Forestry and Land Scotland (the Authority) looks after the national forests and land to enhance biodiversity, support tourism, and increase access to the green spaces that will help improve Scotland’s physical and mental health and well-being. The Authority also continues to provide vital timber supplies to support a sustainable rural economy. The Authority has a requirement for the provision of Environmental Surveys, as part of the process of managing the national forest estate. The surveys are utilised to make operational decisions which will impact of FLS’ mission ‘to look after Scotland’s forests and land, for the benefit of all, now and for the future’.
Survey requirements include:
- Ecological Surveys (animal, bird and plant species);
- Ecological Surveys (habitat walkover survey);
- Invasive Non-Native Species (INNS) Surveys (including Rhododendron);
- Peatland Surveys (Depth Assessment, Condition Monitoring and Peatland Code);
- Archaeological (walkover survey); and
- Archaeological (measured survey).

Woodland Establishment across Scotland through a Dynamic Purchasing System
The Authority (FLS) has established a Dynamic Purchasing System (DPS) for Woodland Establishment across Scotland.
A Dynamic Purchasing System (DPS) is an electronic system used to tender for services with a group of pre-qualified suppliers. FLS uses this system of pre-qualified suppliers to tender for Woodland Creation projects as and when they arise.
To submit a bid to join the DPS, suppliers need to submit a Single Procurement Document (SPD) through the DPS project on the Public Contracts Scotland – Tender (PCS-T) website. The SPD is a qualification response form which allows FLS to assess bidders’ suitability, experience, and capability to provide the services which may be required under the DPS. Only bidders that achieve a ‘Pass’ for all questions in the SPD are appointed to the DPS.
The DPS comprises 2 Lots; Commercial and Amenity, and Planting and Maintenance.
This DPS is extending the validity date from the 31st October 2024 until 31st October 2029.
New applications shall be evaluated and the decision communicated within 10 working days.
Forestry and Land Scotland has established a Dynamic Purchasing System (DPS) for the provision of Planting Services across Scotland’s national forests and land, which commenced 13th October 2025.
A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS.
The purpose of the DPS is to provide a compliant route to market for FLS to replace Planting Services and Maintenance contracts upon their expiration or termination. This is expected to consist of a range of long-term contracts for programmed requirements but will be used for short-term contracts when required. This DPS will not be used as a route to market for any other reason but may be used to procure innovative services related to the subject matter.
The scope of the DPS is primarily for establishment operations including but not limited to:
- Planting.
- Beat up.
- Weeding.
- Top Up Spraying.
- Herbicide application.
- Fertilising.
- Cleaning & Singling.
- Respacing.
- Brush cutter work.
- Chainsaw work.
- General Estate Labouring.
Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 15 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
Invasive Vegetation Control (IVC) Dynamic Purchasing System (DPS)
FLS has established a Dynamic Purchasing System (DPS) for the provision of Invasive Vegetation Control (IVC) services across Scotland’s national forests and land, which commenced 8th September 2026.
A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS.
The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired.
The scope of the DPS is primarily for establishment operations including but not limited to:
- Cutting – power or hand tools.
- Burning.
- Stump Treatment.
- Foliar application of pesticides.
- Stem injection of woody material with sprayed pesticides or eco plugs.
- Stem injection of herbaceous weeds.
- Hand pulling of seedlings.
- Steep ground/rope access work.
- Non-chemical and non-cutting treatments (manual removal).
- Chipping of cut material.
- Traffic Management.
- Manual Labour.

Specialised Peatland Restoration Dynamic Purchasing System (DPS)
FLS has established a Dynamic Purchasing System (DPS) for the provision of Specialised Peatland Restoration services across Scotland’s national forests and land, which commenced 8th September 2026.
A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS.
The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired.
The scope of the DPS is primarily for restoration operations including but not limited to:
- Site Rewetting and Associated Services including peatland rewetting and hydrological restoration, hag and gully restoration, and mulching;
- Specialised Peatland Harvesting including specialised tree removal for peatland restoration, mechanical mulching, and brash and timber management;
- Supporting works including chainsaw works, temporary watercourse crossings, creation of access tracks, and supply and installation of associated materials.
Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
FLS has a requirement to renew a contract for the collection of deer and other wildlife waste from 39 Forestry and Land Scotland (FLS) Deer Larders as listed below in Lots.
