Carmarthenshire County Council is establishing a Framework for the delivery of domiciliary support services, including community intake, community support, complex care, replacement care services for adults living in the community and community assessment service. The framework is intended to ensure the provision of high-quality, person-centred care that enables individuals to remain independent and safe at home. The Authority may, in accordance with the flexibility afforded under the Light Touch Regime (Section 9, PA23), undertake a refresh of this Framework at one or more intervals during the Framework Term. The Authority will publish a Tender Notice for each refresh event, clearly setting out the requirements, evaluation methodology and timeline. Suppliers admitted through the refresh shall be appointed on the same substantive terms as existing Framework Suppliers. The refresh may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Pricing (as the case may be), together with the appointment of additional (new) Suppliers onto the Framework Agreement to maintain market access and continuity of service.

Carmarthenshire County Council in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council intends to establish a new iteration of this Framework by appointing suitably qualified Contractors for the delivery of civil engineering related construction projects and other works across the region. The Framework will include value-banded and geographical/regional lots for Civil Engineering Works (e.g. Very Small, Small, Medium and Large Civils Work) as well as lots for Specialist Civils Work (e.g. Demolition, Public Lighting, Lining & Road Marking, Surfacing, Ground Investigations, Marine Works, Traffic Management, Bridge Maintenance, Landscaping). An initial framework information document is attached to assist interested parties in preparing to bid. However, at this stage, the lotting structure is still under development and may be subject to change. Final framework and lot details will be outlined in the published tender documentation. Carmarthenshire County Council requires suitably qualified and accredited contractors to undertake servicing (and any remedial works) of electrical equipment installations across its commercial (i.e. non-housing) property portfolio, focussed specifically on: • Electrical Installation Condition Reports (EICRs) • Portable Appliance Testing (PAT) • Emergency Lighting • EV Charging • Solar PV/Battery Storage/Cleaning • Surge Protection Devices • Air Circuit Breakers (ACBs) • Lightning Protection • Annual Inspections/Routine Checks • HV (High Voltage) Transformers • LV (Low Voltage) Panels • Generators

Carmarthenshire County Council, in collaboration with regional partners Pembrokeshire County Council and Ceredigion County Council, is developing a regional Framework for Working Age Adult Care Home services across West Wales. The proposed Framework will be structured into three service Lots, reflecting the primary client groups: Lot 1: Learning Disabilities, including Autism Lot 2: Mental Health Lot 3: Physical Disabilities Providers may apply for one or more Lots, depending on their area of expertise and service provision. The Lots are intended to support a more structured and consistent approach to commissioning across the region, ensuring that services can meet a range of needs for working age adults. The proposed Framework will be open to: Providers with existing care home provision within the region; and/or Providers who intend to establish a care home service within the region within the next 12 months Providers joining the Framework will be required to demonstrate a commitment to supporting citizens from across the West Wales region and prioritising regional placements.
