East Lindsey District Council (the Council) is seeking to appoint a suitably experienced and competent Supplier to provide Electoral Registration Printing and Communication Services from 2026 onwards, supporting the statutory duties of the Electoral Registration Officer (ERO). This requirement relates specifically to the Annual Canvass and Postal Vote Reapplication processes, both of which are governed by strict legislative frameworks and non negotiable statutory deadlines. The successful Supplier will play a critical role in ensuring that all communications issued to electors are accurate, secure, compliant, and delivered in accordance with prescribed timescales.

Pre Market Engagement The contracting authority is seeking to engage with potential suppliers to inform the development of a forthcoming Invitation to Tender (ITT) for election printing services. This includes the printing and delivery of poll cards and ballot papers in accordance with statutory requirements. This Preliminary Market Engagement (PME) is conducted in line with the Procurement Act 2023 to ensure transparency, fairness, and value for money.

This is a pre-market engagement to enable the council to interact with potential providers and suppliers before formally starting a procurement process, its aim is to help the council understand the market better to refine its requirements based on supplier feedback, to encourage competition and identify challenges ahead. This Pre‑Market Engagement (PME) to understand the range of solutions available in the market to support the delivery of the Crisis & Resilience Fund (CRF) from 2026 onwards.
