Procurement of debt collection agency services for Dŵr Cymru Welsh Water, covering the recovery of live and final customer debt, with a focus on customer outcomes, regulatory compliance and service performance.
Dŵr Cymru Cyfyngedig, trading as Dŵr Cymru Welsh Water (DCC), is seeking to establish a Hybrid Managed Service Provider (MSP) Recruitment Framework to support its in-house recruitment function with the provision of temporary, interim, fixed-term contract (FTC) and permanent recruitment services across a range of specialist disciplines. DCC currently operates a combination of in-house direct recruitment and recruitment agency support. The purpose of this procurement is to introduce a Hybrid MSP model that will provide DCC with greater control, visibility and consistency across its external recruitment activity, while retaining access to specialist recruitment expertise where required. The Framework is intended to support enhanced value for money, improved management information and expenditure visibility, robust compliance management, effective management of IR35 and payroll requirements, and a streamlined recruitment and workforce management process. Under the Hybrid MSP model, DCC will retain its in-house recruitment function and overall governance and oversight of its recruitment requirements, while outsourcing defined recruitment and workforce management activities to MSP Suppliers appointed to the Framework. There will be no single lead MSP across the Framework. Instead, MSP Suppliers will be appointed to individual Lots according to their relevant specialist recruitment capability. For requirements referred to the Framework, the relevant MSP Supplier will be responsible, as applicable, for candidate attraction, sourcing, screening and presentation; onboarding and pre-employment compliance activities; operational management of IR35 and other applicable tax and employment compliance requirements; payroll and bill-pay administration; workforce administration; and the provision of management information, expenditure reporting and associated workforce management services. DCC will retain overall oversight of these activities, responsibility for its recruitment strategy and final candidate selection and appointment decisions, and responsibility for monitoring and managing MSP Supplier performance against the Service Levels, KPIs and other requirements established under the Framework. Permanent and FTC recruitment requirements will ordinarily be managed through DCC’s in-house recruitment function in the first instance. Where internal sourcing routes have been exhausted, or where a requirement is particularly specialist, difficult to fill or time-critical, DCC may release the requirement to MSP Suppliers appointed to the relevant Lot. Temporary and interim recruitment requirements may be released to the MSP Suppliers appointed to the relevant Lot according to the nature and specialist requirements of the role. Where more than one MSP Supplier is appointed to a Lot, requirements may be released to capable Suppliers in accordance with the allocation methodology established under the Framework. MSP Suppliers will be responsible for identifying and presenting suitably qualified candidates who meet DCC’s requirements. The Framework is intended to cover the following worker categories: • Temporary Agency Workers – agency workers engaged on a temporary basis, typically paid hourly, to support requirements such as sickness cover, operational demand or specific projects. • Interim Workers – contractors or freelance workers, typically paid on a daily-rate basis, engaged temporarily to support specific business requirements. • Fixed-Term Contract Employees – individuals employed and paid directly by DCC for a defined contractual period, with MSP Suppliers providing candidate-finding services where required. • Permanent Employees – individuals employed and paid directly by DCC on an ongoing basis, with MSP Suppliers providing candidate-finding services where required. The requirement is divided into seven Lots, defined by recruitment specialism. DCC intends to appoint up to three MSP Suppliers to each Lot, providing resilience, competition and access to a broader candidate market. Suppliers may tender for one Lot, any combination of Lots, or all seven Lots, subject to demonstrating that they have the capability and capacity to meet the requirements of each Lot for which they tender. The Lot structure reflects the breadth of general business and specialist recruitment requirements across DCC and is intended to ensure that recruitment requirements are supported by Suppliers with the appropriate market knowledge, capability and access to suitable candidates. The commercial arrangements applicable to MSP Suppliers, including recruitment fees, agency mark-ups, MSP management charges and any other relevant charges, will be defined at the ITT stage.
Loss Prevention Certification Board (LPCB) Certified Security Equipment are required to strengthen the physical security of DCWW’s critical clean water and wastewater infrastructure and to comply with statutory and industry security standards. These assets require enhanced physical security to prevent unauthorised access, vandalism, theft, sabotage, and contamination risks. The framework covers the supply, installation, and optional maintenance of LPCB certified security equipment including covers, doors, bar sets, cages, enclosures, and cylinder clamps across operational assets such as reservoirs, treatment works, pumping stations, and service reservoirs. The scope also includes conducting site surveys and the creation of site plans to provide recommendations to DCWW to satisfy Drinking Water Inspectorate (DWI) standards. Suppliers are required to undertake site surveys and recommend the appropriate security measures needed for each asset to achieve the required LPCB security rating. Two Bidders will be awarded per Lot within the Framework Agreement on a primary/secondary basis. SCOPE OF GOODS AND SERVICES Goods The framework includes five product areas across: o Lot 1 Covers – the supply, installation and support of LPCB security-rated covers; o Lot 2 Double/single entry doors – certified security doors for operational assets; o Lot 3 Bar sets, cages and steel enclosures: – certified physical security products used to protect assets and equipment; o Lot 4 GRP enclosures – certified GRP kiosks or enclosures for relevant site requirements; and o Lot 5 Roller shutter doors – certified roller shutter doors where required across the estate. Services The scope of services includes: o conducting site surveys to verify requirements o creation of site plans to enable compliance to DWI standards Call-offs will be made by direct award to the Primary Supplier for the relevant Lot. The Primary Supplier will be expected to fulfil all requirements in accordance with the Framework Agreement terms, including the agreed service levels, delivery times and performance standards.

