The emptying and inspection of septic tanks, treatment plants, cesspits, wells and pumping stations etc. at various locations within the geographical boundaries of East Riding of Yorkshire. The council currently maintains approximately 80 septic tanks and treatment plants, situated at various council owned operational sites and properties, including domestic properties, throughout the county, some of which require emptying multiple times per annum. Occasional works may be required at privately owned locations. The contract scope of work includes planned emptying and inspections; minor maintenance to allow for safe access and egress; reactive emptying and blockage removal; and provision for Out of Hours works.

East Riding of Yorkshire Council is inviting tenders for the provision of a route-based highways winter weather forecasting service over 17 routes.

The undertaking of Slurry Sealing works to Footways located within the geographical boundaries of the East Riding of Yorkshire. The contract scope of work includes: • Design, Supply and Application of slurry surfacing in footways. • Provision of suitable traffic management and pedestrian protection methods. • Removal of weeds and detritus material prior to the application • Siding out of any overhanging vegetation that may be present at site. • Reinstatement of any ironwork within the footways. • Provision for the identification and protection of any Statutory Undertakers equipment affected by the Works. The Contractor shall carry out all works in accordance with the old Design Manual for Roads and Bridges (DMRB) and the Manual of Contract Documents for Highway Works (MCHW), Volume 1 – Specification for Highway Works. The following Series within Volume 1 shall apply: 000 up to and including 5700.

In order to support in complying with the statutory requirement, the commissioner (East Riding of Yorkshire Council) is procuring the services of Independent Best Interest Assessors (BIAs) to assist in the completion of Deprivation of Liberty Standards (DoLS) assessments. This will be achieved through the provision of Best Interest Assessors, on an open Framework Agreement, who will be invited to undertake DoLS assessments for the purpose of the Mental Capacity Act 2005 on behalf of vulnerable adults across the East Riding of Yorkshire, and occasionally out of county. This is a Pseudo Open Framework under the Light Touch Regime for the provision of Independent Best Interest Assessors and will be opened once every 12 months during the duration. Following the tender initial tender deadline a new tender will be advertised, for continuity and submissions can be made at any time, however, please note they will only be evaluated once every 12 months. The second deadline for submissions will be 12 noon on 1 September 2026. The next (third) opening after the deadline of 12 noon 1 September 2026 will be 1 September 2027. The evaluations for the third opening will be completed during the month of September 2027 and service providers notified of the outcome of their submission prior to the start of the following month e.g. submissions in September 2027 will be notified in October 2027 and will join the framework from the beginning of November 2027. This procedure will remain the same each year during the lifetime of the Framework agreement. (i.e. a new tender to be advertised after each deadline until the penultimate year of the Framework agreement). Service providers who have been appointed onto the Framework following the initial opening (and subsequent openings) do not need to resubmit and will remain on the Framework.

East Riding of Yorkshire Council is seeking applications from potential home care agencies to be admitted to the Council's new Approved Provider List - APL (open framework), this APL will be only be used in extreme circumstances, it is expected that all packages will be awarded through the 'Home Care 2025 - closed framework' for the delivery of new home care packages on behalf of the Council. The APL includes options to extend up to two further twelve month periods up to 31/03/2029 with an estimated total contract value of £17m over the four year period.

Providers will first have to be successful on to the Open Framework by meeting the evaluation criteria. New providers will be able to join at six monthly intervals. (September and March) A Call-off process through Yortender will be used to award contracts. Inital closing date for applications 20 March 2025.

The Framework will run 01 September 2025 – 31 August 2029 years plus the option to extend for a further 2 years at the sole discretion of ERYC and HCC. Initial closing date for applications 20 March 2025.

East Riding of Yorkshire Council is seeking applications from potential care agencies to be admitted to the Council's new Supported Living Open Framework. This intention is that this framework will be used to commission all supported living schemes or very large packages of care which are contracted through the Council, it will not be used for those individuals who wish to have a direct payment. In the future other models of contract may also be developed, for example individual service funds. Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in particular to direct award to a specific provider. There is no limit to the number of providers awarded a place on the open framework for supported living, however it must be recognised that there are no guaranteed levels of business. It is a requirement that the Agency will be registered as a Home Care Agency with the Care Quality Commission (CQC) and any successor body will maintain registration, with no serious compliance issue/s. This Agency is required to have a 'good' or "outstanding" CQC inspection rating - or as a minimum, 'requires improvement' and be able to demonstrate that action is being taken to address the 'requires improvement' inspection rating. The Agency must have a registered office / location such that they must be able to demonstrate how high-quality outcome-focused, person-centred care can be delivered and effectively co-ordinated for any requirements that they apply for. This procurement is conducted under the Light Touch Regime, under the EU Public Contracts Directive 2014/24/EU, as implemented by the Public Contracts Regulations 2015 (SI 2015 No. 102) Section 7. The Open Framework starts on 01/03/2025 and the initial end date is 31/03/2033. The Framework includes options to extend up to three further twenty-four month periods at the sole discretion of East Riding of Yorkshire Council with an estimated total contract value of £700m. To carry out the maintenance and periodic inspection and testing of emergency lighting installations in various occupied operational properties either owned and controlled or managed under Service Level Agreements, located within the geographical boundaries of the East Riding of Yorkshire. Some new installations or modifications to existing lighting systems may be requested under the contract.

To carry out gas and solid fuel servicing, gas and solid fuel repairs, including call out and the design and installation of boilers and heating system renewals to council housing stock located within the geographical boundaries of the East Riding of Yorkshire.

To make adaptations to disabled bathrooms, including Wet-Rooms, Bath Hoists, Showers and other fixed mobility aids in various occupied private and council owned housing properties located within the geographical boundaries of the East Riding of Yorkshire. The contract will cover the adaptation of bathrooms in order to meet its requirements under the following legislation / standards: Health and Safety at Work Act, PUWER and LOLER.
