The Council is keen to work collaboratively with potential providers to help shape the future service model, including: • Access to free and low-cost day trips, leisure activities and community opportunities. • Information, advice and guidance to empower Carers to plan and arrange their own short breaks and activities. Market shaping opportunity (August 2026) As part of the service development process, we would like to invite potential providers to meet with us during August to help shape the service specification and delivery model, provide feedback on the proposed service model, and discuss how they may approach the delivery of this service. The Council is seeking an ambitious, commercially capable and collaborative promoter with the vision, creativity and experience to shape the future of one of Yorkshire’s most established outdoor music festivals. City of Bradford Metropolitan District Council is holding a market engagement event for an upcoming tender to deliver the Warm Homes Healthy People (WHHP) Fuel Poverty Service. Bradford has some of the highest levels of fuel poverty and cold-related health risk in England. The successful provider will deliver a prevention-focused, year-round service across the Bradford District. This will include comprehensive home energy assessments, practical energy-saving measures, income maximisation support, and targeted outreach to vulnerable residents. Working in close partnership with the NHS, the Voluntary, Community and Faith Sector (VCS), housing services, and welfare advice organisations, the provider will ensure that no eligible household faces financial barriers to accessing support. All interventions will be delivered free at the point of access. This service directly supports Bradford’s Anti-Poverty Strategy and the district’s Living Well approach to reducing health inequalities. Individuals accessing the Service will typically be experiencing 3 of the following: homelessness or being at risk of; problematic alcohol and/or drug use; mental ill-health; experience of domestic abuse or trauma; involvement in the criminal justice system. The Service will contribute to a wider system change, by identifying barriers, influencing practice and working in partnership with local Services and organisations to ensure Services are coordinated, accessible and trauma informed. City of Bradford Metropolitan District Council, on behalf of Public Health and in partnership with Bradford Children's and Families Trust, is undertaking preliminary market engagement to inform the future procurement of a Community Early Language Service across Bradford District. The proposed service will support children aged 0-5 years and their families to improve speech, language and communication development, increase school readiness and reduce inequalities in outcomes. The service forms an important part of Bradford's Best Start Local Plan 2026-2029, the Prevention and Early Help Strategy 2026-2031, and the wider Talking Bradford speech, language and communication pathway. The Council seeks feedback from organisations with relevant expertise to help shape the final service model. Background Speech, language and communication skills are fundamental to children's health, learning, wellbeing and future life opportunities. Bradford faces significant challenges relating to deprivation, educational inequalities and language development outcomes. Key local indicators include: • Approximately 7,000 children are born in Bradford District each year. • Around 59% of children live in the most deprived decile nationally. • Only 62% of children achieve a Good Level of Development at age five. • Communication and Language outcomes remain below the national average. • Around 50% of residents speak a language other than English as their primary language at home. The Council therefore wishes to commission an innovative, evidence-informed and culturally responsive service capable of improving outcomes for children and families across the district. Proposed Service Model The Council is considering a three-lot model comprising: Lot 1: Universal, Early Identification and Support • Community outreach and prevention activities. • Raising awareness of early language development. • Early identification of emerging speech, language and communication needs • Support for parents and carers to develop language-rich home learning environments. Lot 2: Targeted Intervention • Evidence-based early language interventions. • Support for children identified with speech, language and communication delay. • Delivery alongside parents and carers. • Integration with the Early Language Identification Measure (ELIM) pathway. Lot 3: Workforce Development • Training and development for practitioners across the early years system. • Building confidence in identifying and responding to emerging needs. • Supporting implementation of the Talking Bradford approach. City of Bradford Metropolitan District Council is undertaking Preliminary Market Engagement to inform the future procurement of integrated Welfare Advice Services across Bradford District, with an anticipated contract commencement date of 1 April 2027. The Council is exploring a potential three-lot commissioning model comprising: (1) Welfare Advice Services, (2) Community Welfare Connect Services, and (3) Welfare Advice Network Support and Training Services. The future service aims to provide accessible, inclusive and high-quality support for residents experiencing financial hardship and welfare-related challenges, including welfare benefits, debt, housing and wider advice and support needs. The Council is seeking feedback from the market on service design, lotting arrangements, lead provider and partnership models, mobilisation considerations, delivery capacity, and opportunities for innovation. Feedback received will help inform the procurement strategy, service specification and future route to market. Interested providers will be invited to attend a supplier engagement event on 21 September 2026. Event location and joining details will be provided to registered attendees in due course. City of Bradford Metropolitan District Council is undertaking Preliminary Market Engagement to understand the market for vehicle data and vehicle history checking services to support its statutory licensing and regulatory functions. The Council is seeking information from suppliers capable of providing vehicle provenance checks, outstanding finance checks, stolen vehicle checks, insurance write-off checks, VIN verification, mileage verification and ownership history information.