Dwr Cymru Cyfyngedig (DCC) is re-procuring its principal energy contracts in four lots. Lot 1, electricity import and export: supply to circa 4,400 MPANs, flexible purchasing and price-fixing services, PPA sleeving, export route to market and settlement. Lot 2, gas import: non-domestic supply of circa 67.8 GWh per annum, purchasing and price-fixing services against DCC instructions, and all industry arrangements required to deliver supply. Lot 3, gas export: purchase and offtake of biomethane injected into the gas distribution network, circa 45.8 GWh per annum. Lot 4, metering services: HH and NHH MOP, data collection and aggregation and successor MHHS roles, NHH remediation and AMR upgrade programmes, gas metering and sub-metering. The contract term for every lot runs from that lot's commencement date to 31 March 2032, with extension options of 3 years and then a further 2 years, exercisable at DCC's sole discretion. All lots are co-terminous, with the initial period ending 31 March 2032. Commencement is 1 April 2027 for Lots 1, 2 and 4, and 1 July 2027 for Lot 3. Suppliers may bid for any number of lots. Each lot bid is priced and evaluated independently and is independently awardable.

Dŵr Cymru Welsh Water (DCWW) is the largest water and sewerage company in Wales and the sixth largest operating in England and Wales. Responsible for providing high-quality drinking water for over three million customers and for taking away, treating and properly disposing of the wastewater that is produced. DCWW is committed to securing water supplies for future generations while protecting the environment. Our primary responsibility is to operate, maintain and upgrade this large network of assets to ensure a safe and reliable drinking water supply and to deal effectively with discharges so as to protect the environment. As part of its Cwm Taf Water Supply Strategy (“Cwm Taf WSS”), DCWW is seeking to progress a major investment project to design and build new water treatment works and develop an existing water treatment works (the Cwm Taf WSS Procurement Scheme). The Cwm Taf WSS Procurement Scheme has been designated under Ofwat's Direct Procurement for Customers (DPC) programme. The Cwm Taf WSS Procurement Scheme is intended to be delivered primarily on two separate sites, one located in the vicinity of MerthyrTydfil, South Wales and one within the boundaries of the Bannau Brycheiniog National Park. DCWW is looking to appoint a Competitively Appointed Provider (CAP) utilising the Direct Procurement for Customers (DPC) model. The scheme includes the Design, Build and Finance (DBF) of a new water treatment works on an agricultural land at Dan-y-Castell Farm, along with a raw water pumping station at Pontsticill (referred to as the Dan-y-Castell project) and Llwyn-onn Water Treatment Works upgrade (referred to as the Llwyn-onn project). The Cwm Taf WSS Procurement Scheme is therefore a two-site project comprising Dan-y-Castell (currently with an estimated value of £434,400,00 including VAT / £362,000,000 excluding VAT) and Llwyn-onn (currently with an estimated value of £232,800,000 including VAT / £194,000,000 excluding VAT). The Cwm Taf WSS Procurement Scheme includes (but is not limited to): -Water Treatment Works -Pumping stations -Transfer pipelines -Environmental and mitigation measures -Treated Water Storage This notice seeks to inform the market of DCWW's upcoming market engagement activities for the Cwm Taf WSS Procurement Scheme and seek engagement from interested suppliers, including: -a Market Engagement process focused on investors, lenders and organisations capable of providing institutional finance, to specifically seek feedback on the emerging commercial model and financing approach; and -In-person Market Engagement events open to investors, lenders, contractors, designers and other delivery organisations interested in the Cwm Taf WSS Procurement Scheme. Across these activities, DCWW is seeking engagement from organisations capable of supporting the delivery and financing of a secure, sustainable and value-driven solution for customers through this major DPC-designated infrastructure project. The engagement activities will support the ongoing development of the procurement and commercial strategies (and associated documentation) and will help inform the delivery of the Cwm Taf Water Supply Strategy and the sustainable and environmental objectives of the Welsh Government, including (but not limited to) the Wellbeing of Future Generations (Wales) Act 2015. Following a competitive procurement competition, CAP contract award is anticipated to be late 2028. The CAP contract will progress the Scheme through detailed design, construction, testing and commissioning activities, including an anticipated 12‑month Reliability and Optimisation Period.
