office is seeking to engage with potential suppliers ahead of two potential future procurements covering the support, development, transition and ongoing modernisation of the Strategic Central and Bureau Platform and associated services. SCBP is a critical Home Office digital capability that underpins a range of biometric, identity, and law enforcement systems, supporting operational decision making across immigration, borders, policing and wider law enforcement activity. SCBP plays a key role in enabling the Home Office and its partners to protect the public, prevent and detect criminality, and safeguard vulnerable individuals, while ensuring appropriate controls over data privacy, security and access. SCBP is a key component of the Home Office Biometrics landscape which provides a shared, resilient capability to host and support multiple biometric and identity related services, enabling the secure processing, storage and exchange of sensitive data. It supports both live operational services and analytical capabilities, operating at national scale and across multiple delivery partners, technologies and hosting arrangements. The Home Office has recently transitioned much of the technology onto more modern and widely adopted technology stacks, potentially opening up more of the required support and development functions to suppliers with broader expertise and presenting greater opportunities for a wider range of suppliers to participate. As a result the Home Office is currently considering its future commercial and delivery approach for SCBP including potential disaggregation and is keen to engage early with the market to test assumptions, gather supplier insight, and inform the development of its procurement strategy, scope and delivery model. Indicative Scope The potential supplier(s) may be required to provide elements relating to the SCBP platform and associated services, which may include (but are not limited to): • Biometric experience • Platform hosting and infrastructure services • Application and platform engineering and support services • Security, resilience and availability services • Integration with dependent Home Office and third party systems • Data management, environment management and tooling • Transition, onboarding and knowledge transfer services • Support for live service operations and continuous improvement • Transformation services The precise scope, delivery model and commercial structure are subject to further development and will be informed by this and subsequent market engagement activity. All dates and values described within this notice refer to the entirety of scope, which may potentially result in more than one procurement and potential contracts. Note given the potential disaggregation approach, interested suppliers may not be required to provide all of the scope described above. The estimated value included in this notice is based on current annual charges and represents an indicative upper bound only. A significant proportion of the cost relates to services that are currently under consideration for alternative delivery models, including potential insourcing or partial insourcing. As a result, the Authority has material uncertainty over the final scope, structure and cost of any future procurement(s). This market engagement may result in one or more procurements and, if taken forward, may lead to contracts with differing lengths and values materially lower than or otherwise different from the indicative figure stated. Final scope, structure and value will be determined following further analysis and engagement and will be confirmed through any future procurement notice(s).

It does not invite requests to participate or the submission of tenders.** Provision of in-country and overseas Escorting, including related services, to transport detained individuals to and from various locations including but not limited to Immigration Removal Centres (IRCs), air and sea ports, Holding Rooms, Residential Short Term Holding Facilities, and overseas to other countries. Background: The Home Office is responsible for detaining and enforcing the removal of people from the UK who have no legal basis to remain here. The Escorting Services contract is fundamental to delivering this through the movement of people within the UK, which supports the functioning of the immigration detention / removal estate; the removal of people from the UK, which is predominately via air travel and a mix of escorted (to destination) and unescorted (not escorted to destination). The contract also includes the operation, management and maintenance of Residential Short-Term Holding Facilities and the operation and management of Non-Residential Short-Term Holding Facilities at air/seaports and Immigration Enforcement reporting centres (STHFs). STHFs support the wider immigration detention / removal estate, enforcement activity within the community and protection of the UK border. Requirement (please note not exhaustive and subject to change): Management Services – includes operational control centre, performance monitoring and reporting, audit arrangement, and complaint procedures. Core Services – includes welfare, care of children, risk assessments, use of force, medical support, staffing & personnel and training. In-Country Escorting – 24/7 escorting between locations within the UK. Includes prisons, police stations, hospitals (inc bed watches), STHFs, Immigration Removal Centres. Also includes escort to aircraft for purpose of removal (unescorted) and provision of medical escorts. Overseas Escorting – 24/7 escorting from place of detention within the UK to designated overseas destination, primarily via air travel with a mix between scheduled and charter flights. Also includes provision of medical escorts and interfacing with the authorities travel service provider. Non-Residential STHF - the operation and management of designated holding rooms across all parts of the UK. There are currently 28 of these facilities which operate up to 24/7 and can hold people up to 24 hours and beyond in certain circumstances. Residential STHF – the operation, management and maintenance of RSTHF across all parts of the UK. There are currently 3 of these facilities which operate 24/7 and can hold people up to 7 days in certain circumstances. Juxtaposed Controls (Northern France) 24/7 escorting services with the UK control zones (Calais, Coquelles, and Dunkerque) and operation and management of 5 (currently) holding rooms at these French ports.

