This framework is for the provision of clinical and non-clinical temporary, fixed term, and permanent staff for all the public sector, including but not limited to Health Sector, Emergency Services, Central Government, Local and Regional Government, Education, Infrastructure, and Third Sector organisations.
This framework covers a wide spectrum of worker specialisms, including, but not
limited to:
· nursing and midwifery roles
· medical and dental roles
· allied health professionals
· health science services
· emergency services personnel
· social care staffing
· administration and secretarial roles
· finance, accounts and audit roles
· IT technicians, analysts and technical engineer specialist, digital workers
· legal secretaries, paralegals and lawyers
. environmental and scientific roles, for example: EA and senior assistant scientists, technical and clinical coders including health records secretaries
· caterers, drivers and security
· estates and maintenance roles including general labour and specialist labour such as, electricians and surveyor
This agreement consolidates two existing frameworks RM6281 Clinical and Healthcare Staffing, and RM6277 Non Clinical Staffing.
Employee Benefits and Occupational Health Services
This framework is for the provision of comprehensive employee benefits and occupational health services.
The framework is structured into two main divisions: Lot 1 (Occupational Health and Related Services) and Lot 2 (Employee Benefits and Services). The objective is to provide Public Sector employers with access to high quality, flexible, and legally compliant services designed to support and protect the physical, mental, and financial wellbeing of their workforces.
Under Lots 1.1 to Lots 1.4, services are structured to provide a consistent, baseline standard of occupational health and eyecare/ hearing solutions that may cover, but will not be limited to:
- Managed Service Occupational Health and Employee Assistance Programmes (EAP)
- Occupational Health Services
- Employee Assistance Programmes (EAP)
- Eyecare and Hearing Services (including DSE eyesight tests, spectacles, and hearing checks)
Under Lots 2.1 to Lots 2.3, suppliers will be required to provide Buyers’ staff with access to a range of benefits, typically hosted via a secure, centrally branded Online Employee Benefits Platform that reflects the individual identity of each Buyer. Depending on the selected lot, this will include:
- Employee discounts and automated cashback schemes
- Reward and recognition (including physical/e vouchers and bespoke non financial e cards)
- Technology and smartphone schemes (available as salary sacrifice, net pay deduction, or direct discount options)
- Cycle to work schemes
- Childcare vouchers / payroll giving
- Wellbeing services (including financial wellbeing and education, bereavement services, dental cover, gym memberships, and online holistic wellbeing resources)

Apprenticeships Training Dynamic Marketplace
CCS set up a Dynamic Purchasing System (DPS) for a period of 48 months with the extension option of 24 months. A further extension period of 43 months has been implemented. The total duration of this DPS is 9 years and 7 months and the end date is 27 October 2028.
Bidders can request to participate for this DPS for its 115 month duration including any extension periods.
This DPS is being procured under the Light Touch Regime (LTR), and is subject to limited regulations, in
accordance with Regulations 74-76 PCR2015. This DPS provides central government and wider public sector with the opportunity to procure services within the scope of the existing and new Apprenticeship Standards for
England (SASE) live Frameworks, Apprenticeships Standards, End Point Assessments (EPAs); and related services via a number of Education and Skills Funding Agency (ESFA) registered suppliers on the Apprenticeship Training Providers (RoATP) Register and or the Register of EPA Organisations (RoEPAO). CCS reserve the right to reduce, extend or terminate the DPS period at any time during its life time; as set out in the terms of the DMP Agreement.

Crown Commercial Service (CCS) set up a dynamic purchasing system for a period of 60 months and has invited bidders to request to participate for the Cyber Security Services 3 DPS.
This DPS provides central government departments and the wider public sector with the opportunity to procure cyber services from a range of suppliers.
The DPS filters are for certification, services, standards and experience. Appointed suppliers will be invited by customers (buyers) to submit tenders for relevant services through a call for competition.

