Hampshire County Council (the Authority) is tendering a contract for courier services to support Hampshire Scientific Services ("HSS"). HSS provides scientific advisory and analytical services to UK public authorities and is accredited to high quality standards required by Government. Under the Suffolk Coastal Port Health Authority (SCPHA) arrangements, HSS coordinates the transport of time‑critical food and feed enforcement samples from East Suffolk ports to designated laboratories in Kent and Hampshire. These samples are collected for enforcement testing and are highly time‑critical, with some requiring collection, delivery, and analysis within a strict 24 hour window. Maintaining chain of custody, sample integrity, and timely delivery is critical to statutory enforcement work. The purpose of this procurement is to appoint a suitably capable same‑day courier to deliver a robust, reliable and responsive service. The supplier will be required to provide secure, direct transport that preserves chain of custody and sample integrity, avoiding hub consolidation or processes that add delay or risk, and to provide scalable capacity to meet weekday demand with occasional weekend requirements. The contract will be for an initial period of 19 months, with the option to extend for up to 2 additional 12-month periods. The Authority reserves the option to reduce the 19 month term by 7 days (1 week), so that the initial term would end on 29th June 2028. Any additional periods would then also reflect that amended date. This is to ensure this contract is co-terminus with the Authority's underlying contracts with the ports set out in the Specification.

Hampshire County Council Children's Services, through the Basingstoke Special Educational Needs (SEN) and Service for Young Children Inclusion Team, is seeking to procure an Early Years Specialist Hub Provision for the district of Basingstoke and Deane. This service forms part of the Council's inclusive early years education offer and will include a defined number of reserved places for pre-school children with Special Educational Needs (SEN). In addition, the service will provide outreach support to private, voluntary, and independent early years providers. This provision plays a critical role in supporting early years children with complex developmental needs and is aligned with Hampshire's strategic priorities for inclusion and early intervention. The service specification outlines a targeted model of delivery through a specialist nursery hub, focusing on early identification, timely intervention, and multi-agency collaboration. The overarching aim is to reduce the need for statutory intervention by offering preventative support during a pivotal stage in a child's development. The delivery model incorporates structured support from experienced practitioners, tailored learning environments, and coordinated input from health, education, and social care professionals. Operating within Hampshire's strategic framework, the service is expected to contribute to improved school readiness, reduced inequalities, and better outcomes for vulnerable children and their families. The specification also includes defined performance measures, eligibility criteria, and expectations for partnership working to ensure the service remains impactful, accountable, and responsive to local needs. The initial term will be for three years, with extensions of up to a further two years. The new contract will commence on 1st September 2027.

The Council is publishing a bespoke Framework under the the Light Touch Regime (Regulations 74 to 77) through which Help 2 Live at Home (2024). It will enable the purchasing, delivery and management of services designed to meet Care Act eligible needs which take place in domestic or community settings. It will cover a wide range of services, including, but not limited to, Domiciliary Care, Extra Care, Live In Care, short-term respite enablement and reablement services which fall within the overall umbrella of CQC regulated home-based care and support. It will be available for Older Adults (usually aged 65+) and Younger Adults (usually 18-64) and will include services for people with a Learning Disability, Physical Disability, Dementia or Mental Health need, and those transitioning from Children's Services. The new Framework will allow for the Hampshire and Isle of Wight Integrated Care Board to call off their own contracts, and for the County Council to act as lead commissioner as appropriate, if required. This arrangement would enable The County Council and the Hampshire and Isle of Wight Integrated Care Board to have a flexible way in which they can purchase a variety of services for both Older and Younger Adults. Providers wishing to enrol on the Framework will need to apply for the Help 2 Live at Home (2024) Framework Agreement. There is no service specification at Framework level. The specifications and call-off terms and conditions will be bespoke to each call-off (which can be published by the Council and Hampshire and Isle of Wight Integrated Care Board). These will be specific to each opportunity and published on a call off by call off basis.

The outreach model for this service will build on this foundation, targeting populations with historically lower engagement to improve uptake, earlier risk identification and equitable health outcomes across the county. This market engagement event will inform the development of a future NHS Health Checks outreach service for Hampshire that will work alongside the existing general practice-led programme. The ambition is to increase access to cardiovascular disease prevention and early identification of risk factors among residents who are least likely to be reached through traditional healthcare services. Focus will be given to underserved populations, including those with socioeconomic, ethnic and gender inequalities, Gypsy, Roma and Traveller (GRT) communities, carers, those experiencing homelessness, and people employed in routine and manual occupations. The service will be expected to deliver health checks in trusted community settings and workplaces, helping to reduce barriers to access and address persistent health inequalities across Hampshire.