LITUK aims to move to a 'Digital-by-Default' approach, while upholding the rigorous standards necessary to support UKVI immigration decisions. The successful provider will deliver a service that combines technological innovation with security assurance, enabling customers to demonstrate their knowledge of life in the UK with confidence and convenience throughout their UK immigration journey. The purpose of this second round of Preliminary Market Engagement is to gather insights from the market regarding the desired solution, which will inform and support Departmental decision-making processes. The Home Office Enterprise Networks & Infrastructure function is preparing a Further Competition to procure a Hosting Capability Supplier. This supplier will provide a comprehensive 24x7 operational support capability, alongside outcome-based engineering, transformation and service delivery services across the Home Office technology estate. The scope of the requirement includes: - Platform services spanning both on-premise and cloud environments. - Legacy infrastructure and application support, including the transformation and modernisation of services to align with future-state technology strategies. - Hosting, cloud, network and infrastructure operational support and engineering services. The Hosting Capability Supplier will absorb service elements currently delivered through the Home Office's Network Capability Services (NCS) and Private IaaS contracts that are not provided by internal Networks & Infrastructure engineering teams. This includes integrating the Network Operations Centre (NOC) into a single commercial construct, simplifying supplier engagement, reducing contractual complexity, and removing longstanding interdependencies across the hosting, platform, cloud, network and infrastructure landscape. The supplier will also be expected to support the transition from legacy technologies and applications, driving service improvement, resilience, automation, and transformation outcomes across the estate while maintaining business-critical operational services. Only those suppliers who are registered to provide services via Lot 4 of the Government Commercial Agency (GCA) Technology Services 4 framework (reference number RM6190) shall be eligible to participate in the Competitive Selection Process. As part of its commitment to maintain a resilient and responsive immigration system, the Home Office intends to engage with suppliers for the provision of services under the International Applicant Transfer Service (supporting government-to-government migration partnership arrangements). The Home Office is considering the establishment of a future-looking commercial arrangement that could be accessed when required to support the lawful transfer of eligible individuals from foreign countries to the UK. Services may include, but are not limited to, travel booking, accommodation, ground transport, operational coordination and associated wrap-around support. The Home Office is seeking a flexible, responsive and value-for-money managed service solution that can support variable operational volumes and adapt to different service environments where required. The service may require coordination across multiple delivery points and may involve working with local delivery partners or subcontractors to support travel, transport, accommodation and wrap-around service delivery. This market engagement aims to understand supplier capability, further refine specification, and gather feedback on proposed delivery and commercial approaches. Areas of interest include wrap-around support capability, management information, invoicing, cost transparency, subcontracting arrangements, variable volume pricing and potential future geographic flexibility. There is no guaranteed volume, level of activity, business, or commitment to call off services under any future contract. Any volumes or scenarios shared during market engagement or any subsequent procurement should be treated as indicative only and for planning purposes. Atlas & Immigration Caseworking is the Home Office’s business-critical system used by caseworkers to manage the processing of visa and asylum applications. It also provides operational functionality for Border Force and Immigration Enforcement. The system has a requirement to 24 hours a day, 7 days a week availability, with updates and enhancements continually delivered to enhance functionality and capabilities. It underpins a range of critical national priorities and a significant amount of continuous improvement work driving strategic outcome delivery from the Caseworking Capability. The objective is a re-procurement to replace the following two incumbent contracts: • Atlas Caseworking Asylum • Atlas Caseworking Non-Asylum This new procurement is intended to replace the withdrawn procurement for Atlas Caseworking (Asylum & Non-Asylum) whose market engagement was conducted in March 2025 as itt_81818 under the GCA Technology Services 3 framework. Both