Open Banking (Data, Digital Payments & Confirmation of Payee Services) DPS
Due to the ongoing growth and development of the Open Banking market, Crown Commercial Service (CCS), as the Authority, intends to put in place an agreement for Open Banking Services for use by Central Government and the Wider Public Sector.
The Agreement will be a Dynamic Purchasing System (DPS). This will be called RM6301: Open Banking DPS (Data, Digital Payments and Confirmation of Payee Services).
This agreement will provide a vehicle for Central Government and the Public Sector to source Open Banking Services, including but not limited to:

Confirmation of Payee (CoP) Services
This will be the first agreement for Open Banking Services CCS has developed. We intend to launch for supplier onboarding from late July with the DPS anticipated to go live for use in the Autumn.
The agreement is expected to run for 8 years and suppliers will have the opportunity to onboard throughout this duration.

Managed Debt Collection Services
The establishment of a framework for Managed Debt Collection Services using a Managed Service Provider (MSP). The MSP will manage a panel of FCA regulated Debt Collection Agencies (DCAs) who have specialist capabilities in debt management. The DCAs offer desk based collection services to arrange repayment of outstanding debts. The MSPs will use data to create debt recovery strategies and monitor performance. The MSP will work with buyers to ensure debt is collected sustainably and fairly, including identification and ethical treatment of vulnerable consumers.
Envisaged scope of services:
● Managed Service: The Supplier will provide comprehensive management of all debt collection activities via their own operations and/or subcontractors.
● Optional Services: The Supplier may be required to offer access to additional services, including but not limited to:
○ Litigation
○ Auctioneer Services
○ International DCA Collections
The confirmed scope of this framework will be determined as a result of the market and customer engagement.
This RM3764.4 Cyber Security 4 let under Procurement Act 2023 gives contracting authorities access to cyber security services. It will replace the existing Cyber Security Services 3 DPS - https://www.gca.gov.uk/agreements/RM3764.3.

The Department for Business, Innovation, Science and Trade (DBIST) and the Government Commercial Agency (GCA) are working together to establish an Innovation Marketplace, providing a compliant route for public sector buyers to identify and procure innovative products, services and solutions that address operational, service delivery and policy challenges.
This requirement supports wider government work to improve how innovation is identified, tested and scaled, while reducing barriers for innovative suppliers, including SMEs, start-ups and scale-ups, to access public sector opportunities.
The scope is expected to include establishing and operating a Dynamic Market for innovation, enabling eligible suppliers to apply to join throughout the life of the arrangement. The Innovation Marketplace may cover a broad range of innovative technologies, products, services and solutions that support public sector transformation, improved outcomes, efficiency, and economic growth.
The Innovation Marketplace is intended to be used by central government departments, arm’s length bodies and other eligible public sector organisations. It is expected to support procurement following pre-market engagement, challenge definition, pilots, proofs of concept or other evidence-building activity.
The arrangement is expected to complement the Innovation Hub (Commercial Innovation Hub - Find a Tender) by providing a transparent, fair and compliant commercial route for buyers to procure relevant innovative solutions.

This commercial agreement will enable UK public sector organisations to procure a range of Learning and Development (L&D) services including off-the-shelf courses, coaching and mentoring services, managed learning services, bespoke training services, learning management systems, and adult skills training services from various funding streams.
The Provision of an Energy Portfolio Management System
Within the GCA Energy Category, we operate a managed service on behalf of the public sector, aggregating their energy demand and purchasing on the wholesale market under a number of risk strategies.
In order to support these activities, we require a cloud-based energy portfolio management solution, suitable for managing the GCA Energy portfolio frameworks, which includes;
c.1,200 customers,
c.108,000 power / gas meters,
c. 80,000 sites
There is currently no system in place to meet these requirements.
This requirement will run on a 3 month trial period. If after the trial period concludes successfully, the supplier will be awarded the subsequent contract term and value. The value included in this notice is for the trial period only. Any subsequent contract term is subject to further budgetary approval which, will be confirmed at the future procurement stage.
The proposed system must be able to accurately record the customer portfolio data for both gas and power, including site and meter information and assigned trading strategy. Each of the meters is assigned to a customer and a site. Each meter is attached to current and future Gas / Power buying strategies with varying buying lengths.
The system must support the ability for nominated energy suppliers to access the meter data for their assigned customers.
We also require the ability for customers to complete a self-serve audit of their portfolio and buying strategy, including the ability to request changes and additions to their portfolio.
The system should have the The ability to extract data via API (REST) to integrate with the rest of our data infrastructure
The successful supplier will be expected to provide ongoing management maintenance of the solution throughout the duration of the contract to ensure its effective running and optimisation.
