This specification expresses the vision and strategic priorities to drive forward better outcomes for children, young people and families across the East Riding of Yorkshire (ERY) and aims to create and support an approach to meeting the needs of children, young people and families in the ERY. The Integrated Specialist Public Health Nursing Service (ISPHNS) will deliver the ERYC commissioned public health nursing services for children and young people aged minus 9 months to 19 (25) years (this includes the Public Health elements of the Healthy Child Programme (HCP) ) All ISPHNS will have universal service provision at their core, universal and targeted public health services are crucial to improving the health and well-being of all children, young people and their families. The universal reach of the ISPHNS provides invaluable opportunity from early in a child's life to identify families that are in need of additional support and children at risk of poor outcomes. The ERYC ISPHNS will be led by Specialist Community Public Health Nurses (SCPHN) and the elements will be delivered by a workforce consisting of appropriately trained and qualified staff. SCPHN are registered nurses or midwives with specialist additional training and registrations. The ISPHNS will provide integrated expert information, assessment and interventions for babies, children, young people and families. They will help enable them to make informed decisions that affect their health and wellbeing and will play a core role in improving the health outcomes of the East Riding eligible population and reducing health inequalities. Provider(s) will deliver and support an integrated approach to meeting the needs of C&YP, their families and the delivery of improved outcomes. Provider(s) of the ISPHNS will work in partnership with a variety of organisations; including but not limited to maternity services, local authority-provided or commissioned services, third sector, health, education, private, independent services, primary and secondary care services. Provider(s) of the ISPHNS will work with all appropriate agencies and stakeholders to achieve positive outcomes for Service Users, recognising that families may need support across the whole spectrum of services, including social care, education, health, police, voluntary organisations, safeguarding and others. Provider(s) will proactively demonstrate integrated working throughout the delivery of the ISPHNS to improve the wellbeing and life chances of every Service User.

Providers will first have to be successful on to the Open Framework by meeting the evaluation criteria. New providers will be able to join at six monthly intervals. (September and March) A Call-off process through Yortender will be used to award contracts. Inital closing date for applications 20 March 2025.

Providers will first need to meet the evaluation criteria. The framework will be open for submissions all year round with new providers being evaluated and admitted at six monthly intervals. (September and March) A competitive Call-off process through Yortender will be used to award contracts. The Framework will run 01 September 2025 – 31 August 2029 years plus the option to extend for a further 2 years at the sole discretion of ERYC and HCC. Initial closing date for applications 20 March 2025.

East Riding of Yorkshire Council is seeking applications from potential care agencies to be admitted to the Council's new Supported Living Open Framework. This intention is that this framework will be used to commission all supported living schemes or very large packages of care which are contracted through the Council, it will not be used for those individuals who wish to have a direct payment. In the future other models of contract may also be developed, for example individual service funds. Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in particular to direct award to a specific provider. There is no limit to the number of providers awarded a place on the open framework for supported living, however it must be recognised that there are no guaranteed levels of business. It is a requirement that the Agency will be registered as a Home Care Agency with the Care Quality Commission (CQC) and any successor body will maintain registration, with no serious compliance issue/s. This Agency is required to have a 'good' or "outstanding" CQC inspection rating - or as a minimum, 'requires improvement' and be able to demonstrate that action is being taken to address the 'requires improvement' inspection rating. The Agency must have a registered office / location such that they must be able to demonstrate how high-quality outcome-focused, person-centred care can be delivered and effectively co-ordinated for any requirements that they apply for. This procurement is conducted under the Light Touch Regime, under the EU Public Contracts Directive 2014/24/EU, as implemented by the Public Contracts Regulations 2015 (SI 2015 No. 102) Section 7. The Open Framework starts on 01/03/2025 and the initial end date is 31/03/2033. The Framework includes options to extend up to three further twenty-four month periods at the sole discretion of East Riding of Yorkshire Council with an estimated total contract value of £700m. The Council currently spends approximately £2million per annum through a variety of approaches on home care for children. The council currently has a mechanism for delivering short breaks for those under 18 and their families, where the individuals are supported to access the community. This requirement is for support that is often provided as a wrap around education provision and based within the young person's home. Many of the young people have multiple conditions.

East Riding of Yorkshire Council are seeking interest from potential suppliers who can deliver a customer relationship management (CRM), referral management and health outcomes platform to support HealthiER, Exercise Referral Programmes, social prescribing and wider public health initiatives. **Please note this is Pre Market Engagement exercie but not a tender process**

East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a future procurement for a Voluntary, Community, Faith and Social Enterprise (VCFSE) Safeguarding Support Service. The Service will provide safeguarding advice, guidance, training and support to VCFSE organisations operating within the East Riding of Yorkshire. The successful Provider will support organisations working with both adults and children and young people to develop and maintain effective safeguarding arrangements, policies and practices. The Service will include the provision of safeguarding resources and information, delivery of training and development activities, administration of Disclosure and Barring Service (DBS) checks, facilitation of safeguarding forums and events, and engagement with the local VCSE sector to promote safeguarding awareness and good practice. The contract is anticipated to commence on 1 April 2027 for an initial period of two years, with the option to extend for a further period of up to one year.

East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a proposed contract for the provision of a vaping as a quit aid to support local smoking cessation programmes. The provider is expected to provide access to vaping products and associated support for eligible residents referred through the Council's commissioned Stop Smoking Service. The Council is seeking to understand the capacity and capability of the market to deliver the service, including the provision of an online voucher platform, access to approved vaping products, home delivery arrangements and training/support for smoking cessation practitioners. As part of this engagement, the Council wishes to identify organisations that can demonstrate independence from the tobacco industry and are able to meet the Council's minimum insurance requirements. The estimated total contract value is approximately £75,000 excluding VAT, for a proposed 1+1+1 contract structure. This procurement relates to the recommissioning of the NHS Health Checks Programme in the East Riding of Yorkshire. The service is a statutory public health programme offering cardiovascular health risk assessments to eligible adults aged 40-74 years, delivered in line with national NHS Health Check guidance and local population need. The programme aims to increase uptake of NHS Health Checks, particularly within under‑served and priority population groups, and to support early identification and management of cardiovascular disease risk factors. Delivery will include both opportunistic and targeted models across a range of community, clinical and non‑clinical settings, including community venues, workplaces and primary care‑linked delivery models. The Council is exploring a mixed commissioning approach to support funded delivery capacity alongside flexible access, and is seeking to engage with potential providers, including NHS organisations, primary care, community providers, and voluntary, community and social enterprise (VCSE) organisations, to inform the future service design.