those contracted services cover and provide Development and Level 3 Support to the Atlas Caseworking platform, a containerised Open-source Java microservice application deployed into AWS, which orchestrates workflow following Business Process Management processes, triggered by events, using agile release trains which group microservices for release. This procurement is expected to be conducted through a GCA framework. In addition to re-procuring these services, the objective of Atlas & Immigration Caseworking is to evolve and enhance the overall immigration caseworking operating model, with a greater emphasis on supplier accountability, collaboration, and strategic partnership. The Home Office will be going to market for supplier(s) who can provide the following services: • Experience in managing, delivering and supporting complex solutions in large agile product portfolios • Experience in multi-supplier ecosystems as integrator and/or partner supplier • Agility to quickly respond to changes required in development team capacity (increasing or decreasing resources) • Comprehensive skills in line with the current technology stack • Experience of managing and supporting Government applications and services, with appropriate Government compliant onshore resources and facilities, with potential for 24x7 monitoring and appropriate support capabilities; any offshoring would need to comply with strict Government security policy • Track record of innovation and leadership to drive continuous improvement • Ability to drive the convergence and the use of shared technology and resource • Commitment to use and integrate to client-side management tools for tracking and managing incidents, service requests, changes and problems • Ability to support frequent releases, comprising of multiple dev changes across services – for context, there have been 2500+ code releases across Atlas each year since 2021 Suppliers are requested to continue monitoring the original PMEN for any updates or further clarifications relevant to the current procurement. **The content of this Notice, including the nature of works and services including start date of contract, may be subject to change. Maritime security is a key enabler of the security of the UK, the Crown Dependencies and the British Overseas Territories. Border Security Command (BSC) intends to procure a maritime situational awareness system to meet the operational requirements of the Joint Maritime Security Centre (JMSC) and the Border Security Command Maritime – Channel Operations team. The maritime domain is critical to the UK’s prosperity, resilience and global influence. To strengthen maritime security outcomes, the UK requires persistent surveillance capability, including the ability to detect non-cooperative and non-reporting vessels across the UK Exclusive Economic Zone (EEZ), including the British Overseas Territories and Crown Dependencies. Please note that several market engagement notices have previously been published in relation to these requirements. These requirements have now been consolidated into a single procurement, referred to as the Coastal Maritime ISR Service. This planned procurement notice provides an update on the intended route to market. The Authority initially planned to use the Crown Commercial Service Space-Enabled and Geospatial Services Dynamic Purchasing System. The Authority now intends to run this procurement through the Government Commercial Agency’s Space Technology Solutions Dynamic Market (RM6370) Space Technology Solutions - GCA under the relevant parts. To participate in this procurement, suppliers must be registered on the RM6370 Dynamic Market under the relevant parts (107, 118, 204, 209, 210, 211, 219, 220, 224, and 412). Other than combining the two sets of requirements, the requirements themselves remain unchanged from those set out in the notices published under PCR2015. Consolidating the requirements into a single procurement and contract will strengthen the UK’s response to clandestine entry and wider maritime security by delivering a scalable managed service that enhances domain awareness and supports operational decision-making. The solution will autonomously detect, track and identify small boats and other non-cooperative vessels at range, fusing data from AIS, radar and EO/IR sensors to deliver Tracks as a Service (TKaaS) in near real time. This will be achieved via API to the Royal Navy Maritime Domain Awareness Programme (MDAP) and connect to the Home Office TAK server to provide a common operating picture accessible to key decision-makers and first responders. A supplier portal will provide camera feeds, alternative track visualisations and alerts, enabling flexibility to meet short-notice operational requirements across the UK, the Crown Dependencies and the British Overseas Territories. Suppliers will be responsible for the ownership, siting, installation, security and operation of any hardware in the UK and/or overseas required to provide