Hertfordshire County Council is currently out to procurement for the Provision of Support at Home Lead Provider Services. Support at Home delivers social care to those meeting Care Act eligibility criteria, based on a Connected Lives assessment carried out by the Council’s care management team. Services are delivered in an enabling manner and may be chargeable following a financial assessment. Support at Home is commissioned via a two-tier model, where the Lead Provider is referred all Support at Home packages in their district. Where a Lead Provider is unable to support, the remainder of the market is delivered by the Council’s Support at Home Spot Provider Framework. There will be one Support at Home Lead Provider for each lot area. A maximum of 4 Support at Home lots will be awarded to a single provider. under each contract type (ie a bidder could win 4 Reablement contracts and 4 Support at Home contracts maximum). Hertfordshire County Council is currently out to procurement for the Provision of Reablement Services. Reablement Services provide short-term support to Individuals in their homes. This can be following hospital discharge, illness, or acute episode, or for people who are new to care. Reablement Services aim to restore confidence and independence. The Council takes a “Reablement First” approach meaning that everyone new to care is considered for the service and should only be opted out where Reablement is not deemed to be the appropriate service. These services are provided for up to four weeks (six in exceptional circumstances), are non-chargeable and are delivered without a Care Act eligibility assessment, helping to prevent long-term dependency. There will be one Reablement Provider for each lot area. A maximum of 4 lots will be awarded to a single Reablement Provider. Hertfordshire County Council (HCC) and The Procurement Partnership Limited (TPPL) have worked together for over a decade. The partnership has provided a range of UK accessible frameworks covering a wide range of vehicle types, associated goods, and services. HCC is an upper-tier local authority for the non-metropolitan county of Hertfordshire. Hertfordshire is located in the south east of England and its southernmost borders are just 12 miles from central London. Hertfordshire covers 634 square miles and has a population of over 1.2 million people and is home to a diverse range of communities. The Procurement Partnership Ltd (TPPL) are a private limited company offering a range of sustainable procurement solutions and services to the Public Sector. Through a collaborative approach, our members can obtain fully supported procurement solutions, with enhanced product specific technical expertise to aid in determining product and procurement specifications that conform with existing procurement legislation. Hertfordshire County Council and TPPL currently provide TPPL members with access to a vehicle purchase framework, under PCR2015. The framework was launched in 2023, reference number: TPPLHCCOP03 and is due to expire in April 2027. Renewal of this framework under the Procurement Act 2023 has been identified as necessary. This survey now seeks views from the supply-chain on issues that may impact on the final specification, lot structure, and the scope for delivering social value outcomes within the proposed framework.

Hertfordshire County Council (the Council) is carrying out PME in relation to the Development of Nursing Home Care Provision in Hertfordshire programme. The Council will consider the feedback received to shape the Council’s options, requirements and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. The Council has created a detailed care provider prospect which is published as part of the PME outlining the opportunity and programme aims, as well as signposting key areas where care provider feedback can play a central role in shaping the nursing homes service model and ensuring they are designed and operated to meet the needs of our residents now and in the future. Please refer to these documents for more detailed information on the programme. At the heart of this programme is Hertfordshire County Council's Connected Lives approach. We believe that people requiring nursing care, should continue to have opportunities to maintain relationships, make choices about their lives, participate in their communities and enjoy the best possible quality of life. The Council is progressing a Social Investment Model to support the delivery of additional nursing home capacity in Hertfordshire. Under this innovative model, investors and developers would fund and build 6-8 new homes, the Council would enter into long-term lease arrangements for completed buildings, and the homes would then be sub-leased to registered care providers responsible for delivering high quality nursing dementia care with an agreed number of beds allocated for LA use at its normal fee rates. The Council are aiming to understand how we can expand nursing care bed capacity, improve long term sustainability of both our provider and our wider market, and ensure our residents can access modern, affordable and high quality accommodation that meets their needs local to where they live and have a home for life wherever possible. Participation or non-participation in the PME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PME shall place any supplier at an advantage in a potential procurement process. The local authority is looking for providers to support with a number of time limited interventions for children and young people, aged 0 to 25, that help to support them in meeting outcomes specified within their EHCPs and enable them to reintegrate into education or onto their next pathway. The local authority is looking for the following areas of provision: - Tuition - Mentoring and wellbeing - Alternative Provision (such as mechanics, hair and beauty) - Care and support - Equine and animal support - Therapy (such as speech and language and occupational therapy)

As part of the evaluation of existing digital, online and virtual mental health services for children and young people in Hertfordshire, Hertfordshire Children and Young People's Mental Health System (CYPMHS) is running this premarket engagement session to understand the current marketplace. Providers are invited along to share their knowledge and expertise, including information about upcoming initiatives and developments in order to devise an indicative tender specification which will enable future provisions of this type.
