East West Railway Company intends to procure a multi-lot Programme Support Works Framework to deliver a range of enabling, survey and early-stage works in support of the East West Rail programme. The framework will provide a coordinated mechanism for the delivery of works required to prepare the route ahead of main construction. These activities are expected to include (but are not limited to): *Ground investigation and site surveys *Environmental mitigation and ecological works *Utilities surveys and diversions *Archaeological investigations and mitigation *Early site establishment works (e.g. compounds, access routes, haul roads) The purpose of the framework is to accelerate programme readiness, reduce delivery risk, and enable efficient mobilisation of future main works. The estimated value is up to £450m ex VAT (subject to change) which is spread across all lots over a period of 8 years. This value is purely indicative and not committee to be spent over the duration of the framework. The duration will be structured as a 4 year core term with the following optional extentions- 2 years, 1 year and a further 1 year (4+2+1+1). The framework lots are aligned to market specialisms to encourage participation by SMEs and Tier 2/3 suppliers with multiple suppliers awarded to each lot other than Lot 0 which will be awarded to one single supplier: Lot 0- Principle Contractor/Integrator Lot 1- Historic Environment Lot 2- Ground Investigation & Monitoring Lot 3- Environmental & Ecological Surveys Lot 4- Environmental & Ecological Works Lot 5- Enabling Works This procurement will be run concurrently with others. Bidders may tender for any or all of the Lots/Contracts identified in the table shown in document 'PSWF - Appendix Q - Lot_Contract Restrictions'. This approach is intended to support market participation and allow bidders to put forward appropriate delivery solutions. However, submitting tenders for multiple Lots/Contracts across the Procurements does not mean a bidder will be eligible to be awarded all Lots/Contracts. Award decisions will be subject to the Lot/Contract interaction rules set out in the letter, which are intended to: ~ Maintain independence between assurance, management and delivery functions. ~ Avoid conflicts of interest. ~ Prevent excessive concentration of specialist services within a single organisation. ~ Preserve effective commercial oversight. ~ Ensure suppliers have sufficient capacity and capability to successfully deliver awarded contracts. Please ensure you refer to document 'PSWF - Appendix Q - Lot_Contract Restrictions' for further detail.
The East West Railway Company (the Authority) is responsible for the delivery of East West Rail (EWR), a Nationally Significant Infrastructure Project providing new and upgraded rail links between Oxford, Milton Keynes, Bedford and Cambridge. EWR Co. is responsible for leading the development, procurement, and commissioning of the railway. The Authority is undertaking preliminary market engagement in advance of a planned procurement for Client Support Framework (CSF) Partners to support the development and delivery of the EWR programme. This notice is issued to inform the market of the Authority's current thinking, to seek clarifications and respond to all interested suppliers. This is not a call for competition. Overview of the Intended Contract The Authority is considering the establishment of a 3 lot / single appointed supplier per lot framework for the provision of Client Support Services (CSF) for a period of up to twelve (12) years, with performance and scope breakpoints at Years 3, 6 and 9. Relationship with the ITOAE Partner The Authority is separately considering the procurement of an Integration, Technical, Operations, Assurance and Environmental (ITOAE) Partner. The Authority's current position is that the CSF partners will be structurally separated from the ITOAE, such that the appointed CSF Partners will not be eligible to be appointed under the ITOAE for the duration of the CSF contracts. The purpose of this separation is to protect the independence of assurance and advice, to mitigate real or perceived conflicts of interest, and to align with independent review findings on major programme governance (including the Stewart Review, 2025). The Authority is testing this position through this preliminary market engagement.