maritime tracks from selected areas to Border Security Command. The current operational assumption is for 24/7/365 service availability. Suppliers must ensure sufficient personnel and processes are in place to resolve issues promptly and maintain service continuity. The supplier solution must: • Provide persistent maritime surveillance of Areas of Interest (AOIs) across the UK marine area and, where required, the British Overseas Territories and Crown Dependencies. • Deliver active surveillance feeds across multiple concurrent AOIs, around the UK, including the Dover Strait and across the wider UK coast, British Overseas Territories and Crown Dependencies, to deliver Tracks as a Service. • Detect, track and enable the identification of both cooperative and non-cooperative or non-reporting vessels, primarily within UK Territorial Waters TTW), and responding to emerging AOI’s in the UK and where required in British Overseas Territories and Crown Dependencies. • Provide autonomous maritime domain awareness in a designated high-priority maritime corridor and other locations as directed by Border Security Command. The solution must achieve full operating capability within six months of contract award. The system will use a network of existing and additional sensors to autonomously detect, track, classify and identify small boats at range. Sensor data must be fused with information from existing platforms and presented to end users via a web interface and integrated with the Home Office TAK server to provide a common operating picture. Fusion nodes should enable near real time decision making, creating a cohesive and interoperable system that enhances situational awareness and operational flexibility. The expected duration of the contract is three to five years (including any extension periods), with a maximum estimated total value of up to approximately £100 million (excl. VAT) for the full five year term. The estimated value includes any potential variations and amendments as may be set out in the Invitation to Tender documentation. The contract value includes a high degree of flexibility, it is an estimate only and may be subject to change. This means the contract value may vary during the term to reflect changes in Areas of Interest. While the requirement to identify small boats in the Area of Interest across the Dover Strait is expected to remain broadly constant, the overall value may increase or decrease if coverage across other parts of the UK, the British Overseas Territories and the Crown Dependencies is expanded, reduced or amended in response to emerging operational needs. This includes areas of interest that are not know at the start of the contract. Although Areas of Interest include the British Overseas Territories and Crown Dependencies, and the supplier will need to own, site, install, secure and operate hardware there, the service will be delivered primarily to the UK.

The Home Office seeks an experienced commercial provider to supply capable Remotely Piloted Aircraft Systems (RPAS) to support the Border Security Command's (BSC) Intelligence, Surveillance and Reconnaissance (ISR) operations. The RPAS must be capable of detecting, identifying, and tracking vessels and individuals within the defined area of operations, operating as part of a multi layered ISR framework that includes manned aviation, maritime assets, and land based infrastructure. The systems will provide enhanced situational awareness to inform operational decision making and support the effective tasking and coordination of operational assets. The primary operational requirement is for RPAS' that can conduct routine surveillance flights to detect, track, and identify vessels and people to support the primary Search, Rescue and Recovery (SRR) Vessels within the area of operations. The SRR vessels will operate primarily within UK Territorial Waters (TTW) and the wider UK Area of Operations, including the English Channel. RPAS' information will be transmitted in real-time to an existing Command and Control facility to enable real-time coordination of responses to threats. RPAS' will also be required to perform targeted surveillance to record high-quality video footage to support Criminal and Financial Investigation prosecutions. The Home Office have a requirement for one (1) Supplier to provide RPAS' for 5000 on-task sensor coverage hours per year, over three (3) separate task lines, for the purpose of supporting BSC operations. The Home Office requires availability of two (2) task lines to provide year-round coverage including weekends and public holidays. An additional third task line will be required for approximately six-months per year. (A ‘Task Line’ is provision of 8 hours of continuous sensor coverage in any 24 hour period.) The contract will be for three (3) years fixed with the option of extensions up to but not exceeding one (1) year. There is a requirement for the service to be fully operational within four months of the contract being awarded.