Sir Harold Hillier Gardens (SHHG) is a nationally significant arboretum located near Romsey, Hampshire, comprising approximately 180 acres and housing one of the most comprehensive collections of hardy trees and shrubs in the UK. The Gardens are operated as a registered charitable trust, with Hampshire County Council acting as trustee and retaining responsibility for strategic oversight and governance. Since 2021, SHHG has hosted an annual outdoor illuminated light trail with the aim of reaching a wider audience to support its charitable aims and sustained growth. The event has been successful over the past four years, with year-on-year growth in both visitor numbers and light trail ticket sales. The existing contract for delivery of the light trail expires on 15 January 2027. Given the success of the light trail, SHHG is seeking a provider to continue delivering an annual high-quality outdoor illuminated light trail for public sale that shall be ticketed for the duration of 6 weeks, between the end of November and the beginning of January. The appointed provider will be expected to design and deliver an exciting and immersive visitor experience that showcases the Gardens during evening hours, supports continued growth in visitor numbers towards a target of 90,000 visitors, and aligns with the Gardens’ charitable aims. The Council intends to enter into a contract for a total duration of 10 years. The service must be delivered in a manner that respects the sensitivities of a Grade II listed landscape and ensures a safe, accessible, and inclusive visitor experience. The provider will be responsible for all aspects of event delivery, including light trail design, lighting installation, e-ticketing, marketing, and event management. Management of the event will include provision of all required staffing and logistics necessary to deliver the trail, sourcing additional car parking if required, stewarding, security, and health and safety compliance. The provider will also be expected to provide catering facilities at the outset of the contract. A collaborative partnership approach will be required, with the successful provider working closely with SHHG to ensure the event aligns with the Gardens’ identity, charitable objectives and its position as part of Hampshire County Council. The Council will charge the provider a fee of £125,000.00 per annum for use of the Council’s premises for performance of the Services, payable in instalments. In addition, there will be an additional fee payable against all income generating ticket sales above 75,000 visitors, calculated on the basis of the per-ticket rate proposed by the provider in its tender submission.

This is supported by the Hampshire Public Health Strategy ambition to help residents to pursue Healthy Lives and in particular support residents maintain a healthy weight and be physically active. Hampshire County Council's Public Health is seeking to procure a tier 2 adult weight management service designed to meet the needs of eligible Hampshire residents, based on National Institute of Health and Care Excellence (NICE) guidelines. The service will be in two lots. Lot 1: Universal service a) A tier two weight management service, delivered face to face, at accessible venues across Hampshire along with a remote service (group or individual service) for people unable to access physical venues. The Provider will be expected to provide the service at a minimum of 70 locations across the County of Hampshire. b) A physical activity based tier 2 weight management service in which the behaviour change components of the tier 2 model are delivered alongside a physical activity intervention (co-determined by Commissioner and Provider) for male-only, female-only and mixed-sex groups. The Provider will be expected to provide the service at at a minimum of 70 locations across the County of Hampshire. Lot 2: Specialist service Specialist tier two weight management services for defined health inequalities groups a) A specialist tier two weight management service, for people living with a severe mental illness. The service will be delivered face to face, at accessible venues across Hampshire. The Provider will be expected to provide the service at a minimum of five locations across the County of Hampshire. b) A specialist tier two weight management service, for people living with a learning disability. The service will be delivered face to face, at accessible venues across Hampshire. The Provider will be expected to provide the service at at a minimum of five locations across the County of Hampshire Lot 1 Service Description: The Provider will develop and deliver a clear pathway and service model which provides a flexible and responsive outcome-focused service compliant with NICE guidance. The provider will market the service, establish and promote referral routes into service and triage referrals. The Service must be compliant with current and future NICE guidance. The Provider will deliver an evidence-based intervention of at least 12 consecutive weeks duration and must use a variety of behaviour-change methods, be multi-component and include structured goal setting and monitoring of behavioural and weight loss goals. Support should also be provided to participants via a digital platform. Lot 2 Service Description: The Provider will develop and deliver a clear pathway and service model which provides a flexible and responsive outcome-focused service compliant with NICE guidance. The provider will market the service, establish and promote referral routes into service, including outreach in relevant communities and triage referrals. The Service must be compliant with current and future NICE guidance. The Provider will deliver an evidence-based intervention of at least 12 consecutive weeks duration and must use a variety of behaviour-change methods, be multi-component and include structured monitoring of behavioural and weight loss goals through the use of individualised plans. The programme must be delivered in small groups of up to 15 participants. The Service must have appropriate adaptations for individuals with mental health conditions, learning disabilities, or special educational needs and disabilities. Hampshire County Council is seeking to engage the market and provide interested suppliers with early sight of its proposed approach to the procurement of an Extra Care Housing project in Havant, Hampshire. Hampshire’s older persons’ population is projected to increase by 56% between 2020 and 2035, from 153,000 to 239,000. Within Havant, the numbers are forecast to increase by 53% during the same period, with the over-75 population increasing from 15,000 to 23,000. Havant is one of the few remaining Hampshire boroughs without provision for older people’s Extra Care Housing and is identified as a priority area in the Extra Care Older Adults’ Brochure 2023.1. The Havant borough area also has the second highest number of residents referred to Residential Care homes across Hampshire, with the County Council purchasing circa 150 new placements per year in Havant. It is predicted that the delivery and build of an affordable Extra Care Housing scheme will divert many residents from high-cost Residential Care placements into Extra Care Housing. In January 2024, the Council commissioned an independent organisation to understand the demand for affordable Extra Care Housing across Hampshire over the next 20 years. This analysis indicates that 154 units of affordable Extra Care Housing will be required in the Havant Borough area over this period. The above-mentioned population increase will continue to build further pressure on existing provision as the increasing needs and demands on services for older people continue to rise. The proposal is to procure a provider to design, build and operate a c.70-bed Extra Care facility on the Dunsbury Way Site in Havant. The operation of the site will include the rental and maintenance of the building. However, the project will not receive any capital investment from the County Council, only a void guarantee. The term and threshold for the void guarantee will be assessed during the evaluation of the tender exercise. The site will be leased to the provider on a 250-year lease, with an approximated value of £1,100,000. The provider will be responsible for developing the design, obtaining planning permission, and letting the units at an affordable rent. The successful service provider will be required to operate the scheme for a minimum of 20 years, after which they will be able to sell the scheme for continued operation as an Extra Care Housing site. The provider or consortium will need to include a Registered Housing Provider. As Hampshire County Council will require the units to be let only at an affordable rented tenure, as defined in the National Planning Policy Framework, the Provider will need to seek both Homes England funding and their own capital contribution to develop and deliver this scheme.

