Gloucestershire County Council (GCC) is changing how it contracts for Residential and Nursing Care from 2026/27. Following feedback from providers and other stakeholders, we are developing a new contractual arrangement to replace the current Pre-Placement Contract. The new contract will cover residential care, nursing care, and short-term/respite placements for adults aged 18 and over, including people with needs relating to frailty, dementia, physical disabilities, acquired brain injury, learning disabilities, mental health, autism and forensic support. The arrangement has a total maximum value of £816 million.

Gloucestershire County Council is undertaking this preliminary market engagement exercise to develop a clearer understanding of market capability, capacity and associated limitations in the procurement of a contract for supported accommodation at Trevone House. Estimated contract dates 1st April 2027 to 31st March 2030. Possible extension to 31st March 2032.

The SHaRe Framework is being developed to secure high-quality services that deliver positive outcomes for children, young people and families. The framework aims to establish a diverse and sustainable provider market, ensuring access to services that are responsive, innovative and outcome focused.

Gloucestershire County Council is undertaking Preliminary Market Engagement in advance of the procurement of a new Cleaning and Caretaking Services Framework. The proposed Framework will provide cleaning and caretaking services across the Council's corporate estate, participating schools and, where appropriate, other eligible public sector organisations within Gloucestershire. The purpose of this engagement is to obtain market feedback to help inform the procurement strategy, framework structure, lotting approach, mobilisation requirements, contract management arrangements and future tender documentation. The Framework is currently expected to include six geographical lots covering Tewkesbury and North Cotswolds, South Cotswolds, Forest of Dean, Gloucester, Cheltenham and Stroud, with a planned commencement date of February 2028.

The aim of the Service is to provide a personalised, holistic support service, which delivers hope and optimism for eligible refugees by: Providing a warm welcome into a comfortable, safe home Supporting them to adapt to life in the UK and the Gloucestershire community Building their independence and self-reliance therefore giving them the opportunity to prosper, be healthy, safe and well. In brief, the new support service for refugees will: Tailor support to individuals and families Provide intensive support earlier on in the contract and gradually taper it off as the contract progresses. Identify those individuals and/or families that may need ongoing support due to vulnerabilities post scheme expiration Seek to build resilience and independence in every intervention and element of service design, undertaking a strengths-based approach to support planning. Support will be delivered in a person-centred and trauma-informed way, building on individuals' existing strengths and talents to promote wellbeing, empowerment, and resilience. Enhance the ability of mainstream services to support migrants rather than duplicating services or adding additional pressure. Underpin caseworker support with support in locality hubs and services within local communities. Support community development and ongoing services that support migrants to integrate.
