Supported Living Support Services for People with Learning Disabilities or Mental Health Needs Framework
Durham County Council (the Council) has a duty to provide services for vulnerable residents who are eligible for care and support according to the national criteria introduced by the Care Act 2014.
The Council is seeking multiple providers that can provide the below named services.
This is a flexible Framework where bidders may bid at any time. However, at the sole discretion of the Council, it may close the Framework should the Council deem they have sufficient providers to meet demand. The Council has the discretion to both open and close selected Lots and not all Lots should it choose to.
The opportunity is divided into four Lots as detailed below:
Lot 1: Learning Disability Standard Care
Lot 2: Learning Disability Enhanced Care
Lot 3: Mental Health Standard Care
Lot 4: Mental Health Enhanced Care
Bidders can bid for up to and including all 4 Lots and be awarded a Contract for up to and including all 4 Lots.

The Framework does not include any guarantee of any minimum volume of services, or any minimum expenditure. Furthermore, appointment under the Framework does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements.
Permitted modifications - The Council anticipates that changes may be required to reflect evolving service needs and external drivers. These may include (without limitation):
-changes to the nature, scope, model or volume of Supported Living Services;
-shifts in local and national health, care and wellbeing priorities;
-changes in service user needs, complexity and demand;
-amendments to statutory duties, regulatory requirements, inspection regimes or best practice guidance.
Framework for Drainage and Asset Management Investigation, Maintenance and Refurbishment Works
The Framework is for the provision of Drainage and Asset Management Investigation, Maintenance and Refurbishment Works to Durham County Council and affiliated bodies.
Durham County Council is seeking to establish a list of accommodation providers who can provide temporary and emergency accommodation within the boundaries of County Durham and its neighboring authorities. *
This list will allow the Council to make individual placement requests based on need, suitability, and availability.
Acceptance onto the list provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.
This will be an Open list where providers can join throughout the contract lifetime.
Strategic Catering Partner for Catering Venues across County Durham
Durham County Council (DCC) is seeking to secure one strategic partner, following a corporate wide catering review, to deliver catering services across a wide range of public facing venues.
The Council currently has 15 customer-facing venues across a diverse portfolio of leisure, cultural, heritage and visitor locations. Existing operational arrangements include internally managed sites and third-party operated venues. This has resulted in a wide range of service approaches and financial profiles, presenting opportunities to enhance service alignment, scale efficiencies and elevate customer experience.
The Council has developed a strong vision for this Procurement. Bidders will be invited to propose solutions, throughout the various stages of the procurement process, which align with this vision:
'To deliver a modern, financially sustainable and customer‑focused catering service that enhances the experience of residents and visitors, champions local suppliers and ensures high‑quality and nutritious, venue-appropriate food across in-scope venues.'
The procurement will be a multiple stage Competitive Flexible procedure pursuant to the section 20 2(b) of PA23, comprising of 5 stages, including multiple competitive dialogue sessions.