The aim of the service is to provide specialist psychological interventions to reduce the health and housing harms linked to drug and alcohol dependence by providing joined‑up, person‑centred support to people who are rough sleeping with a drug and alcohol treatment need. The Rough Sleeping Drug & Alcohol Treatment (RSDAT) Psychology Service is part of a multi‑disciplinary team providing flexible, relationship‑based outreach, harm reduction and rapid treatment access for people who are dependent on substances and rough sleeping. The service will provide specialised psychological support to individuals and input into improving psychologically informed practice of other staff members working as part of the RSDAT multidisciplinary team.

In response to growing demand on Adults’ Health and Care services, it has been identified that additional capacity is required to support individuals who would benefit from preventative or lower-level interventions. This new service will take account of learning from the previous service and aims to build on its successes. It retains several of the key features of the previous service such as community-based workers delivering short- term, holistic interventions to individuals and supporting them to reduce debt and maximise income and to navigate and access services across the community as well as the health and care system to build greater financial resilience. The new service will retain these core principles while introducing several developments designed to strengthen outcomes, improve sustainability, and respond to emerging local and national priorities. A key change is the move to a county-wide delivery model operating through four geographical clusters. This approach will provide greater consistency of service across Hampshire, create larger and more sustainable contract opportunities for providers, and support improved outcomes through a more coordinated service structure. The service will continue to adopt a strengths-based approach, working alongside individuals to build on their existing skills, networks, and community assets to improve independence and resilience. A further enhancement of the service is its emphasis on supporting individuals to navigate and access coordinated support across a broad range of local services. This recognises that financial hardship is often linked to wider social, health, and wellbeing challenges. The service will support individuals experiencing financial difficulties to access specialist financial advice where required, alongside services that promote employment, volunteering, and pathways towards work. It will also provide support for individuals living with dementia, those awaiting assessment, and their carers, helping them to access preventative support and improve long-term financial resilience. As with the previous service, support will also be available for individuals already known to Adults’ Health and Care whose circumstances are particularly complex and who would benefit from additional non-statutory support alongside statutory provision. Building on the previous model, the new service will broaden the scope of interventions available to include activities that support population health objectives. This may include facilitating access to smoking cessation services, substance misuse support, domestic abuse services, and other specialist interventions that can improve health, wellbeing, and financial resilience.
