This Dynamic Purchasing System will be used to procure passenger transport services as required by Dorset Council. These requirements may include, but are not limited to, transport for Children to School, Children with Special Education Needs and Children in Care. Applications to participate with this DPS can be made on the portal: www.supplyingthesouthwest.org.uk REF:DN245509 The publishing of this Tender Notice is to communicate the extension of the above DPS (Ref DN245509), which was originally established in May 2017 for a 4 year period ending 30 April 2021. Dorset Council took the option of extending the DPS for a further 4 year period ending 30 April 2025, and now wishes to extend the DPS for a further period of up to 2 years ending 30 April 2027. Dorset Council reserves the right to terminate the DPS prior to 30 April 2027, and also reserves the right to extend the DPS further beyond 30 April 2027, up to a maximum end date of February 2029 in line with Cabinet Office guidance regarding Dynamic Purchasing Systems procured under PCR2015. As part of this extension, any organisation already awarded onto the DPS will not be required to submit a new application. Any new applications can continue to be made at the above mentioned address. Organisations are required to meet defined criteria to be admitted on to the DPS. All organisations that meet and pass the exclusion and selection criteria detailed within the e-procurement portal will be admitted on to the DPS. All suppliers admitted to the DPS will be invited to tender for contracts. Contracts awarded through the DPS will typically be evaluated based upon 100% price, however Dorset Council reserves the right to evaluate tenders on a mix of price and quality criteria and where this approach is used the evaluation criteria and weightings will be clearly communicated to suppliers as part of the invitation to tender. The estimated value of £80 million provided on this tender notice is based on the estimated total value of all passenger transport services required by the Council over the next 2 year period. As requirements are subject to change the value is provided as an estimation only. Please note that the contract start and end dates detailed above are not relevant. Contracts will be awarded throughout the term of the DPS.

A Market Engagement Event is being held on Tuesday 2nd of June 14.00-15.00 via Microsoft Teams to discuss Planned and Unplanned Building based short Break Services for Working-Age Adults. Dorset Council is seeking to engage with the provider market to inform the future development of Planned and unplanned (Crisis) Short Break services in Dorset. The council is exploring a more integrated model of building based short break provision which would bring together: Planned short breaks and Unplanned/crisis services, including step up and step down from hospital The intention is to understand how these different types of building based short breaks could be successfully coordinated and potentially delivered within a single, cohesive service offer, while remaining flexible , preventative and responsive to periods of increased need. We are also interested to learn or explore how planned short break services can be used to develop independent living skills, assessing existing skills inside and outside the home and developing skills training in a home-like environment and supporting people to access the wider community. This could help build resilience and skills for the future in people who aren't quite ready to make that move but may wish to in future. No decisions have been made regarding delivery models, pathways, contract structure or the balance between planned and unplanned provision. Additional information: The Council is reviewing current building based short break arrangements and considering the development of a new service approach for working-age adults (aged 18-64). This includes people aged 65 and over whose needs and outcomes align with the cohort, particularly those ageing with a learning disability or autism, and who may not be best served by traditional older people's services. The primary intended cohort is adults with Care Act eligible needs who may have: Learning disabilities Autism Mental health needs (excluding primary dementia) Physical disabilities/limited mobility Sensory needs Neurodivergence We are also interested in talking to providers about provision of building based short break services for people aged 16-17 who will move into Adult social care services and your experiences or insights into how this could be incorporated into a service for young adults. The age range is specified to ensure clarity and to clearly distinguish this provision from services commissioned for older people, which is not something we are considering for this service. Purpose of Engagement This engagement is intended to: Provide early visibility of the Council's commissioning considerations Seek provider insight and experience at a formative stage Explore potential service concepts and delivery models Understand opportunities, risks, and challenges associated with integrated planned and crisis services for this cohort During the session, the Council will: Share its commissioning context and emerging direction of travel Outline key issues and considerations Invite providers to share insights, learning, and examples of good practice Feedback from this engagement will be used to inform future service development and commissioning plans. Participation in this engagement is voluntary and will not confer any advantage or disadvantage in any future procurement process. Dorset Council is to set up a framework for the provision of labour support including traffic management, skilled and semi-skilled highway maintenance operatives, LGV drivers and specialist trades (bricklayer/ stone mason, carpenter/ shuttering carpenter, welder, blacksmith, steel fixer, kerb layer, slab and block layer). These roles will support the delivery of highway maintenance and construction projects in the Dorset area (including the Bournemouth, Christchurch and Poole area).
